Roll Call

President Miller called the meeting to order at 6 p.m. in the Coal City Community Unit School District #1 District Office Board Room. In attendance were Board members Robert Bianchetta, Jeff Emerson, Mary Gill, Quint Harmon, and Ken Miller. Board member Chuck Lander arrived at 6:07 p.m. and Board member Shawn Hamilton was not in attendance. Superintendent Kent Bugg, CSBO Jason Smith, Director of Curriculum and Instruction Tammy Elledge, High School Head Secretary LaWanda Gagliardo, member of the press Ann Gill, and Board Secretary Karen Vota were also in attendance.

Pledge of Allegiance

President Miller led the Board of Education and others present in reciting the Pledge of Allegiance.

1. Introduction/acknowledgement of guests. President Miller welcomed those in attendance.

2. Principal Tracy Carlson was in attendance to introduce new fourth grade special education teacher Angela Roudis.

3. 4. Coach Mark Masters was selected to receive the 2018-2019 NFHS Wrestling Coach of the Year Award. IHSA Sports Administrators selected a coach from each of their sports. The selection to receive this prestigious honor is based upon the positive work that coach Masters has done with the athletes in the wrestling program. The IHSA was proud to submit his name to the National Federation of State High School Associations who sponsors the award. The Board recognized Coach Masters for receiving this distinguished award.

Leave Requests

Abby Dimitrijevic - School Psychologist - Ms. Dimitrijevic requested a twenty-four (24) day paid medical leave with use of accumulated sick leave in accordance with the Teacher's Negotiated Agreement, from November 14, 2019 through January 5, 2020. Abby plans to return on Monday, January 6, 2020.

Sarah Veronda - School Psychologist - Ms. Veronda requested a thirty (30) day paid maternity leave with use of accumulated sick leave in accordance with the Teacher's Negotiated Agreement, from approximately January 27, 2020 through Tuesday, March 10, 2020. She is also requesting a thirteen (13) day unpaid Family Medical Leave from Wednesday, March 11, 2020 through Friday, April 3, 2020. Sarah plans to return on Monday, April 6, 2020.

Christina McClenning - 2 hour per day recess supervisor at the Early Childhood Center - Ms. McClenning requested a twenty-one (21) day unpaid medical leave of absence from November 12, 2019 through December 13, 2019. Christina plans to return on Monday, December 16, 2019.

Welcome to Samantha Hill! She will be officially hired to work as a 1:1 aide at the ECC for two preschool students.

Month-in-Review:

This has been an awesome start to the 2019-2020 school year! Students at the ECC have enjoyed being greeted in the morning by the Coaler Football team and the Coaler Cheerleaders! We love when the “big” kids come to visit at the ECC!

Students now have the opportunity to earn “Bus Bucks” as an incentive for good bus behavior. Bus drivers will be focusing on giving students “Bus Bucks” this month when being extra safe on the bus. The bus slips obtained show a pattern in students “not staying in their seats,” so the ECC PBS team introduced “Bus Bucks” to the bus drivers in hopes to help improve behavior on the bus.

Safety drills were performed on August 29th (shelter-in-place), September 2nd (fire drill) and September 17th (lockdown drill).

Recognition:

A very big THANK YOU to Kaity Bricker for providing the staff and parents weekly videos of the signs of the week. We are so very excited for the opportunity for students and staff to learn sign language this school year as we ensure all students can communicate with all of our friends!

Congratulations to our night custodian, Jessica Palmer on the birth of her baby girl on September 7th!

Thank you to Carol Talty, Anne Watson, and Missy Vigna on their diligent work with a family in our building and with ensuring all students have required physical and immunization records up-to-date and compliant for students to attend school.

CCES Happenings and Recognitions:

A special thank you to the Varsity Coaler Football team and the CCHS Football Cheerleaders for welcoming on students on 9/6 and 9/13. The students were super excited to see them and even asked for their autographs!

We have had several emergency drills. Students and staff have been calm and collected during these drills. We are very proud of how our school has acted during these drills.

Our students have received a goal of 95% daily attendance and 98% daily on time attendance. In August, our students surpassed their goal! We celebrated this achievement with popsicles at recess!

We opened the Coaler Cash Cart to celebrate our new PBS system. Students were excited to either spend or save their cash. We look forward to many exciting Coaler Cash purchases!

A special thank you to Mrs. Watson for bringing our new friend to CCES. This stuffed porcupine is a part of the teacher education loan program through the Field Museum. Students have been busy writing their I Wonder questions. Her class will research and find that answer to those questions about our porcupine.

Thank you to Miss Bruzzino and Mrs. Wills for leading our bus evacuation drills. Students did a great job of properly evacuating the bus during their drill.

On September 23rd, we welcomed State Representative David Welter to CCES to be Principal for a Day through the Illinois Principal Association. He spent time in various classroom learning about CCES. It was a great experience for some of our students to ask him questions about his position. Thank you Rep. Welter!

A special thank you to Mrs. Hamilton and her students for our first successful School Store. They set up in the cafeteria and had record breaking sales! Congratulations to Mrs. Hamilton and her class!

Previous Month in Review:

Students completed the Fall AIMSweb Benchmark Testing the week of August 26th. These universal screening assessments are used to see how students compare to their peers. We use the data for our RTI groups, day-to-day instructional groups, and gifted identification. Students took 4 reading and 3 math assessments. The results were shared with students and sent home to parents. The reports will be explained to parents at parent/teacher conferences in November.

We held our student council homeroom elections the last week of August. The members are listed below in the Student Recognition section. Student Council meets every two weeks before school at 7:30 a.m. Mrs. Ness is the sponsor.

On August 30th we treated our 11 new students to a pizza party to get to know them better and to introduce them to additional staff members who are here to help them.

On September 6th the Coaler football players greeted the CCIS students as they arrived at school.

We had a staff potluck lunch on September 6th.

The Backpack Program began on September 10th. Currently, 29 CCIS students are receiving food twice a week.

Students and staff wore red, white, and blue to school on 9/11 in honor of Patriot Day.

Representatives from the Coal City Public Library visited all of the CCIS homeroom classes during their library time the week of September 16th to talk about the special activities and programs they offer.

On September 13th the Coaler soccer players greeted the CCIS students as they arrived at school.

National Constitution Day was observed on September 17th. Several teachers did activities about, and/or discussed, the U.S. Constitution.

Our second annual CCIS Pizza Night was held on September 18th. From 4:30-8:30, 27 of our staff members delivered 208 pizzas to 145 families. It was a lot of fun for both students and staff. We received many positive comments from parents!

On September 20th the Coaler volleyball players greeted the CCIS students as they arrived at school.

Our beginning full band currently has 84 5th graders in the program!

Student Council sponsored the following spirit days this past month: Coaler Spirit Day, Gold Day for Childhood Cancer Awareness, Tech Day, and Shed Your Shoes Day for Childhood Cancer Research.

Our G-Force Program currently has 10 volunteers at CCIS. Three to four members are on school grounds each morning, including Dorothee Tjelle, who is 91 years young!

Month in Review – September

CCMS held the following safety drills: Fire Drill - August 19 & August 29; Tornado Drill - August 21; Bus Evacuation - September 9 in Physical Education Classes; Armed Intruder - September 17

Girls Basketball Tryouts were held on September 3 and 4. Teams were chosen, practice began on September 5 and the girls began playing games on September 24. Good luck this to the teams and coaches, Andy Leve (8th Grade), Layney Miller (7th Grade) and Brad Schmitt (6th Grade) on their 2019 season.

Coal City students observed Labor Day on September 2.

CCMS had picture day on September 11. Special thanks to Ashley Matsko and Van Gogh Photography for their work in organizing the event. Retakes will take place on October 9 along with Fall Sport Picture Day.

CCMS and the Unit #1 teachers took part in staff development training/department meetings on September 11 at CCHS. In addition to staff development activities, CCMS teachers participated in Department Meetings that afternoon.

Mrs. Trotter and I are completing the CCMS 504 Annual Reviews in the month of September. I would like to thank CCMS staff members for their participation in the meeting process.

The CCMS Marching Warriors will be participating in one parade this year. The Warriors will be marching in the Morris Corn Fest Parade on Sunday, September 29. Good luck to Mrs. Bontrager and the Marching Warriors this fall.

The Coal City Middle School Musical “Frozen” is currently in production with lots of rehearsals for the cast members. Mr. Micetich and his team are in the process of getting ready for the show, which takes place on November 14,16 and 17. We hope you are able to come and see our students and their performances.

Finally, Congratulations to our A Softball Team who will be participating in the Class AA IESA State Finals on September 27 in East Peoria, IL. The Lady Warriors will play Manteno at 12:30pm. The Lady Warriors are currently 16-7 on the season and have shown great improvement throughout the season. The Lady Warriors first captured the Coal City Regional Championship by defeating Channahon 4-0 and Reed Custer 7-2. The Lady Warriors then moved onto the IESA Sectional vs. an undefeated Troy Trojans in Shorewood. The Warriors came out victorious 5-3 to move onto State. Congratulations to the Lady Warriors, Coaches Harmon, Wren and Miller on a fantastic season and CCMS wishes them the best of luck in the IESA State Finals.

Month in Review:

Christina Van Ypernen and the Grundy County Chamber of Commerce had a meeting on September 12th with all Freshmen to discuss the Certificate of Employability program. Freshmen will have the choice to stay with the program or not.

Devon Gagliardo, Program Director - Community Foundation of Grundy County has once again led our Philanthropy Group. Our first meeting will be September 19th.

The cast of Peter Pan is set and we are excited to see the Fall play the second week of October.

Recognition:

The CCHS Band participated in the Morton High School band competition, the Plainfield South Competition, and the NIU Band Competition. They will also be participating in the Corn Festival parade in Morris.

Congratulations to 19 of our Seniors who are Illinois State Scholars: Lillian Best, Syndi Bortles, John Cairns, Kit Clayburn, Dominic Curtis, Rose Feeney, Kaitlyn Forehand, Peighton Gill, Jace Haas, Trevor Hanson, Aspen Johnson, John Majesky-Wills, Joshua Michalak, Kelsie Norris, Tyler Polarek, Cody Rogers, Jacob Shumaker, Abrielle Whitaker, and Keaira Williams.

Congratulations to Jace Haas. Jace was named a 2020 National Merit Scholarship Program, Semifinalists. Over 1.5 million students from over 21,000 High Schools entered the National Merit Scholarship Program and Jace earned the honor. Congratulations to Dominic Curtis, who has been named a Commended Student in the 2020 National Merit Scholarship Program.

Mrs. Dransfeldt and Mr. Kiper are busy organizing our 66h annual Post High School fair. The fair will take place on Sept. 26th from 1:15 – 2:45. We will have around 23 colleges represented. We will also have various trades and branches of the military here along with some area businesses. We also will have persons representing a variety of careers, (many CCHS grads) for the students to talk to.

The high school did several things to inform the students and to show support for Childhood Cancer Awareness. We partnered with the organization Cal’s Angels during the month of September to help raise funds for their organization and Pediatric Cancer. At the High School

we had several activities during the home football game on the 20nd. We sold t-shirts to support

Cal’s Angels and raised over $2600 and over $1200 with our Miracle Minute!

Congratulations to head Wrestling Coach Mark Masters. Coach Masters received the 2018-2019 NFHS Wrestling Coach of the Year Award. He received this award based on the positive work he has done with athletes in our program.

F. Special Populations Report

Director Rakes reported:

Special Education

There are 12 new special education students that moved into the district for the start of this school year. Among the move ins, 2 had to be placed in out of district programs.

ELL

There are currently 24 ELL students in the district. There has been 1 newly identified student. Spanish and Tagalog are the predominant languages of qualification.

RtI

Aimsweb Plus benchmarking began on Monday, September 9th and is completed in all buildings.

The social/emotional screenings are in the process of being completed. The BESS for grades 4-12, the Behavioral and Emotional Screening System, was completed between September 9-21 and the SSBD for grades k-3, the Systematic Screening for Behavior Disorders, will be completed October 1-15. Elyssa’s Mission, a suicide prevention program, will be presented to 7th grade on October 8 and 9th grade on October 17.

Preschool

The grant funded blended classrooms are full for at risk qualified students. This means that any Gardner, South Wilmington, Mazon or Braceville student who qualifies at any time the rest of this school year will be placed on the waitlist.

There are currently 5 at risk blended spots ( 2 last year at this time) and 14 special education spots(31 last year at this time) open. There are 9 pending special education evaluations. The district is doing screenings on a regular basis. We are averaging 8-10 screenings per date.

Coaler Academy

There are 4 students currently enrolled with 2 possible referrals. The 2 possible referrals are currently in the SAP process.

G. Curriculum Report

Director Elledge reported:

Professional Development:

We are working on a variety of initiatives in professional learning this semester. The teachers working on the board’s STEAM initiative are especially excited about the conversations, brainstorming and learning they are doing. Our focus on writing instruction continues to be a priority with our ELA department leaders as they are also leading groups. PK-5 mathematics teachers are also learning techniques to enhance their work in iReady and with math groups within their classrooms.

Another big focus for us this semester is in social emotional awareness for our students. Sessions are focusing on behavior management, disabilities, IEP goals, and setting standards throughout the district.

Illinois School Report Card:

We have received some of the measures that will be revealed in the school report cards later this fall. We will be sharing that information as soon as it becomes available and complete.

H. Superintendent’s Report

Dr. Bugg reported:

1. A Freedom of Information Act request was received from Bethany Simpson, Data Acquisition Specialist with SmartProcure. Ms. Simpson requested all purchasing records from 5/10/19 to present.

2. Enclosure - Monthly student enrollment figures

3. Dr. Bugg reported that Spanish Teacher Kimberly Sondgeroth will be leading a tour to Spain and Italy in July of 2021. Ms. Sondgeroth will be organizing the trip as a private travel group.

4. Dr. Bugg reported that Board Members Robert Bianchetta and Shawn Hamilton received a professional development award and were recognized at the Three Rivers Division Dinner Meeting last night.

1. Approved the FY20 School Emergency and Crisis Response Plan as presented.

2. Accepted the resignation of Angela Bertino, Health Occupations Assistant.

3. Approved the employment of Angela Hatz as Health Occupations Assistant.

4. Accepted the donation of a grill from Illinois Truck and Equipment for use by the GAVC FFA program.

5. Approved offering "Entrepreneur Programming to the GAVC course offerings beginning in FY21.

6. Approved Director Copes to attend the National A.C.T.E. Conference from December 2 through December 6, 2019, with the TREES organization covering all travel expenses.

Old Business

A. Discussion/Action on Agreement with Cordogan, Clark and Associates for Development of the District Master Facility Plan

Representatives from Cordogan, Clark and Associates were present to review the Master Facilities Planning process, which will assess our current buildings, athletic fields, and school district-owned properties. The plan will also predict the future facility needs of our school district so the Board can properly prepare for those needs. This process will engage many different people within and outside of our school district for feedback and ideas. The development of this plan is one of the Board's Strategic Plan goals for this school year.

The agreement for development of the Maser Facilities Plan was reviewed by the Board.

Mr. Hamilton moved and Mr. Bianchetta seconded to approve the agreement with Cordogan, Clark and Associates for development of the District Master Facilities Plan as presented.

New Business

A. Discussion/Action on Appointment of Delegate/Alternate to the IASB Delegate Assembly at the Joint Annual Conference

The Association's Delegate Assembly, comprised of one voting delegate from each member district, is the policy-making body of IASB. Through a vetted resolutions process, proposals presented by member school boards will be introduced, discussed, and voted upon. Final results will guide the Association's position statements and staff in ongoing legislative efforts. A delegate and alternate will need to be appointed to represent our district at this assembly.

To appoint Robert Bianchetta as delegate and Shawn Hamilton as alternate at the IASB Delegate Assembly at the Joint Annual Conference. President Miller asked if there was any opposition to the motion, hearing none, considers the motion carried.

B. Discussion/Action on Library/Media Grant Program

High School Librarian, Allison Peterson prepared a library grant application. Illinois Statutes require the Board to review the library’s progress towards meeting the Illinois School standards for school library media centers. The library grant, if awarded, will provide a maximum of 75 cents for each student in the District. The monies will be used for reference materials, books, software, hardware, incoming line connection, etc.

Mr. Lander moved and Mr. Bianchetta seconded to approve the 2019 School Library Per Capita Grant Application and affirm the conditions outlined are being adhered to throughout the district. President Miller asked if there was any opposition to the motion, hearing none, considers the motion carried.

C. Discussion/Action on Approval of Agreement With Help for Hope for Lease of the Old Unit Office Space

Since moving to the new District Office building, the Board has entered into an agreement with Help for Hope founders Gordon and Kathy Milne to utilize the old unit office space for providing basic necessities to residents in need. Since then, other non-profit agencies have also began offering services at the location so that they can reach those who cannot travel to their main headquarters. The updated lease agreement was reviewed by the Board.

Ms. Gill moved and Mr. Bianchetta seconded to approve the Agreement Between the Board of Education of Coal City Community Unit School District No. 1 and Help for Hope for the shared use of the former Administration Building as presented.

D. Discussion/Action on Approval of the Updated Emergency Operations Plan

The District Emergency Operations Plan has been updated and was reviewed by the Board.

E. Discussion/Action on 8th Grade Trip to Washington D.C.

A proposal from Middle School Teacher Pam McMurtrey for a seven-day excursion to Washington D.C. to be taken from June 7 – June 13, 2020 was received. This trip is totally financed by the students with no district costs incurred. A sample itinerary was reviewed by the Board.

Mr. Lander moved and Ms. Gill seconded to approve the seven day 8th Grade Trip to Washington D.C. from June 7 – 13, 2020, as presented. President Miller asked if there was any opposition to the motion, hearing none, considers the motion carried.

F. Discussion/Action on School Site Donation from Grundy County

A School Site Donation in the amount of $1,054.91 was received from Grundy County. A resolution was prepared for acceptance of the school site donation.

Mr. Bianchetta moved and Mr. Lander seconded to approve the resolution to accept the School Site Donation of $1,054.91 from Grundy County and to waive the reading of the resolution.

G. Discussion/Action on Tree Donations

Girl Scout Troop 70227 donated a deciduous tree to plant at the High School. Grounds Director Matthew Hook is working with the group to plant the tree sometime in October.

Brett Lardi donated a tree to be planted by the baseball field at the High School in memory of his father. Grounds Director Matthew Hook is working with the family to get the tree planted in October.

Ms. Gill moved and Mr. Lander seconded to accept the tree donation from Girl Scout Troop 70227 and Brett Lardi. President Miller asked if there was any opposition to the motion, hearing none, considers the motion carried.

H. Discussion/Action on Resolution Abating a Portion of the Working Cash Fund and Directing the Transfer of $500,000 to the Capital Projects Fund

Section 20-10 of the Illinois Administrative Code authorizes the Board to abate a portion of its Working Cash Fund and transfer to a fund most in need of the money as long as the amount is compliant with parameters outlined in the code. This resolution authorizes the transfer of $500,000 into the Capital Project Fund to complete funding for capital projects.

Mr. Hamilton moved and Mr. Bianchetta seconded to adopt the Resolution Abating A Portion of the Working Cash Fund and Directing the Transfer of $500,000 to the Capital Projects Fund, as presented and to waive the reading of the resolution.

1. Ms. Gill moved and Mr. Bianchetta seconded to approve the thirteen (13) day unpaid Family Medical Leave request for Curtis Lackner from September 5 through September 23, 2019 and the twenty-five (25) day unpaid medical leave of absence from September 24, 2019 through October 28, 2019.
