Coal City Village Board Met March 10.

Here is the minutes provided by the board:

At 7 p.m., Mayor Terry Halliday called to order the regular meeting of the Coal City Village Board in the boardroom of the Village Hall. Roll call-Trustees Dave Togliatti, Ross Bradley, Dan Greggain, Dave Spesia, and Sarah Beach, attorney Mark Heinle, Police Chief Tom Best, Matt Fritz, village administrator and Ryan Hansen from Chamlin Engineering. Mr. Fritz introduced the Northern Illinois intern, Tom Phetmeuangmay. Absent was Trustee Tim Bradley.

All present recited the pledge of Allegiance.

The minutes of the February 24, 2021 meeting were presented. Following review, Spesia moved to approve the minutes as written, second by R. Bradley. Roll call-Ayes; Togliatti, R. Bradley, Spesia, and Beach. Abstain; Greggain. Absent; T. Bradley. Motion carried.

The warrant list was presented. After review, Greggain moved to approve the warrant list as presented, second by Beach. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia and Beach. Nays; none. Absent; T. Bradley. Motion carried.

There was no Public Comment at this meeting.

Ordinance 21-04 amending the residency requirement for the essential employees of the Village was presented. Attorney Heinle gave a brief description of the ordinance. The proposed ordinance does not pertain to the elected officials, police officers, nor any present employee of the village. It will however affect any new hires who would have to locate within one year of their employment with the village. Togliatti moved to adopt Ordinance 21-04 amending the Village Code to repeal residency requirements for Village employees, second by R. Bradley. Roll call-Ayes; Togliatti, R. Bradley, Greggain, Spesia, and Beach. Nays; none. Absent; T. Bradley. Motion carried.

Resolution 21-04 approving Phase VI of Meadow Estates Subdivision was presented. Mr. Fritz stated that this is the final phase of the development. The 11 parcel phase was presented and reviewed by the Planning and Zoning Board wherein they approved the final phase and made that recommendation to this Board. Greggain moved to adopt Resolution 21-04 updating the Preliminary Plat for Meadow Estates Subdivision and Providing Final Plat approval of Phase VI, second by Spesia. Roll call-Ayes; Togliatti, R. Bradley, Greggain, Spesia, and Beach. Nays; none. Absent; T. Bradley. Motion carried.

Ordinance 21-07 pertaining to code ordinance amendments for storage units was presented and reviewed by the Board. Mr. Fritz explained that the Coal City Planning and Zoning Board is recommending the code amendments regarding portable storage units and the utilization of carports. The amendments clarifies and regulates their uses and the timing of utilizing the temporary storage units. Togliatti moved to adopt Ordinance 21 07 amending the zoning code to properly regulate different types of storage solutions within the Village, second by Beach. Roll call-Ayes; Togliatti, R. Bradley, Greggain, Spesia, and Beach. Nays; none. Absent; T. Bradley. Motion carried.

Greggain announced a Public Health & Safety Committee meeting scheduled for Wednesday, March 17, 2021 at 11 a.m.

Clerk Noffsinger reminded the Board members to complete and submit their Statement of Economic Interest forms to the County Clerk and return the receipt to her for filing.

Attorney Heinle reported that a Federal COVID relief bill has been signed which will distribute $20 Billion Dollars for smaller municipalities, from loss of revenue and sales tax during this pandemic period. A 75% reimbursement of the expected revenues lost will be reimbursed to the Village with the projected share being $670,000. He will keep the Village updated on the issue.

Ryan Hansen announced:

• Crack Seal bid letting for Carbon Hill Road and Valerio Road will be held on Thursday, March 18th at 3p.m.

• A meeting to discuss the 2021 street program will be held on March 11th 

He then presented the monthly update on the water treatment plant project:

• GeoTech is scheduled for testing

• Wastewater study is scheduled for May

Design process and filter design have begun

Matt Fritz reported:

• NIMEC bid results is a 4% decrease in street lighting

 • Downstate Stabilization Grant Update:

• Broadway Dance Center has finally received their grant funds

• Public Hearing is scheduled for the closeout of the grant for the two recipients-Broadway Dance Center and Excalibur Gymnastics

• LaPiazza & Family Dental have the final paperwork to be completed for their $25,000 grant application

• An Itinerant Restaurant Application has been received by the Village for a food truck business

Mayor Halliday thanked Mr. Fritz for pursuing the grants to assist our businesses during this troubled financial time.

Beach moved to adjourn the meeting, second by Greggain. Roll call-Ayes; Togliatti, R. Bradley, Greggain, Spesia, and Beach. Nays; none. Absent; T. Bradley. Motion carried and the meeting was adjourned at 7:44 p.m.
