Village of Diamond Village Board Met Dec. 8.

Here is the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Mayor Kernc and Village Clerk Lori Holmes were present at the Village Hall. Commissioners Adair, Brown, Kasher and Warner, Village Attorney John Gallo, Village Engineer Mike Perry, Megan Horstead, reporter from WCSJ Radio and Boy Scout Anthony Powers were in attendance remotely via teleconference. Upon roll call Commissioners present remotely were Mark Adair, Denise Brown, JeffKasher and Dave Warner. TheVillageHall was open for citizens to enter and attend the meeting. Face masks along with social distancing was required.

Under the new amendment to the Open Meeting Act, Mayor Kernc read the following: “I, as Mayor have determined that pursuant to Public Act 101-640 that it is not practicable or prudent to require all members of the Village Board of Commissioners and Village staff members to attend this meeting physically because of public health concerns.”

Approval of 11-24-2020 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 11/24/2020 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of December 8, 2020 Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Adair to approve the December 8, 2020 bill list and place on file. All Ayes; Motion Carried.

Approval of the November 2020 Treasurer’s Report

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve theNovember 2020 Treasurer’s Report and place it on file. All Ayes; Motion Carried.

New Business

Approve Anthony Powers Eagle Scout Project

Anthony Powers presented his project to install 2 trash cans on the bike path to assist in the elimination of trash being littered along the path. Powers will also recondition the 2 benches which are on the trail. Powers made the suggestion of an additional project which would consist of placing a path sign with map and distance information. Mayor Kernc stated she would be concerned if the sign was installed, it could be vandalized. Commissioner Kasher agreed. Commissioner Warner inquired if the trash cans would be anchored into the ground. Powers stated he was going to pour a concrete pad and the cans would be anchored into the concrete. The purchase of the trash cans would be at the village’s expense. All the Commissioners agreed to move forward with the project. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve Anthony Powers Eagle Scout bike path project to install 2 trash cans and recondition path benches.All Ayes; Motion Carried.

Approve Resolution #2020-08; Adopting the Grundy County Multi-Jurisdictional Natural Hazards Mitigation

Mayor Kernc stated this resolution is for Grundy County should there be a natural disaster declaration in the Grundy County portion of Diamond, this would enable the village to access funds. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to Approve Resolution #2020-08; Adopting the Grundy County Multi-Jurisdictional Natural Hazards Mitigation. All Ayes; Motion Carried.

Approve Ordinance #2020-27; Abatement of Certain Taxes for Refunding Bonds Series 2020A

Mayor Kernc stated this is for abatement of $3,550,000.00 for the refinancing of bonds series 2020A for the wastewater treatment plant. MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to Approve Ordinance #2020-27; Abatement of Certain Taxes for Refunding Bonds Series 2020A. All Ayes; Motion Carried.

Approve Ordinance #2020-28; Abatement of Certain Taxes for Refunding Bonds Series 2020B

Mayor Kernc stated this is for abatement of $1,115,000.00 for the refinancing of bond series 2020B for the water plant. Village Attorney John Gallo stated there is a letter presented from the Treasurer to certify the village has pledged revenues sufficient to pay the debt services of the general obligation refunding bonds. MOTION was made by Commissioner Brown, SECOND by Commissioner Warner to approve Ordinance #2020-28; Abatement of Certain Taxes for Refunding Bonds Series 2020B. All Ayes; Motion Carried.

Approve Ordinance #2020-29; Ordinance for Levying and Assessing Taxes for Fiscal Year Ending April 30, 2021

Mayor Kernc stated the levy amount is $279,000.00 which consensus was given at the previous board meeting. MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve Ordinance #2020-29; Ordinance for the Levying and Assessing of Taxes for the Village of Diamond for the fiscal year ending April 30, 2021. All Ayes; Motion Carried.

Approve Ordinance #2020-30; Authorizing an IGA with Grundy County for Commercial and Industrial Plan Review and Inspections

Mayor Kernc stated this is contingent upon the approval from the Grundy County Board. Kernc stated Accurate Review who was the village’s current contractor is retiring. Village Attorney JohnGallo stated the village fees are based on Grundy County’s fee schedule. MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to Approve Ordinance #2020-30; Authorizing an IGA with Grundy County for Commercial and Industrial Plan Review and Inspections. All Ayes; Motion Carried.

Old Business

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc presented the Will County Sheriff’s report. Kernc stated a Smart Message was broadcasted regarding the armed robbery at the Shell Gas Station. It took only 4 minutes for the Will County Sheriff to arrive on the scene. No one was injured. Kernc stated she is very happy with the services provided by Will and Grundy County Sheriff’s Department.

Public Works Department Updates

Mayor Kernc stated the holiday decorations are up at the village hall as well as on the streetlights. No issues to report.

Commissioner Comments

Commissioner Kasher

No report, however, Commissioner Kasher inquired about the status of the generator claim. Village Clerk Lori Holmes stated Treasurer Wendy Herbert was awaiting the rental dates from Elliott Electric to submit to the claim adjuster.

Commissioner Brown

Commissioner Brown stated Cargill Corporation has been awarded the road salt contract for the county at the cost of $45.88 per ton.

Mayor Kernc

Mayor Kernc stated she has placed the PPE order for masks, which totaled approximately $9,800.00 and she has submitted the cost for reimbursement.
