University of Illinois Senate Committee on Elections and Credentials met Oct. 2.

Here is the minutes provided by the committee:

Present: Chair Kim Graber, George Friedman, Melisa Ilkhan, Billie Theide, Kelli Trei, Ex officio: James Hintz, Kristi Kuntz, Jenny Roether

Absent: Jeffrey Jenkins, Susan Zhou

Guests: Gina Lee-Olukoya (Advisor to the Campus Student Election Commission)

A regular meeting of the Senate Committee on Elections and Credentials was called to order at 1:00 pm with Chair Graber presiding.

I. INTRODUCTIONS

Introductions were made.

II. APPROVAL OF MINUTES

The minutes of the September 11, 2019 meeting were approved as distributed.

III. PUBLIC COMMENT

No requests received.

IV. CHAIR’S REMARKS

Chair Graber shared that due to a lack of pressing agenda items, the November meeting may be cancelled.

Chair Graber asked the committee if there were any future agenda items the committee would like to discuss. Some suggestions were:

• Student Apportionment

• Faculty Apportionment Formula (EC.18.02)

V. OLD BUSINESS

EC.20.03, Review the Participation of Emeriti in the Senate and its Committees – Eighth Senate Review Commission Report

Information was distributed about the number of emeriti serving on the Senate and Senate committees over the last few years. After a short discussion, EC concluded that emeriti participation in the Senate and on Senate committees should remain unchanged. Chair Graber will draft a memo to Senate Executive Committee (SEC) Chair, Rob Kar, with the EC’s recommendations to continue the Senate’s current practice of including emeriti faculty in the faculty electorate which will enable them to remain eligible to serve on Senate committees.

EC.20.06, Student Election Timeline

Roether and Lee-Olukoya met and discussed changing the timeline for student elections. Lee-Olukoya is waiting for feedback from the Illinois Student Government (ISG). If the date is changed, the committee will revise the Election Rules for the Student Electorate and forward to the Senate for approval.

EC.20.07, Student Apportionment

For some students, it still is not clear in which voting unit they should be included. EC will discuss this topic at a future meeting.

EC.20.08, Carle Illinois College of Medicine Election Unit

EC discussed adding a faculty and student voting unit for the Carle Illinois College of Medicine and discussed if this would impact the overall apportionment. Roether reported that there are only 5 or 6 specialized faculty members in the Carle Illinois College of Medicine which would result in increasing the size of the Senate by one member. There are less than 50 students currently enrolled in the Carle Illinois College of Medicine which would result in one additional member for the students. In total, this would add two additional members to the Senate.

Friedman made a motion to allocate one faculty seat and one student seat to the Senate for the Carle Illinois College of Medicine until the college increases in size. The motion was seconded and approved by voice vote.

No new business.

VII. ADJOURNMENT

The meeting was adjourned at 1:39 pm.
