Village of Diamond Village Board met Feb. 11.

Here is the agenda provided by the board:

Proceedings, transactions and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 11th Day of February 2020.

The scheduled meeting of the Diamond Village Board was held on Tuesday, February 11, 2020 at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Mark Adair, Denise Brown, Jeff Kasher and Dave Warner.

Approval of Minutes

Commissioner Warner stated he would like the minutes to reflect the type of decorations which were being disposed of as surplus property for the Approval of Ordinance 2020-01; Authorizing the Disposition of Surplus Property. Village Clerk Lori Holmes will reflect by the addition of the word Christmas in the description. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 01/28/2020 regular meeting minutes with revision and place on file. All Ayes; Motion Carried.

Approval of February 11, 2020 Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Adair to approve the February 11, 2020 bill list and place on file. All Ayes; Motion Carried.

Approval of the January 2020 Treasurer’s Report

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve the January 2020 Treasurer’s Report. All Ayes; Motion Carried.

New Business

Presentation/Bond Refinancing; Bernardi Securities-John Vezzetti

Mayor Kernc welcomed John Vezzetti to the meeting. Vezzetti presented overview of the company, scope of services and hypothetic refunding scenarios which Bernardi Securities could provide to the village if they approved Bernardi Securities the opportunity to refinance the current water and sewer bonds for the village. After discussion, Mayor Kernc thanked Vezzetti taking time to present the information to the board. Kernc stated the board will review both companies’ information after both presentations have been completed and will contact him tomorrow with the board’s decision.

Presentation/Bonds; First Midstate Inc. -David Pistorius

Mayor Kernc welcomed David Pistorius to the meeting. Pistorius stated First Midstate Inc. is the current bond holder for the bonds. Pistorius presented First Midstate Inc.’s scenarios for refinancing the bonds with their firm. After discussion, Mayor Kernc thanked Pistorius for taking the time to present the information to the board. Kernc stated the board will review both companies’ information after both presentations have been completed and will contact him tomorrow with the board’s decision. The board then reviewed both companies’ information which was presented. After discussion, MOTION was made by Commissioner Brown, SECOND by Commissioner Warner, to proceed with Bernardi Securities with the refinancing process for the water and sewer bonds. All Ayes; Motion Carried.

Approve Ordinance #2020-03; Reducing the Number of Class “A” Liquor Licenses from Four to Three

Mayor Kernc stated Backwaters Bar and Grill has closed therefore, reduction of the Class A Liquor Licenses is recommended. MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to Approve Ordinance #2020-03; Reducing the Number of Class “A” Licenses from Four to Three. All Ayes; Motion Carried.

Engineer Updates

Village Engineer Mike Perry stated a site plan was submitted for a new development and is being reviewed. IDOT must also approve the plans, as for water, sewer and drainage. Attorney John Gallo stated there are numerous steps which will be required for this development regarding zoning, vacating of alleys, etc. Nest, Perry stated he has been moving forward with the lead water meter grant which covers 60% of the meter purchase and the installation. The balance would be on a 20-year term at a 1% rate, if the village chooses to finance. Perry met with resident Peterman regarding the flooding in her yard. The water issues are coming from neighboring yards which are higher in elevation then hers. She would like to build up her yard with dirt and would like to know if she could place the dirt on the portion of land on the west side of the bike path. Mayor Kernc stated that property does not belong to the village however, she will reach out to the new owner of the property to try to get permission.

Mayor Kernc

Mayor Kernc is working on the STP3 grant application which will be submitted to the Will County Governmental League. This is a $7.5 million-dollar project which would enclose the ditch on Will Road to Spring Road. She met with Jim Clinard from Chamlin Engineering requesting the bill for phase 1 engineering costs. Village Engineer Mike Perry stated a GEO technical report must be completed for this project, which is required for phase 2. Kernc stated engineering phase 2 estimated cost is $300,00.00 and discussion to utilize the 4.1% down which would save $20,000.00. The application submission is March 6, 2020. The village will know within 1 week of submittal, for the village’s ranking. The village is on contingency from CMAP for the STP shared fund. There are many variables and Kernc will continue the process and keep the board up to date on the process.

MOTION was made to adjourn the meeting at 7:45 p.m. by Commissioner Warner, SECOND by Commissioner Adair. All Ayes; Motion Carried.
