Village of Diamond Village Board Met Dec. 22.

Here is the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Mayor Kernc and Village Clerk Lori Holmes were present at the Village Hall. Commissioners Adair, Kasher and Warner, Village Attorney John Gallo and Megan Horstead, reporter from WCSJ Radio were in attendance remotely via teleconference. Upon roll call Commissioners present remotely were Mark Adair, Jeff Kasher and Dave Warner. Denise Brown was absent. The Village Hall was open for citizens to enter and attend the meeting. Face masks along with social distancing was required.

Under the new amendment to the Open Meeting Act, Mayor Kernc read the following: “I, as Mayor have determined that pursuant to Public Act 101-640 that it is not practicable or prudent to require all members of the Village Board of Commissioners and Village staff members to attend this meeting physically because of public health concerns.”

Approval of 12-08-2020 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 12/08/2020 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of December 22, 2020 Bill List

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the December 22, 2020 bill list and place on file. All Ayes; Motion Carried.

New Business

Resolution #2020-09; Enterprise Zone Expansion

Mayor Kernc stated she is very happy to assist in this expansion which will benefit the taxing bodies of Gardner and Dwight. Village Attorney John Gallo stated this solar energy field, which is 2670 acres in size, will be in unincorporated Grundy County and has been approved by Grundy county for a special use permit. An executed professional fee agreement has been approved to cover all attorney costs. A public hearing will be required, as well as amendments to Will and Grundy County IGA’s.No other municipalities are involved since this will be in an unincorporated area and a private individual owns the property. They have agreed to pay a $50,000 administrative fee agreement to the village. Commissioner Kasher asked if there was a downside in this project. Kernc stated it does utilize enterprise zone allotted land however, after this project the village will still have approximately 4600 remaining acres for utilization within the enterprise zone. Kernc added, she likes this project since after a time, we will be able to remove a portion back and not tie up enterprise acreage over the years moving forward. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve Resolution #2020-09; Enterprise Zone Expansion. All Ayes; Motion Carried.

Approve Resolution #2020-10; Execution of a Community Development and Commitment Agreement

Mayor Kernc stated she is very happy working with this group. They have agreed to work with Diamond on economic and community development activities within Diamond. They are very appreciative of the Village of Diamond for the utilization of our enterprise zone. Village Attorney John Gallo added since this project is not within the village, they are willing to contribute to the village for the use of our enterprise zone to assist in community improvements. MOTION was made by Commissioner Adair, SECOND by Commissioner Warner to Approve Resolution #2020-10; Execution of a Community Development and Commitment Agreement. All Ayes; Motion Carried.

CURE/PPE

Mayor Kernc stated the village did get reimbursed for the village face masks. The village has approximately 2,000 face masks available to residents in adult/youth and child sizes. Residents can call, place their order and come to the village hall for pick up. The staff will bring the masks to the residents’ vehicles. She asked to get the word out to the residents. Kernc stated year-to-date, the village has been reimbursed for approximately $86,000.00. Money is still left for the village to utilize, which if it is not spent, the village will lose it. Kernc asked the commissioner if they had any suggestions for any additional PPE which the village could utilize. The deadline is December 31, 2020.

Mayor Kernc stated general clean up at the maintenance facilities has been underway. All equipment is ready for snowfall. The plants are currently running fine. Kernc added, the Domino’s construction is moving along nicely.

No Report however, on a personal note, he wanted those individuals who utilize Comcast to be aware that Comcast will not be providing Norton antivirus to their customers any longer. Kernc asked Megan if this is something, she could report to get the word out and she stated she could. Megan will contact Mayor Kernc to obtain Commissioner Warner’s phone number to discuss this further.

Mayor Kernc

Mayor Kernc presented a copy of a letter sent to Governor Pritzker to support Nuclear Power and the devastating impact the closures would have on communities. Kernc also stated she is a member of the Mayor’s Caucus COVID-19 task force. The group works with the Governor’s office on the mitigation progression for the region. The Will County Governmental League just approved the plan and are now working with the Governor’s office as well.

MOTION was made to adjourn at 6:26 p.m. by Commissioner Warner, SECOND by Commissioner Kasher. All Ayes; Motion Carried.
