Wauponsee Township Board met Dec. 11.

Here is the minutes provided by the board:

The regular scheduled meeting of the Board of Trustees of Wauponsee Township of Grundy County, the State of Illinois, was held on the above date at the Wauponsee Township Road and Bridge Office for the purpose of conducting normal business. Supervisor Wiesbrook opened the meeting at 7:00. The Pledge of Allegiance to the flag followed immediately.

Public Comments

Many residents attended the meeting believing the Norman-Wauponsee Township Tax levy increase was on the agenda. Anticipating the interest in the issue, Supervisor Wiesbrook prepared a brief summary of the MTAD actions as well as examples of expected dollar increases for the proposed MTAD tax levy. Each attendee was provided a copy of the summary and examples. After addressing several questions from the residents and inviting them to the MTAD Levy Hearing scheduled for Dec. 16, 2019 at 6:00 pm, the Board returned to the noticed agenda for the meeting.

Approval of Minutes

Meeting minutes for the November 13th, regular meeting was presented. A motion to approve the minutes as presented was made by Trustee Chandler and seconded by Trustee Fannin. The motion passed on a unanimous voice vote.

Approval of Claims

A motion was made by Trustee Fannin and seconded by Trustee Chandler to authorize the Township Fund claim invoices and bank fund summary reports as presented by the Supervisor.

The motion passed on a roll call vote. The claim invoices are shown on the attachment to these minutes.

A motion was made by Trustee Baker and seconded by Trustee Carr to authorize the Wauponsee Township Road and Bridge Fund claims as presented.

Supervisor’s Report

Ed Wiesbrook reported the following:

• A copy of the Paychex Invoice, the Payroll journal, cash requirements, invoices and reimbursement receipts were provided to the Board for review.

Road Commissioner’s Report

Road Commissioner Bucky Phillips reported the following:

• In a follow-up conversation with the Grundy County Sheriff’s Office concerning the reported speeders in the Fern Lane area, there have been no speeders etc. reported.

Clerk’s Report No Report

Unfinished Business

Status Report on the MACK Audit and Financial Reports.

Clerk Sargent reported the audit report has been received from MACK. A meeting with a MACK representative will be requested for the next Board meeting to allow the Trustees to ask questions about the report.

Approve Changes to Policy # 2019-2, Control of Signature Stamp

A motion was made by Trustee Carr and seconded by Trustee Chandler to approve the changes to Policy 2019-2. The change removed the requirement to have the Senior Trustee hold the box key. It allows any Trustee to hold the key. The motion carried on a unanimous voice vote.

New Business

Tax Levy Discussion and Approval

Supervisor Wiesbrook presented a proposed Town tax levy to the Board. The proposal was for a 4.61% increase which is below the threshold for a Truth in Taxation Hearing. The additional funds are primarily to cover the unexpected audit costs. The Town Fund levy is for $54,173.88. Bucky Phillips presented the Road and Bridge tax levy which was also below the threshold for a hearing. The Road & Bridge estimate is $409,000.

A motion was made by Trustee Fannin and seconded by Trustee Baker to authorize the Wauponsee Township tax levy of $54,173.88.

A motion was made by Trustee Carr and seconded by Trustee Chandler to authorize the Wauponsee Township Road and Bridge tax levy of $409,000.

Approval of Resolution 2019-1, Resolution Continuing Multi-Township

Assessment District.

Trustee Chandler made a motion to approve Resolution 2019-1 as presented. Trustee Fannin seconded the motion which was approved on a unanimous voice vote.

Executive session to review closed session minutes for release to the public per 5ILCS 120/2.c.21

Trustee Carr made a motion to enter closed session per the above statute. Supervisor Wiesbrook seconded the motion which carried on a voice vote. The Board went into closed session at 8:10 PM. The Board came out of closed session at 8:13 PM.

Supervisor Wiesbrook made a motion to maintain Closed Session Minutes for the Feb. 8, 2017, Nov. 12, 2012, June 12, 2019 and July 10, 2019 closed. Trustee Chandler seconded the motion which carried on a unanimous voice vote.

Adjournment

Being no further business, Trustee Carr made a motion to adjourn the meeting. Supervisor Wiesbrook seconded the motion, which carried on as unanimous voice vote.

The meeting was adjourned at 8:15 PM.
