The City Council of the City of Vienna met in regular session at Vienna City Library with the following members and guest: 

ELECTED/APPOINTED OFFICIALS PRESENT:

Therve being a quorum, Mayor Jon Simmons called the meeting of the Vienna City Council to order at 6:30 p.m. 

NEW BUSINESS 

Alderman Evans made a motion to Approve the Omnibus Consent Agenda consisting of the December 16, 2020 Council Meeting Minutes and the Warrant ($32,163.99). Alderman Tuey seconded the motion. All in favor, Motion carried. 

Mayor Pro-tem, Richard Owen presented retirement plaques to both Phil Morris, Depot Coordinator of eight years and Jon A. Simmons, Mayor for twelve years. Owen thanked both for their service and dedication to the City of Vienna. 

City Attorney Presser reviewed agenda items #5 and #6 with city council as discussed at previous meetings for the agreement to be passed between the city and Kelli Watson, Johnson County Animal Control Officer. 

Alderman Penrod made a motion to Authorize and Approve Ordinance No. 21-01, An Ordinance Amending Chapter 91.07 Regarding Redemption and Impound Fees. Alderman Racey seconded the motion. All in favor, motion carried. 

Alderman Owen made a motion to Authorize and Approve a Cooperative Agreement Providing for the Services of Watson Kennels, LLC Kelli Watson Animal Control Warden. Independent Contractor for Johnson County within Municipal Limits. Alderman Tuey seconded the motion. All in favor motion carried. 

Alderman Evans made a motion to Authorize and Approve an Intergovernmental Agreement between the City of Vienna and Johnson County (Feb 17, 2021 to Dec 18, 2021) for the Depot Coordinator Position. Alderman Hill seconded the motion. All in favor, motion carried. Alderman * Tuey mentioned advertising for the position. Racey said since a candidate with the proper training was interested in filling the position, he didn't see a need. 

Fire Chief Williams said due to Covid19, the department would not be sending anyone to Winter Fire School training this year as training was limited. Williams said Tank #4 was in need of rear tires being replaced. Alderman Racey made a motion to Approve the purchase of tires, seconded by Alderman Owen. Motion carried (5-yes, Tuey-Abstain) 

PUBLIC COMMENT 

On behalf of the county, Gary Brumley was present to thank Jon Simmons and Phil Morris for their service to Johnson County. 

Terry and Carla Trovillion were present to voice concerns about standing water/water holes on Peach Street. Discussion was had with council and Supt. of road repairs the city has made in the past. Trovillion added they had put their own money into the road as well. Trovillion said they were asking for consideration for the road to be looked at. Council agreed to the request. 

ELECTED/APPOINTED OFFICIALS 

Wright said the city had received payment request #2 for the city park amphitheater/restroom project from Erwin Builders. 

Alderman Penrod said he had received a message from a property owner of one of the dilapidated homes that was recently demolished. Penrod said the owner was upset about a rose bush being removed that held sentimental value. Penrod said he apologized to the resident on behalf of the city but added the owner had signed a waiver form before the demolition began. Penrod also questioned the status of the Audit. Wright said it was expected to be presented at the next council meeting.

As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Racey seconded the motion. Motion carried. 

Mayor Simmons declared the meeting adjourned at 7:00 p.m.
