Coal City Village Board met May 13.

At 7 p.m., Mayor Terry Halliday called to order the meeting of the Coal City Village Board in the boardroom of the Village Hall. Roll call Physically in attendance were Mayor Halliday, Trustee Dave Togliatti, Police Chief Tom Best and Matt Fritz, village administrator. Attending remotely were Trustees Ross Bradley, Dan Greggain, Dave Spesia, Tim Bradley and Sarah Beach. Also remotely were attorney Mark Heinle and Ryan Hansen from Chamlin Engineering.
All recited the pledge of Allegiance.
The minutes of the April 22, 2020 Public Hearing were presented. Spesia moved to approve the minutes as written, second by T. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

The minutes of the April 24, 2020 meeting were presented. T. Bradley moved to approve the minutes as written, second by Spesia. Roll call-Ayes; Togliatti, Spesia, Bradley and Mayor Halliday. Nays; none. Abstain; R. Bradley, D. Greggain and S. Beach. Motion carried.
The warrant list was presented and discussed. T. Bradley moved to approve the warrant list, second by Togliatti. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.
Resolution 20-14 enacting a Coal City Business Revolving Loan Program was introduced to the Board. Mr. Fritz explained that the Village will provide a $2,000 interest free loan to local businesses for a term of 36 months. The loans will be on a first come first serve basis and available until December 31, 2020. There is a $50,000 cap for the total funds to be distributed. 108 businesses will be contacted for those interested. Attorney Heinle added:
• The loans will be unsecured and only require a personal guarantee

• They revolving line of credit not to exceed $2,000 due in April 30, 2025
• Approval of this resolution tonight will set up the loans
• Process of application and administered by the Village Administrator
• Only registered businesses can apply T. Bradley moved to adopt Resolution 20-14 creating a Coal City Business Revolving Loan Program to provide local assistance for the COVID-19 crises, second by Beach. Roll call Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.
Mr. Fritz initiated discussion regarding the increased wages for the water/sewer operator. An independent survey of wages was performed last year and a competitive area was in the water/sewer operators. A recommendation of an increase at a rate of $27.87 to $37.38 was recommended. This increase was not included in the FY21 budget but the increase won't affect the total budget. The water/sewer operator has been trained, certified and familiar with the Village's operations. These employees need to be retained by the Village, R. Bradley moved to approve the increased wage scale for the Water/Sewer operator, which spans a beginning rate of $27.87 upwards to $37.78 to be provided retroactive with the operator's anniversary date of March 24th, second by Spesia. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.
At 7:34 p.m. Greggain moved to enter into executive session per ILCS 5 120/2(c)(11) for purposes of discussing probable or imminent litigation, second by Spesia. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.
The Board returned to regular session at 8:31 p.m.
M. Fritz presented Ordinance 20-06 adopting emergency enforcement action by the Police Department. This was discussed at the Public Health and Safety Committee meeting, enforcing the Governors' Executive Orders. The Board concerns and comments were:
• Change effective dates to 10 days after passages or leave it as stated
• Provide for local enforcement
• Enforce a fine of $75
• Village/Mayor cannot override the Governors' Executive Order
Attorney Heinle said the P-ticket is for non-compliance and is deemed a nuisance, detrimental to the public health. Greggain moved to adopt Ordinance 20-06 adopting emergency enforcement action for the Coal City Police Department i penalties within the Village of Coal City, second by R. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.
Mayor Halliday reported:
Governor Pritzker extended the Executive Order until the end of May 2020 and the plans to re-open the state will be in steps. Halliday authorized a letter to be sent to the State Representatives asking to remove Grundy County from the Northeast Region and the Grundy County Board along with many other Mayors are working to support the removal from the Northeast Region and be placed in the North-Central Region. Coal City does not have the authority to override an Executive Order but will continue to pursue the regional change and Coal City will continue as we have and partner with other communities affected by the Executive Order. Coal City is trying hard to offer help for our community businesses. Mayor Halliday thanked everyone for their patience.
T. Bradley suggested that the Village start tracking revenues on a monthly basis and appreciated the 3-year graft comparison.
D. Spesia announced that Waste Management will reinstate the bulk item pick-up on May 12th and the next white item pick-up will be on June 9th. He presented an update regarding the South Broadway Reconstruction Project noting:
• 7 of the 8 trees have been planted
• Brick paves are nearly completed
• Light poles are installed and testing is being completed
• Pursuing delivery dates of the planters and bike racks He also gave an update on the sidewalk replacement project.
D. Greggain reported on the recent Public Health & Safety Committee meeting.
R. Bradley asked for an update regarding the Hoffman contested taxes. Mr. Fritz stated that issue is still going on.
Attorney Heinle said that he and his colleagues have been working hard with Mr. Fritz addressing a variety of legal issues presented by the COVID-19 disaster.
Ryan Hansen reported;
• Narvick to begin as soon as maybe Friday, May 15th on the Lions Park/Hope
Helps washrooms. Valerio Road culvert project is waiting for the materials to be delivered
• 2020 Street Program-contracts are at D Construction and no start date has been set Second Street storm repair project-no update at this time.
Chief Best reported:
• Exposure Control Officer is Jason Clark who deals with the training, equipment ordering and OSHA compliance equipment. Most complaints to the Police Department are being done via the phone, if possible
• Training has slowed down but are still doing many on-line
Matt Fritz reported:
• OMA training is being completed
• Re-build Illinois-due by the end of June & the prioritized projects will be submitted The Downstate Stabilization Grants are proceeding at the State level with two more local businesses applying and the Public Hearing to be held on
May 27th (Dynamic Fitness and La Piazza Ristorante)
• A Special Board meeting will be held on May 29th to approve the minutes of the May 27th Public Hearing
• Kankakee River Alliance-update to come
• Personnel Planning-update to follow
• Will County Governmental League-supporting the local communities
