City of Vienna City Council Met Feb. 3.

Here is the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest: 

ELECTED/APPOINTED OFFICIALS PRESENT: Richard Owen, Mayor Pro-tem Alan Racey, Alderman Jim Evans, Alderman Melissa Hill, Alderman Austin Tuey, Alderman Melissa Presser, City Attorney Aleatha Wright, City Clerk Michelle Meyers, Treasurer Shane Racey, Superintendent Jim Miller, Police Chief Brent Williams, Fire Chief 

ELECTED/APPOINTED OFFICIALS ABSENT: Steve Penrod, Alderman 

GUESTS: Jordan McBride, Vienna Times 

There being a quorum, Mayor Pro-tem, Richard Owen called the meeting of the Vienna City Council to order at 6:30 p.m. 

At this time, Owen requested a moment of silence for the passing of Mayor Jon Simmons. 

Owen announced that the death of Simmons created a vacancy in the office of mayor in which an appointment would have to made. City Attorney Presser reviewed the memo she had provided for city officials of the state statute with council, answering questions on the process. Presser said whoever was appointed to "acting mayor” until the next municipal election would still have voting power if they chose to keep their seat as an Alderman but would not have the mayoral power to vote in the event of a tie vote during a meeting. 

Alderman Evans nominated Alderman Richard Owen, making a motion to appoint Owen as Acting Mayor. Alderman Racey seconded the motion. The vote was as follows: Hill- yes, Owen-abstain, Racey-yes, Evans-yes, Tuey-yes, Penrod-absent. Motion carried. At this time Owen was sworn in by Wright to serve as Acting Mayor until the next municipal election. Owen noted that he would keep his seat as Alderman and fall back into that position after the election. 

NEW BUSINESS 

Alderman Racey made a motion to Approve the Omnibus Consent Agenda consisting of the January 20, 2021 Council Meeting Minutes and the Warrant ($20,240.69). Alderman Tuey seconded the motion. All in favor, Motion carried. 

After brief discussion, Alderman Hill made a motion to Authorize and Approve an Agreement between the City of Vienna and Little Egypt shows for the annual Spring Fling to be held at the city park April 29- May 1, 2021. Alderman Tuey seconded the motion. All in favor, Motion carried. 

Presser and Chief Miller informed the council of updated training requirements through the State of Illinois for school resource officers. Miller said due to additional trainings that were needed per new state regulations, he would need to reapply for waivers for current SRO's to continue SRO duties at VHS. Presser suggested the officers go on temporary "patrol duty" until new waivers are received concerning liability to the city. 

PUBLIC COMMENT - None 

ELECTED/APPOINTED OFFICIALS 

Wright requested consent from council to pay current and future invoices to VHS for services provided for trash pickup at the city park. Alderman Evans made a motion to approve $80.00 per month. Alderman Tuey seconded the motion. All in favor, Motion carried. 

Supt Racey mentioned that due to Ameren taking down power lines for bridge work on Rt 45 South, electrical work was needed at public works for generators. 

Michelle Meyers briefly questioned the number of Christmas pole lights needed for the next holiday season as the city would be getting poles ready on Rt 45. Racey said five lights were needed. The lights would be placed on the next scheduled agenda for purchase approval. 

Fire Chief Williams said the Buncombe rock quarry (Southern Il. Stone) was covering the cost of turnout gear that was damaged in a recent call the department responded to at that location. 

As there was no further business to discuss Owen made a motion to adjourn the meeting. Alderman Hill seconded the motion. Motion carried. 

Mayor Owen declared the meeting adjourned at 6:57 p.m.
