City of Vienna City Council met March 17

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Richard Owen, Mayor Steve Penrod, Alderman Alan Racey, Alderman Jim Evans, Alderman Austin Tuey, Alderman Melissa Hill, Alderman Shane Racey, Superintendent Brent Williams, Fire Chief Michelle Meyers, Treasurer Aleatha Wright, City Clerk

ELECTED/APPOINTED OFFICIALS ABSENT: Jim Miller, Police Chief

GUESTS Jordan McBride Phil Morris Jennifer Jacobsen Josef Huckelberry Angela Moore

There being a quorum, Mayor Owen called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the March 3, 2021 council meeting minutes, the Warrant ($26,577.90), and the February Treasurer's Report. Alderman Hill seconded the motion. All in favor motion carried.

Angela Moore, Jo Co Elks was present to request use of the City Park Saturday, April 3rd for an Easter Egg Hunt Event. Council was in consent. Alderman Hill mentioned in the past the city had donated funds to the event. Alderman Racey made a motion for the city donate a dollar amount similar to what was given in the past from the Community Fund. Alderman Tuey seconded the motion. All in favor, Motion carried.

Jennifer Jacobsen, Vienna Town Square Mall, was present to request needs from the city for the upcoming Junque Jamboree, Saturday, April 17th. Jacobsen said the fall Junque Jamboree event was scheduled for Saturday, September 18, 2021.

Fire Chief Williams mentioned tire replacement needed for the department's brush truck and ATV. Williams said the estimate for ATV tires was $734.70 but he was still obtaining bids for brush truck tires. Alderman Evans made a motion to Authorize and Approve General Funds for the purchase of tires for both vehicles. Alderman Hill seconded the motion. The vote was as follows: Hill-yes, Penrod-yes, Owen-yes, Racey-yes, Tuey-abstain, Evans-yes. Motion carried.

Alderman Racey made a motion to Authorize and Approve Community Funds for the Fourth of July event including $350.00-lead shooter fees and $250.00-DJ, Alderman Tuey seconded the motion. All in favor, motion carried

Phil Morris was present to discuss ideas and different uses for the amphitheater in the city park. Morris said Dale Fowler would be present for the ribbon cutting ceremony at completion of the project. Alderman Penrod updated council on the status of the project per Clarida & Ziegler. Penrod suggested several loads of dirt would be needed around the amphitheater to seed it down after the project was finished.

Council discussed the need of the city library roof being replaced. Council was in consent to bid out the project.

ELECTED/APPOINTED OFFICIALS

Wright said the Spring Cleanup was scheduled for May 10th, noting that no e-waste would be picked up this year. Wright said the Tax Increment Report was finished adding that a TIF Joint Board Review Meeting would need to be scheduled in the upcoming months.

Alisa Sowers, Depot said she would be contacting new store owner of the Trove on the square to schedule a ribbon cutting ceremony date.

Fire Chief Williams said the department would be transferring a small utility trailer they no longer needed to the public works dept. Williams also mentioned purchasing a fire rescue truck (F350 frame) from the Buncombe department. Williams said foreign fire tax funds would be used for the purchase.

Alderman Penrod commented of checking his ward concerning the spring cleanup as cleaning up the city is one of Penrod's priorities as future mayor.

Alderman Tuey updated council on Simmons memorial bench project showing a placement site,

benches and prices. Council had brief discussion. Owen said he would contact contributors to the project.

As there was no further business to discuss Alderman Racey made a motion to adjourn the meeting. Alderman Evans seconded the motion. Motion carried.

Mayor Owen declared the meeting adjourned at 7:20 p.m.
