University of Illinois System Senate Committee on University Statues and Senate Procedures met April 22.

Here is the minutes provided by the committee:

A regular meeting of the Senate Committee on University Statutes and Senate Procedures (SP) was called to order at 9:00 am with Chair Gilmore presiding.

I. APPROVAL OF MINUTES

The minutes of the April 15, 2020 meeting were approved as distributed.

II. PUBLIC COMMENT

No requests received.

III. CHAIR’S REMARKS

Chair Gilmore noted that the Senate Executive Committee (SEC) has discussed the possibility that the Senate may need to meet over the summer. He suggested that SP may want to also consider meeting over the summer.

Chair Gilmore reported that the Senate will meet on April 27 via a Zoom webinar. The meeting will include Committee of the Whole discussions on the Policy on Intimate Personal Relationships, the Policy on Sexual Misconduct in Prior Employment, and the Policy on Integrity in Research and Publication. Chair Gilmore noted that the meeting will also include a report from SEC of actions that have been taken on behalf of the Senate under the powers given to SEC in the Bylaws, Part D.1.e. Roether gave an overview of the planned logistics for the April 27 Senate meeting.

SP.20.29, Resolution to Maintain Certain Senate Operations During the COVID-19 Pandemic

The updated draft resolution was sent to SP members prior to the meeting. SP reviewed and revised the resolution. SP approved the resolution to be presented for approval at the April 27, 2020 Senate meeting.

V. NEW BUSINESS

SP.20.30, Revision to the Bylaws, Part A – Meetings

A draft proposal to clarify that the current edition of Robert’s Rules of Order Newly Revised is to be followed when the governing documents are silent on procedural guidance was sent to SP members prior to the meeting. SP reviewed the proposal and noted that additional background wording referencing the Statutes, Article XIII, Section 5 is needed. The background will be updated for further review at a future meeting.

SP.20.31, Revision to the Bylaws, Part D.10 – Committee on Equal Opportunity and Inclusion

The suggested revisions to the Bylaws, Part D.10 from the Senate Committee on Equal Opportunity and Inclusion were distributed prior to the meeting. SP will discuss the suggested revisions at a future meeting.
