Village of Coal City Village Board met July 9.

At 7 p.m., Mayor Terry Halliday called to order the Public Hearing of the Coal City Village Board in the Boardroom of the Village Hall. Roll call-Trustees Dave Togliatti, Ross Bradley, Dan Greggain, Dave Spesia, Tim Bradley and Sarah Beach, and Matt Fritz, village administrator. Virtually in attendance were attorney Mark Heinle, Sgt. Tom Logan, and Ryan Hansen from Chamlin Engineering.
Mr. Fritz explained that due to the COVID-19 pandemic, the Illinois DCEO, (Department of Commerce and Economic Opportunity) are offering the Competitive Shovel Ready Sites Program (RISRS) Grant to participate. in economic development projects. This program offers $13 million across the State of Illinois including $1 million for brownfield development. The Illinois Recovery Group facility located at 2390 S. Broadway meets the brownfield requirement, which is located in a mixed industrial and agricultural area for which any proposed projects are unexpected to cause any displacement issues. The proposed resolution would obligate the Village of Coal City to pay $45,000 to NCICG (North Central Illinois Council of Governments) to administer the awarded grant funds. The grant being submitted requests $2 million for sanitary and water utility extension, and will obligate the investor for an additional minimum$2 million investment to install the railroad switch on the UP (Union Pacific) rail, and install a private road to the development. These utility extensions meet the priorities of the Village to extend its utilities to Reed Road and future growth areas west of this intersection. Mr. Phillips, representing 2390 S. Broadway, LLC made the following points:
• 2390 S. Broadway, LLC is the former EWR Property
• Title to the property was acquired in 2008-2009
• The Illinois EPA-site remediation program regarding contamination:
1. To gain municipal utilities access
2. Capping required
• Illinois Recovery Group-company tenant using oil recycling
• Recycled oil purposes described
• Clean oil-not industrial based.
• 3 million gallons produced per year.
• Crush and recycle oil filters, also
• Repurpose anti-freeze
• Originally 27 acres have the
• Building ladder track into the UP railroad spur
• Airgas is the company interested in the railroad spur
• New track will not go north of Reed Road and won't affect vehicle traffic
• No large building for Airgas will be at that site
• 3-4 railroad cars are expected per week resulting in 4-5 trucks anticipated per day
• Water supply is presently at Reed Road & S. Broadway
• Sanitary sewer is located south of D Construction, west of the tracks within a recorded easement
• Possible future growth with additional tracks as needed.
JERRY PIENTKA
Mr. Pientka, representing IRPC (Inland Rail Port Chicago) made the following points:
• IEPA reviews-local plans, environmental positive benefits, and the Governors 5 year plan
• Regional economic impact-New development with water & sewer improvements, and road improvements
• Targeted areas of potential businesses described
• Spaceco is the engineer
With no further comments or questions, T. Bradley moved to adjourn the meeting, second by Beach. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried and the Public Hearing was adjourned at 7:21 p.m.
