Village of Diamond Village Board met April 28.

Here is the minutes provided by the board:

Proceedings, transactions and resolutions made and order of said record of said Board in the Village of Diamond, IL.

The scheduled meeting of the Diamond Village Board was held on Tuesday, April 28, 2020 at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Mayor Kernc and Village Clerk Lori Holmes were present at the Village Hall. Commissioners, Village Attorney, Village Engineer, Public Works Director were in attendance remotely via teleconference. Upon roll call Commissioners present remotely were Mark Adair, Denise Brown, Jeff Kasher and Dave Warner. The Village Hall was opened for citizens to enter and attend meeting. Face masks along with social distancing was required. There was no one from the public in attendance.

Approval of 4-14-2020 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 04/14/2020 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of April 28, 2020 Bill List and Additional Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Adair to approve the April 28, 2020 bill list and additional bill list and place on file. All Ayes; Motion Carried.

New Business

Notice of Cancellation/American Legion Post#976

Mayor Kernc stated it saddens her to present this cancellation. The American Legion Post must close due to lack of membership. MOTION was made, with regrets by Commissioner Warner, SECOND by Commissioner Kasher to Approve the cancellation of lease agreement with American Legion Post #976. All Ayes; Motion Carried.

Approve Proclamation Proclaiming May 2020 as Motorist/Motorcyclist Awareness Month MOTION was made by Commissioner Warner, SECOND by Commissioner Brown to Approve Proclamation Proclaiming May 2020 as Motorist/Motorcyclist Awareness Month. All Ayes; Motion Carried.

Discuss and Approve Grundy County IGA

Mayor Kernc stated Village Attorney John Gallo created an Ordinance to go along with the Intergovernmental Agreement which is an Ordinance Authorizing Execution of and Intergovernmental Cooperation Agreement with Grundy County for Location of an Electric Plate Reader. Village Attorney John Gallo stated this IGA is a draft and he added additional information and protection for the village from the original which was received. Gallo will send it to Grundy County’s Attorney for approval. MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher, Approve Ordinance 2020-19 Authorizing Execution of and Intergovernmental Cooperation Agreement with Grundy County for Location of an Electric Plate Reader and the draft of the IGA. All Ayes; Motion Carried.

Kankakee River Valley Water Planning Area Alliance

Mayor Kernc stated this is informational material for everyone but in the near future there will be a conference call with them and Village Attorney John Gallo, Village Engineer Mike Perry, Water/Sewer Commissioner Dave Warner and Mayor Kernc to discuss how the cooperative model works and more so how we all can partner together to deliver safe, clean and affordable drinking water. Importantly, as we move forward, we will have public meeting(s), identify exactly what the water will cost and be in a position to make a well-informed decision when the time comes.

Motion that the Declaration of Emergency Declared by the Mayor shall be effective and continued until May 12, 2020 unless repealed or amended by the Village Board of Commissioners

Village Attorney John Gallo recommends continuing this until the stay-at-home order issued by the Governor is lifted since this would allow the Mayor to react quickly to a situation if it arises without having a special board meeting. This motion will continue the declaration until the May 12, 2020 meeting and which time, will be decided if an extension will be needed. MOTION was Commissioner Kasher, SECOND by Commissioner Brown to All Ayes; Motion Carried.

Public Works Department Updates

Public Works Director Austin Vining stated Stewart Spreading has been contacted and will be presenting a quote for the lagoon work. Vining stated there was an issue at the McGinty Street lift station and Wren Construction was called. Repair was needed for a leaking flange on one valve and during the project, it was discovered by-pass capabilities could not be completed. A temporary repair was completed until another valve can be installed for by-passing capabilities. Estimated cost is $10,000+ and includes materials that will last decades longer in the corrosive environment.

Clerk Updates

Village Clerk Lori Holmes addressed Commissioner Kasher’s request to notify residents to complete their census which a smart message was sent on April 24, 2020. Holmes stated penalty fees were not applied to outstanding utility bills and notification was stated residents need to contact the village hall to make payment arrangements for those effected due to the COVID19 pandemic. There are 26 non- paid utility bills amounting to approximately $5,600 outstanding. Holmes stated no resident has contacted the village hall to make payment arrangements.

Mayor Kernc

Mayor Kernc recommends the cancellation of the Summer Kick Off Celebration due to COVID-19 pandemic. The Board members agreed. This item will be placed on the May 12, 2020 for formal approval. Kernc stated she identified a possible grant opportunity which would be applicable to receive funds for the cleaning of the lagoon and installation of infrastructure to create storage for the WWTP overflow. Kernc was interviewed on the radio today and announce no penalties were applied to utility bills however, those who were unable to pay their utility bill needs to contact the village hall to make payment arrangements.

MOTION was made to adjourn the meeting at 6:17 p.m. by Commissioner Brown, SECOND by Commissioner Adair. All Ayes; Motion Carried.
