Village of Diamond Village Board met Dec. 10.

Here is the minutes provided by the board:

Proceedings, transactions and resolution made and order of said record of said Board in the Village of Diamond, IL on the 10th Day of December 2019.

The scheduled meeting of the Diamond Village Board was held on Tuesday, December 10, 2019 at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Mark Adair, Denise Brown, Jeff Kasher and Dave Warner.

Approval of Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 11/26/2019 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of December 10, 2019 Bill List MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve the December 10, 2019 bill list and place on file. All Ayes; Motion Carried.

Approval of the November 2019 Treasurer’s Report MOTION was made by Commissioner Brown, SECOND by Commissioner Adair to approve the November 2019 Treasurer’s Report and place on file. All Ayes; Motion Carried.

New Business

Approve Ordinance #2019-26; An Ordinance Amending the Code of Ordinances by the Addition of Chapter 97-the Keeping and Maintaining of Chickens 

Mayor Kernc stated upon reviewing the Intergovernmental Agreement with Grundy County Animal Control regarding the cost for complaint calls, it would be in the best interest to have chicken owners install a privacy fence in the rear yards. By doing so, the owners could erect a coop of their choice and the privacy fence will block the view from neighbors of the chickens. Current chicken owners will have until December 31, 2020 to come into compliance for this ordinance. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve Ordinance #2019-26; An Ordinance Amending the Code of Ordinances by the Addition of Chapter 97-the Keeping and Maintaining of Chickens. All Ayes; Motion Carried.

Approve Ordinance #2019-27; Ordinance Providing Abatement of Certain Taxes Levied by the Village of Diamond in Connection with the issue of $1,800,000 Taxable General Obligation Bonds

MOTION was made by Commissioner Brown, SECOND by Commissioner Adair to approve Ordinance #2019-27; Ordinance Providing Abatement of Certain Taxes Levied by the Village of Diamond in Connection with the issue of $1,800,000 Taxable General Obligation Bonds. All Ayes;

Motion Carried.

Approve Ordinance #2019-28; Ordinance Levying and Assessing of Taxes for the Village of Diamond for the Fiscal Year Ending April 30, 2020 

Village Attorney John Gallo stated he had estimated the assessed evaluation would be $51 million however, after Thanksgiving, Grundy County released the tentative assessed evaluation and for Diamond, it was $52,000,272 therefore, bringing the rate down from.547% to.534%. MOTION as made by Commissioner Brown, SECOND by Commissioner Adair to approve Ordinance #2019-28; Ordinance Levying and Assessing of Taxes for the Village of Diamond for the Fiscal Year Ending April 30, 2020. All Ayes; Motion Carried.

Azavar ComEd Audit Program Findings Implementation Verification Report Village Clerk Lori Holmes stated they did find 4 addresses which the village was not receiving credit for. Commissioner Warner stated through the audit and the little findings, this is a testament on the work the office staff is doing on a day to day basis.

Mayor Kernc

Mayor Kernc stated she attended the meeting for the Kankakee River Valley Alliance. Kernc stated the Alliance received the permit to pull water from the Kankakee River. Kernc discussed the Alliance will be a non-for-profit, Diamond would have a seat on the board, there will be over 50% of grants to pay for the construction, the projection time for building, etc. Kernc would like Diamond to be in the 1st phase, which would bring water lines into Diamond. Kernc would like to start the conversation and hold meetings regarding this Alliance partnership. Kernc feels this would be a safe guard for future water supply for the village. After discussion, Kernc received consensus to move forward with the process.
