Village of Diamond Village Board met Oct. 22.

Here is the minutes provided by the Board:

Proceedings, transactions and resolution made and order of said record of said Board in the Village of Diamond, IL on the 22nd Day of October 2019.

The scheduled meeting of the Diamond Village Board was held on Tuesday, October 22, 2019 at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Mark Adair, Denise Brown, Jeff Kasher. Dave Warner-Absent.

Approval of Minutes

Motion was made by Commissioner Kasher, Second by Commissioner Brown to approve the 10/08/2019 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of October 2, 2019 Bill List

Motion was made by Commissioner Kasher, Second by Commissioner Adair to draw warrants up for their amounts and place on file. All Ayes; Motion Carried.

New Business

Approve Ordinance #2019-20; An Ordinance Authorizing Execution of an Intergovernmental Cooperation Agreement with Grundy County for Property Maintenance Inspection Services

Motion was made by Commissioner Adair, Second by Commissioner Kasher to approve Ordinance #2019-20; Ordinance Authorizing Execution of an Intergovernmental Cooperation Agreement with Grundy County for Property Maintenance Inspection Services. All Ayes; Motion Carried.

Discuss and Approve D & I Electronics Inc.; Water Sensor Alarms/Cameras for WWTP

Mayor Kernc stated at the prior board meeting she would like cameras in the Huber room and Village

Clerk Lori Holmes followed up with D & I Electronics. During the D & I Electronics meeting, it was discussed they could provide more than just cameras. They have the technology for water, gas sensors and more. Commissioner Warner spoke with Holmes before the meeting and he is in favor of the items. He does not feel the equipment is needed in the sludge handling building. Public Works Director Vining stated he feels they are needed in both buildings since flooding has occurred in the sludge handling building as well. Village Engineer Mike Perry agreed with Vining that it would be in the best interest to install water sensors in both buildings. After discussion, Motion was made by Commissioner Adair, Second by Commissioner Kasher to approve D & I Electronics Inc. for alarms and sensors for WWTP based on Commissioner Warner’s recommendations. All Ayes; Motion Carried.

Approve D Construction for paving of Laura Lane and Border St.

Motion was made by Commissioner Brown, Second by Commissioner Adair to approve D Construction for paving of Laura Lane in the amount of $7,400.00 and Border St. in the amount of $9,800.00 All Ayes; Motion Carried.

Approve Wren Construction for Bore Pit Proposal

Mayor Kernc stated this proposal is for the installation of trench boxes to allow boring at Route 113 and Tinman. The bore was much deeper than anticipated due to fiber optics located under Route 113. Motion was made by Commissioner Kasher, Second by Commissioner Adair to approve Wren Construction for Bore Pit and Tie-ins in the amount of $12,858.42. All Ayes; Motion Carried.

Approve Wren Construction for Watermain Installation on Tinman St.

Mayor Kernc advised that after taking the watermain under Route 113, additional watermain is

required to enable the connection to the northside watermain. Motion was made by

Commissioner Adair, Second by Commissioner Kasher to approve Wren Construction to

excavate and install 8” watermain from bore riser to tree line and hot tap main for tie-in on Tinman

St. in the amount of $16,972.08. All Ayes; Motion Carried.

Overton Road

Mayor Kernc stated in 1997 when Mayor Rolando was in office, correspondence was circulated

regarding deeding property to the village and in some cases, to each property owner to enable the

construction of Overton Road. This road would benefit all four properties. For some unknown

reason, which has been investigated, the road was built, without the proper road right-of-way. In

2005, under Mayor Ramme, correspondence was again circulated, about deeding property for Overton Road to address this issue and again, no action was taken. A copy of the letter which Mayor Kernc mailed out to Mark Hadley, Magna Trust, Jay Honrud, George Smith, and Star Radio Corp. with regards to the deeding property to enable the construction of Overton Road without proper road right of way was presented to the board. If the village would receive the proper documentation for the owners to deed it to the village, then Village Attorney Gallo would prepare the necessary paperwork. However, Kernc stated she received only one response from Honrud. He was willing to dedicate whatever was necessary to move forward with deeding his portion to the Village. No other owners have reached out to Kernc. It is Kernc recommendation that on November 1, 2019, the Overton Street sign be removed, and the Village will cease all road maintenance, including snow removal, and consider that a private road. Village Attorney John Gallo stated there are several steps which need to be done before moving forward. Gallo stated the village must vacate the street; which would include an ordinance and public hearing. Investigation into the funding of the road must be completed as well. This item was tabled until further research and the necessary steps required are completed.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc received the Will County report and there was nothing out of the ordinary and no accidents to report.

Village position regulating residents refusing to repair leaks to their service line

Village Clerk Holmes stated investigation into the Property Maintenance Code was completed and

there was nothing in the code regarding the service lines. Discussion for the days to give the property

owner to fix a service line leak was discussed. Village Attorney John Gallo stated the village would

need to amend the current ordinance and add in the 7 days of which to fix the line and/or if there is

an immediate danger to the village water supply, the village has a right to turn the water off at the

dwelling until the leak is repaired. Gallo will prepare amendment to the current ordinance and upon

completion, will be brought to the board for approval.

Engineer Updates

Village Engineer Mike Perry stated Bernie D’Orazio will be removing the 3ft. high debris which was

placed in the swale on his property by the end of the week. Mayor Kernc inquired about the engineer

plan for the repair on Berta Road at Route 113. Perry stated he will have an estimate by the next

meeting. He will be meeting with Wren Construction to submit a proposal. 

Commissioner Kasher discussed the drainage issue and his concern that our plan would cause the field tile to blow up in another location in the field as a result of pressure. He recommended reaching out to the property owner to to take the drainage line directly into the Claypool Ditch. Kernc will reach out to the property owner to see if he would be willing to complete the work himself.

Maintenance Updates

Public Works Director Austin Vining discussed the items which were damaged in the recent WWTP flooding. The total dollars lost is still being calculated. Vining stated since the repair of a service line issues, the plant has been producing mid 170-180 thousand gallons daily.

Commissioner Kasher

Commissioner Kasher stated Kellie Marie Salon did not flood after the 8+inches of rainfall. Kasher stated the work which the village completed in the alley was a success.

Commissioner Brown

Commissioner Brown stated she has the correct bid for the street salt from Compass Materials is $99.82 per ton.

Mayor Kernc

Kernc asked the board if they haven’t done so, to complete the online survey for the Grundy County

Natural Hazard Mitigation Meeting. Kernc placed the truck sewer line and the detention pond for the

north side of town on the village’s project list. Once items are placed on the list, if a disaster is a federally declared disaster, you can try to obtain mitigation money and do your listed projects.
