The regular meeting of the Council of the City of Elgin, Illinois, was held in the Council Chambers. The meeting was called to order by Mayor Kaptain at 7:00 p.m. The Pledge of Allegiance was led by Mayor David Kaptain.
ROLL CALL
Roll call was answered by Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. All members, with the exception of Mayor Kaptain, attended via electronic means. This was allowed at this time granted by Governor Pritzker’s Executive Order 2020-07.
MINUTES OF THE NOVEMBER 4, 2020, COUNCIL MEETING APPROVED AS DISTRIBUTED
Councilmember Martinez made a motion, seconded by Councilmember Shaw, to approve the November 4, 2020, Council Meeting Minutes as distributed. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
COMMUNICATIONS
U-46 Teacher, Administrator and Staff Recognition Proclamation Mayor Kaptain read the following proclamation:
PROCLAMATION
WHEREAS, On March 16, 2020 all U-46 schools were shut down due to the pandemic, affecting over 38,000 students throughout 11 communities, and 2,935 School District U-46 teachers and administrators had to immediately pivot the way they taught in order to provide quality education through distance learning for all students; and
WHEREAS, U-46 teachers, administrators and staff worked diligently over the summer to prepare for the 2020-21 school year including learning new technology and online educational platforms, and delivered over 1.9 million meals to children and families throughout the summer and into the school year; and
WHEREAS, U-46 teachers, administrators and staff prepared classrooms with safety measures and materials for in-person learning, while also providing the necessary support for distance learning, and worked to provide chrome books for every student and secured free internet access for families in need; and
WHEREAS, U-46 teachers, administrators and staff continue to work tirelessly with parents and students to overcome obstacles and instruct them on successfully participating in distance learning, and struggle to keep their students engaged, working collaboratively with other teachers to find creative ways to keep the students connected; and
WHEREAS, U-46 teachers, administrators and staff have continued to prepare for both the return to in-person learning while at the same time maintaining on-line instruction.
NOW, THEREFORE, I, David Kaptain, Mayor of the City of Elgin, Illinois, do hereby extend the City of Elgin’s sincere appreciation and esteem to the teachers, administrators and staff of School District U-46 for their outstanding commitment to providing quality education to our children during this difficult time and further resolves that the week of November 16, 2020 will be declared THANK A TEACHER week in the City of Elgin.

Special Birthday Proclamation
Mayor Kaptain read the following proclamation:
PROCLAMATION
WHEREAS, Floyd Brown was born in Texas in 1930, moved with this family to Washington, DC and came to Chicago in the 1940s to study accounting at Northwestern University where he first became interested in radio and then attended the Radio Institute of America; and
WHEREAS, Brown served in the Army during the Korean War and manned the only Armed Forces Radio Station in northern Alaska for two years, he was then hired by WRMN in 1965 which brought him to Elgin and worked at WGN between 1971 and 1999, for 20 years hosted the “Sunday Evening Club” on WTTW, worked at NBC’s WMAQ, becoming the first black to be hired by a national network and was inducted in 2016 into the WGN Radio Walk of Fame; and
WHEREAS, Brown was married to Mary “Betty” Brown who was well-known as a civic leader, successful business woman and patron of the arts, his son, Keith, was a judge in the 16th Judicial Circuit until his retirement in 2014, and his daughter, Dianne, was also successful in the business world, as an officer with one of the nation’s largest corporations; and
WHEREAS, Brown became a leader in the fight to integrate Elgin's housing and helped found the Elgin Human Relations Commission on which he served as its President; and
WHEREAS, Along with being an active member of the first Congregational Church of Elgin, Brown was active in Rotary International, the American Heart Association, was a board member of the Salvation Army and involved with countless other civic organizations and charities.
NOW, THEREFORE, I, David Kaptain, Mayor of the City of Elgin, Illinois, do hereby extend the City’s heartfelt congratulations on the occasion of Floyd Brown’s 90th Birthday.

Ellen Lose outlined her concerns regarding police funding, mental health programming and the presence of Student Resource Officers in School District U-46.
Sherry Liske stated her concerns regarding how mental health and social workers are utilized in the Police Department.
Sandra Davila stated her concerns regarding the level of funding the Police Department receives in the annual budget.
NATIONAL INTERGOVERNMENTAL PURCHASING ALLIANCE APPROVED FOR GOLF COURSE MAINTENANCE EQUIPMENT REPLACEMENT ($135,325)
Councilmember Shaw made a motion, seconded by Councilmember Gavin, to approve the purchase of two Toro greens mower units, one Toro rough mower and a top dresser from Reinders Inc. in the amount of $135,325 to replace outdated equipment for greens and rough mowing at Bowes Creek Country Club and The Highlands of Elgin. CITY OF ELGIN LEAD-BASED WATER SERVICE LINE 2021 REPLACEMENT PROGRAM – ILLINOIS ENVIRONMENTAL PROTECTION AGENCY PUBLIC WATER SUPPLY LOAN PROGRAM
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to complete actions necessary to secure State funding through the Illinois Environmental Protection Agency Public Water Supply Loan Program for the City’s lead-based water service line 2021 replacement program. Acceptance of the stormwater drainage improvements will add the following city maintained facilities: dual 4' x 4' inlet box with a 3' x 3' high capacity grate, 92 linear feet of 29" x 45" reinforced concrete elliptical pipe, and a 29" x 45" reinforced concrete elliptical flared end section; and, all their collective appurtenances to the City maintained facilities.
