University of Illinois System Senate Committee on General University Policy met April 23.

Here is the minutes provided by the committee:

Present: Chair Nicholas Burbules, Jared Bastian, Maria Bonn, Adel Ibrahim, David Lange, Melissa Madsen, Mike Ward

Ex officio: William Bernhard, Deborah Stone

Absent: Fred Johnson Asiimwe

A regular meeting of the Senate Committee on General University Policy was called to order at 9:30 am with Chair Burbules presiding.

I. APPROVAL OF MINUTES

The minutes of the April 2, 2020 meeting were approved as distributed.

II. PUBLIC COMMENT

No requests received.

III. CHAIR’S REMARKS

Chair Burbules commented that GP is a committee where shared governance works well and thanked Bernhard for his work with GP.

Chair Burbules thanked GP members for their work this year and noted how productive the year has been for the committee.

IV. OLD BUSINESS

GP.18.01, Faculty Policy Guide

Chair Burbules suggested additions to the Faculty Policy Guide including new sections:

• Faculty Rights Over Course Materials and Syllabi

• Faculty Rights Over Their Classrooms

GP discussed the suggested additions and noted that the Senate approved guidelines governing course materials including syllabi on April 22, 2019 (GP.18.04). GP also noted that guidelines for responding to disruptive behavior were discussed this year and have been posted on the Office of the Dean of Students website (GP.19.03).

Chair Burbules commented on language by the General Education Board on language that can be adopted into syllabi including academic integrity, students with disabilities, emergency response, and FERPA. Bernhard will forward the link to the General Education Board syllabi requirements.

GP.20.11, 2019-2020 Annual Report of the Senate Committee on General University Policy

The annual report was sent to GP members prior to the meeting. GP reviewed the report and approved it to be forwarded for inclusion on the April 27 Senate agenda.

GP.19.03, Resolution to Protect Instructors from Classroom Disruption

Chair Burbules noted that although the document has been posted to the Office of the Dean of Students website, additional information can still be considered to be added to the document.

GP.20.07, Unit Bylaws Template

Chair Burbules reported that the template was sent to the Senate Executive Committee and the Office of the Provost following the last meeting. Chair Burbules noted that GP’s work on this item is finished so it will be removed from the agenda.

GP.20.05, Review of the Role of the Senate Executive Committee Chair and Committee Chairs

Chair Burbules reported that the “Guidelines on Chairing Senate Committees” document was sent to the Senate Executive Committee and the Office of the Provost following the last meeting. Bernhard noted that the document will be reformatted to be used with department chairs to assist in organizing their units.

Chair Burbules commented that GP’s work on this item is finished so it will be removed from the agenda.

GP.19.09, Discussion of Provost Communication #27: Shared Governance for Academic Units

No new discussion.

GP.15.01, Statement on Administrative Hiring Practices

No new discussion.

GP.15.08, Tenure Review

No new discussion.

GP.20.02, Review of Provost Communication #9: Promotion and Tenure

No new discussion.

GP.20.03, Proposed Revisions to the Statutes, Articles IX and X – Administrative Leave

No new discussion.

No new business.

VI. ADJOURNMENT

The meeting was adjourned at 10:10 am.
