CALL TO ORDER FOR PUBLIC HEARING

Board President Ken Miller called the meeting to order at 6:00 p.m. in the Coal City Community Unit School District #1 District Office Board Room. In attendance were Board members answering roll call present: Robert Bianchetta, Mary Gill, Shawn Hamilton, Quint Harmon, and Ken Miller. Board members Jeff Emerson and Chuck Lander were not in attendance. Superintendent Kent Bugg, CSBO Jason Smith, Director of Curriculum and Instruction Tammy Elledge, member of the press Ann Gill, Board Secretary Karen Vota, and Board Secretary LaWanda Gagliardo were also in attendance.

PLEDGE OF ALLEGIANCE

President Miller led the Board of Education and others present in reciting the Pledge of Allegiance.

PUBLIC HEARING ON THE PROPOSED PROPERTY TAX INCREASE FOR COAL CITY COMMUNITY UNIT SCHOOL DISTRICT #1

President Miller stated that the Board of Education approved a tentative 2019 property tax levy on Wednesday, November 6, 2019. A notice was published in the Coal City Courant newspaper on Wednesday, November 20, 2019. President Miller asked if there were any guests who wanted to make a comment on the proposed property tax increase. President Miller asked again if there were any further questions or comments and hearing none, at 6:01 p.m. considered the public hearing on the proposed property tax increase closed.

After the public hearing, President Miller called the regular meeting to order at 6:01 p.m. Coal City Community Unit School District #1 District Office Board Room. In attendance were Board members answering roll call present: Robert Bianchetta, Mary Gill, Shawn Hamilton, Quint Harmon, and Ken Miller. Board members Jeff Emerson and Chuck Lander were not in attendance. Superintendent Kent Bugg, CSBO Jason Smith, Director of Curriculum and Instruction Tammy Elledge, member of the press Ann Gill, Board Secretary Karen Vota, and Board Secretary LaWanda Gagliardo were also in attendance.

NOTICES AND COMMUNICATIONS

1. Introduction/acknowledgement of guests. President Miller welcomed those in attendance.

2. Principal Jennifer Kenney was in attendance and recognized the following 4th grade students who exceeded on the IAR assessments last year: In math Rylan Clements, Kayla Kowalski, Abigail Rose, Drake Carpenter, Carson Dearth, Angel Diaz, Xavier Baer, Caleb Brown. Three students exceeded in reading and math: Jaiden Leman, Lindsey Duran and Jacob Munsterman.

3. Principal Travis Johnson was in attendance and recognized the following students who exceeded in both reading and math on their IAR Assessments last year: 8th grade - Peyton Benson, Gavin Chernesky, Collin Dames, Logan Hawkins, Luke Hawkins, Brecken Johnson, Izzy Kosbade, Kaelan Natyshok, Jacob Piatak, and David Torres. 7th grade students: Dominic Cimino, James Feeney, Lucas Nolan, Kylee Scheer, Ryan Sears, Creide Skubic and Michael Smith. 6th grade students: Lily Feisley, Grady Gillan, William Johnke, Kylee Kennell and Hunter Nettles

Resignations

• Amanda Wren – part-time cafeteria server at the Middle School – Ms. Wren’s last day will be December 19, 2019.

Leave Requests

• Kristin Logan – part-time lunchroom aide at the Middle School – Ms. Logan requested an eighteen (18) day unpaid medical leave from December 10, 2019 through January 17, 2020. Kristin plans to return to work on Tuesday, January 21, 2020.

• Shannon Manietta - full-time special education aide at the Middle School - At the November 6 Board meeting, the board approved a twelve (12) day paid medical leave in accordance with the support staff handbook, from October 24 through November 12, 2019 and a two (2) day unpaid medical leave from November 13 through November 14, 2019. Shannon requested an additional thirteen days (13) of unpaid medical leave from November 15, 2019 – December 6, 2019. Shannon has been released by her doctor and may return to work on Monday, December 9, 2019.

• Dawn Rodgers – full-time special education aide at the High School – Ms. Rodgers requested a seven (7) day paid medical leave from December 5, 2019 through December 13, 2019, and plans to return to work on Monday, December 16, 2019.

• Valerie Clark – full-time ELA teacher at the Middle School – Ms. Clark requested a thirty-four (34) day paid maternity leave with the use of accumulated sick leave in accordance with the Teacher’s Negotiated Agreement, from approximately March 30, 2020 through May 18, 2020. She also requested a seven (7) day unpaid Family Medical Leave from May19, 2020 through approximately May 28, 2020 which is the anticipated end date of the 19 – 20 school year.

Month-in-Review:

Our fall parent/teacher conferences were a huge success! We had roughly 93% attendance which is about the same percentage as in the 2018-2019 school year.

Students of the ECC enjoyed traveling to CCHS on Friday, November 15th to see the first half of Frozen Jr. The students were blown away by the sets and characters of the musical. Students enjoyed getting high-fives from the cast as they exited the Performing Arts Center. Bravo to CCMS! The production of Frozen Jr. was truly magical!

The students of the ECC joined all other schools in Coal City school district for Disability Awareness Week - November 18th - 22nd. Students and staff participated in fun dress-up themed days each week and celebrated differences in each other.

We had our monthly Super Ticket Drawing on Friday, November 22nd. Students began their day in the gym on the drawing days for announcements and the pledge. 10 Super Tickets were drawn and each student earned a $5 gift card to McDonald’s! Students were recognized in front of their peers for making good decisions and going above and beyond to “be respectful, be responsible, or be safe!”

Staff/students will enjoy Thanksgiving Break - November 27th, 28th and 29th.

Recognition:

A very big THANK YOU to the entire staff of the ECC. We currently have one of our recess aides out until the middle of December on a medical leave. Mrs. Davidson created a spreadsheet of volunteers to help cover recess each day. Within a matter of minutes, the entire spreadsheet was filled and recess is covered with help from the staff each day.

Thank you to Mrs. Kodat for creating and helping to practice with the “Boomwhackers Band!” The staff at the ECC has learned to play “boomwhackers” under the direction of Mrs. Kodat! The staff will be putting on a “concert” for the students at an upcoming PBS Christmas dance party.

Thank you to the staff of the ECC for sharing and promoting the 5Essentials survey. The ECC has surpassed the 20% goal and did so the second night of conferences!

CCES Happenings and Recognitions:

A special thank you to the parents that came out for our first Parent Advisory Committee meeting. We had a great discussion and brainstorming session. Thank you to Amy Ledvina for being a part of the committee as well!

CCES celebrated Disabilities Awareness Week, along with the other buildings in the district. Students heard an announcement every morning regarding the disability and wore the dress-up clothes that corresponded.

CCES is still working hard to reach our goal for the incentive program for our students called the 250,000 Minutes Before Christmas Reading Challenge. Students are encouraged to read for 20 minutes per night, with a school goal of 250,000 minutes. The hallway shows our goal progress, as well as the weekly classroom winners and rankings. The winning class will receive a special holiday party.

CCES is partnering with CCECC to hold a Thanksgiving Food Drive to benefit the Backpack Program. We want to be able to help give back to the organization that helps so many of our students. CCES is having a competition between homerooms to collect the most items. The winning class will win an extra recess!

Parent Teacher Conferences were a huge success this year! 95% of our parents came in for conferences during the two available days. We only had 1.6% of our parents that we were not able to communicate with or reach.

A special thank you to CCMS and their outstanding performance of Frozen Jr. We enjoyed every minute of the magical performance!

Our first book fair was a success. Many students were able to take advantage of the book fair during parent teacher conferences. Donations to the All for Books campaign netted over $250 to purchase new books for the CCES library.

Previous Month in Review:

Our Student Council sold “Candy Apples for Community” in October. We raised $647.53 and plan to donate the money to Help for Hope and the Coal City Backpack Program, which gives food twice a week to students in need.

Members from the CCHS Marching Coalers greeted the CCIS students as they arrived at school on Friday morning on November 1st.

Parent/Teacher Conferences were held on November 5 and 6. Parents were given IAR reports, AIMSweb report, Progress Monitoring reports (if applicable), current grades, and a Typing Agent progress report. We had 93% of the parents attend conference (296/319).

Our 5th annual Fall Ball dance for CCIS Boys and their VIP was held on Thursday, November

14th from 6:00-7:30 p.m. at CCIS. All CCIS boys were invited to the dance with their VIP/any significant adult role model. We had a DJ for entertainment, and pizza, popcorn, lemonade and a color photograph were included with the ticket price. We had 234 students/parents attend!

On November 15th we traveled to CCHS to see the CCMS Musical, Frozen.

From November 18-22 CCIS hosted Grandparents WEEK during each student’s Library and PE time. Students were able to spend an hour with their grandparents reading, playing bingo, and playing a relay race in the gym. Cookies were also served. We had 374 grandparents attend throughout the week!

We celebrated Disability Awareness Week at CCIS along with the other schools.

The CCIS Coat Closet was open on November 20th from 3:45-5:45 p.m. for anyone to come and shop for winter items at no cost. Our 7 student volunteers (listed below in Student Recognition) from Mrs. Cowherd’s class escorted shoppers up to the coat closet, had them sign in (hometown and number of family members – no names), gave them bags to put clothing in, carried bags down, and escorted them back to the exit. We serviced 43 families with a total of 104 adults & children, who came from Coal City, Diamond, Mazon, and Morris. The Coat Closet is still open by appointment during the school day.

ASAP (After School Assistance Program) takes place from 3:00-4:00 three days a week. Recommended students receive help from Mrs. Cowherd or Mrs. Rink. We currently have 18 students in ASAP; ten in 4th grade and eight in 5th grade.

Student Council sponsored the following spirit days this past month: Comfy Clothes Day, Twin Day, and Dodgeball Day (in PE).

Month in Review – November 2019

CCMS students participated in Red Ribbon Week the week of October 21-25. Special thanks to Kathy Walsh and the CCMS Student Council for their work on Red Ribbon Week and planning the different days for the CCMS student body. CCMS also held Mix It Up Day on October 22 where students sat with different people at lunch for the day.

On October 23, CCMS 8th Grade Students traveled to Morris High School for the 4th Annual Grundy County Vocational Center Career Fair. 8th grade students were able to visit a variety of local businesses and vendor and learn about the different fields and to better understand what type of schooling they would need to enter into that field in the future. Special thanks to the GAVC staff for sponsoring this event for our 8th grade students. Also, thanks to Lauren Kempes and Taryn Trotter for their work with the GAVC Career Fair.

On November 2, McKenzie Messina represented CCMS at the IMEA Middle School Concert held at Joliet Central High School. McKenzie spent the day practicing with other middle school students and then performed a concert on the evening of November 2. Congrats to McKenzie and Mrs. Bontrager on this great accomplishment.

On November 7, Cealy DePersia and thirty-seven CCMS students attended the Peers Offering Positive Solutions (POPS) Workshop at the Morris Christian Church. The event is a leadership seminar for both middle school and high school students.

On November 9, the Coal City Middle School Speech Team traveled to Marsailles Grade School for the IESA Speech Contest. Students participated in solo acting, impromptu speaking, duet acting, improvisation duet acting, and chorale reading. Thanks to our CCMS Speech Coaches, Jen Munsterman, Michelle Sobieck and Meagan VanDuyne for their work with the Speech Team.

Congratulations to Jack Micetich and the cast of “Frozen Jr.”. The students worked extremely hard to prepare for the show. The students performed on November 14, 16 and 17. All of the production was outstanding from the singing to the acting to the stage design. It was once again a great showcase for our students and the musical and acting talents that they have. All three performances were sold out and we saw great community support for our musical. Jack, his creative team and the students have created another memorable experience for the students and their families. Special thanks to Mr. Micetich and his creative team (Celeste Sheridan, Shannon DAgostion and Kim Scerine) for their hard work, long hours, organization and flexibility in working with the students and their busy schedules.

On November 15th, four students from Coal City Middle School competed in the National Fluid

Power Association Challenge at Joliet Junior College. The Fluid Power Challenge was created

by the National Fluid Power Association (NFPA) as a way to engage students and introduce

them to science and engineering in a fun environment. The Challenge allows for a hands-on

opportunity for kids to experiment with fluid power while learning about the values of

teamwork, problem-solving, coordination, organization, and communication. The four students, Dominic Cimino, Jim Feeney, Rylan Sears, and Brant Widlowski, attending a workshop at JJC

September 15th where they learned about Fluid Power as well as the basics of building a machine that uses fluid power. Then, they had two months to work on their design, and they also had to create an organized and professional portfolio for their project. The students worked hard for those two months. They worked every day through their lunch period and even stayed after school a few days to finish their portfolio and master their design. Congratulations to the boys and to Corey Mikula who served as the school sponsor for this activity.

Coal City Middle School held their annual Veterans Day Assembly on November 20. CCMS was fortunate to have our local veterans speak with the student body. Mr. Charles Brown, a veteran of the U.S. Navy and Commander of the Coal City St. Juvin VFW Post, talked with the students about the history of the flags of the different branches of the military and presented five students with Patriots Pens Award. This year, CCMS students had the opportunity to participate in the Patriots Pen program, which is a nationwide essay contest sponsored by the VFW. Students were asked to write an essay on “What Makes America Great? Essays were collected by CCMS Social Studies teachers and the VFW selected the Top Five Essays to move onto the Regional Competition. Patriot Pen winners were: Elliana Chernesky – 7th Grade, Korbyn Crist – 7th Grade, AJ Wills – 7th Grade, Amelia Fritz – 8th Grade, Owen Kurdenok – 8th Grade. In addition, the VFW had three US Flags to raffle off. Winners of the Flag Raffle were Devin DeMichele, Madi Petersen and Trey Buck. Special thanks to Commander Brown, and the other Coal City Veterans who attended the event and for sharing their knowledge with us. Also, special thanks Mr. Bontrager and the CCMS Band for performing for the student body at the assembly.

Month in Review: National Honor Society sponsored the annual student/staff blood drive on Monday, November 19th. Mrs. Cathy Lyons and the NHS students coordinated this valuable activity with the Heartland Blood Center.

Mrs. Sondgeroth hosted the Second Annual Spanish Honor Society Induction at 3:00 p.m. on Sunday November 27th in the CCPAC.

Mr. Boresi and the Coalers with Character club collected turkeys and money on behalf of Coal City Unit District # 1 to help support Help for Hope and the many in need this Thanksgiving season.

On November 23rd Footnotes under the direction of Bonnie McDowell, held their annual Jazz and Java night. The event was well attended and the kids did a great job.

F. SPECIAL POPULATIONS REPORT

Director Rakes reported:

Preschool

The program currently has 60 out of 60 spots filled in the PFA (Preschool for All grant) portion of preschool. There is a waitlist of 10 for the PFA portion of preschool. This is 6 more than this time last year.

Overall there are currently 160 preschoolers. There are currently 8 special education open spots.

There are 15 pending special education evaluations.

504’s

There are currently 97 students that have been identified as needing 504’s. This includes our current health plans. This is an increase of 7 from this time last year.

ELL

The WIDA ACCESS testing window begins January 15, 2020 and ends February 18, 2020. There are 15 students taking the ACCESS test. There are 3 at the ES, 5 at the IS, 5 at the MS and 2 at the HS. This assessment is currently administered by the school psychologists.

G. CURRICULUM REPORT

Director Elledge reported:

Professional Development:

We are beginning work on professional learning activities for the spring semester. Department leaders will begin that process on December 11th as they lay out the needs they have for their various departments. We will follow up that meeting with building administrators to finalize making sure their individual building needs are also met.

Seal of Biliteracy:

One of the most interesting Triple I conference sessions dealt with procedures to set up a seal of biliteracy for students. The world language department at the high school is currently investigating the components necessary to get approval from the state. In our case, students could show proficiency in English and in Spanish.

Illinois School Report Card:

Another session at the conference focused on the Illinois School Report card information. The presenters pointed out that you’ll see different information presented on your schools at various spots on the site. The traditional PDF of the school report card, the at a glance and the interactive site not only present information differently but they actually contain different sets of data.

I. GRUNDY AREA VOCATIONAL CENTER REPORT

Mr. Lander reported:

1. Director Copes reported that he is in the process of reviewing the current shared services agreement for the position of Technology Director for GAVC. Currently, GAVC shares a Technology Director with Morris High School, the Grundy County Special Education Cooperative, and Saratoga School District. Mr. Copes reported that with the increased enrollment and new classes at GAVC, the center is in need of more service time from the Technology Director position. More information will be provided at the December GAVC Board meeting.

2. Approved the lowest responsible bid for Property/Casualty Insurance and Workers Compensation renewal as presented by the Horton Group.

3. Approved relocating the Culinary Arts Program to Coal City High School beginning in August, 2020.

4. Approved creating and posting a part-time Culinary Arts Instructor position for the 2020-2021 school year.

5. Approved a 2.5 year lease agreement with T-Branch Leasing LLC for the use of farm and pasture for the GAVC Agriculture Education program.

OLD BUSINESS

A. DISCUSSION/ACTION ON THE 2019 TAX LEVY

Section 17-11 of the School Code requires the school board of each district to ascertain, as near as practicable, annually, how much money must be raised by special tax for transportation purposes, if any, for educational purposes and for operations and maintenance purposes for the next ensuing year. These amounts must be certified and filed with the County Clerk on or before the last Tuesday in December annually. The Certificate of Tax Levy form may be used to meet the requirement of this section. The 2019 tentative levy was adopted at the November Board meeting. The board adopted the final 2019 Property Tax Levy.

B. DISCUSSION ON THE BOARD STRATEGIC PLAN - REVIEW OF THE STUDENT SAFETY ACTION PLAN

Dr. Bugg reviewed the continuing implementation of the "School Safety Action Plan and reported that the security camera system was recently upgraded at the High School. CSBO Jason Smith highlighted the various features of the new system.

C. DISCUSSION ON THE DISPOSITION OF OLD MACBOOK COMPUTERS

CSBO Jason Smith informed the Board about the disposition of old Macbook computers per policy 4:80 Accounting and Audits. The District currently owns the computers that were recently expired.

A company has shown interest in purchasing any units that are not purchased by district staff members.

D. DISCUSSION ON THE STATE REPORT CARD TEST RESULTS

At the November 6th meeting, the Board approved accepting the findings outlined in the 2019 State School Report Card as presented by the ISBE and to prepare the report card for distribution. Dr. Bugg provided the Board with the financial highlights of the School Report Card. The academic data from the Report Card was presented by Curriculum Director Tammy Elledge.

E. SECOND READING ON THE REVISION OF DISTRICT POLICIES

The first reading took place on November 4, 2019. The board policy committee met to review the following revised district policies:

A. DISCUSSION/ACTION ON MID-YEAR GRADUATION/EXCLUSION REQUESTS

The high school guidance office received requests for mid-year graduation. Principal Spencer recommended that the following students be considered eligible for mid-year graduation/exclusion. The students requesting mid-year graduation have met the necessary requirements for graduation. Those receiving mid-year exclusions will complete their requirements through correspondence courses by May 1, 2020.

D. DISCUSSION/ACTION ON SUBMISSION OF THE FARM TO SCHOOL GRANT

Administrative Assistant, Amanda Herrera will be applying a Farm to School Grant in the amount of $15,000 to purchase a Greenhouse for the GAVC program to use. The Greenhouse will provide vegetables for use in the school lunch program and also teach students about hydroponic growing and agriculture. Elise Hackett, the GAVC AG instructor, would partner with the district to run the greenhouse. In order to be eligible for the Grant, a contribution of 25% of the project totaling $20,000 is needed. The group is requesting $5,000 in matching funds from the board.

Mr. Bianchetta moved and Mr. Harmon seconded and approved the submission of the 2019 Farm to School Grant Application, and to approve a $5,000 matching fund contribution from the board towards the Greenhouse project.
