City of Vienna City Council Met April 7.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:
ELECTED/APPOINTED OFFICIALS PRESENT: Richard Owen, Mayor Alan Racey, Alderman Jim Evans, Alderman Austin Tuey, Alderman Melissa Hill, Alderman Shane Racey, Superintendent Brent Williams, Fire Chief Jim Miller, Police Chief Michelle Meyers, Treasurer Aleatha Wright, City Clerk

There being a quorum, Mayor Owen called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the March 17, 2021 council meeting minutes and the Warrant ($37,626.07). Alderman Racey seconded the motion. All in favor motion carried.
Kathy Poole was present to request use of the city ballpark July 17-18th for a memorial baseball tournament fundraiser in memory of her son, Brayden King. The funds would go towards establishing a playground area at the ballpark. Location of playground equipment would be discussed at a later date. The council was in consent to allow use of the ballpark.
David and Brenda McKenzie were present to discuss their concern of traffic speeding on North 6th Street which has been an ongoing issue for years. The McKenzie's requested the city consider stop signs at 6th and College Street which would create a 4-way stop. Police Chief Miller suggested also placing signs at a secondary location of 6th and Senior Avenue due to the long stretch along 6th Street to Rt 146. Council had discussion. Council would resume discussion at the next council meeting. Wright was to contact attorney Presser to look into the procedure.
Alderman Evans made a motion to Authorize and Approve the purchase of 100 Gas meters, $17,000.00(Gas Fund) from Holland Supply Company. The motion was seconded by Alderman Hill. All in favor, motion carried.
Council reviewed and discussed KF Meats, LLC TIF Application recommendation from Moran Economic Development. Alderman Racey suggested a onetime grant in the amount of $7,500.00. Alderman Tuey made a motion to Authorize and Approve a onetime grant in the amount of $7,500.00 to KF Meats, LLC on completion of submitted project. Alderman Racey seconded the motion. All in favor, motion carried. Clerk noted that a resolution and agreement would be placed on the next meeting agenda for official action.
Supt Racey discussed with council the need for either repair or new purchase of a sewer pump at the location of Heartland Ag. Racey said to rebuild would be estimated at $5,500.00/no warranty, and a lengthy wait time on parts, opposed to a new pump at the cost of $8,000.00/10 year warranty. Council was in agreement to purchase a new pump. Treasurer, Meyers suggested the purchase be split equally between General and Sewer Funds. Alderman Evans made a motion to Authorize and Approve $8,000.00 (Sewer & General Funds) for the purchase of a sewer pump. The motion was seconded by Alderman Hill. All in favor motion carried.
After brief discussion, Alderman Hill made a motion for the City of Vienna to hire Albert Burgess for the 2021 mowing season, not to exceed 600 hours. Alderman Tuey seconded the motion. All in favor, motion carried.
PUBLIC COMMENT
Jennifer Jacobsen was present to follow up on the Junque Jamboree event with council set for Saturday, April 17th.
ELECTED/APPOINTED OFFICIALS
Wright requested consent from council to schedule the citywide yard sale for Friday, May 21st and Saturday, May 22nd. Council gave consent. Wright told council Jamie Simmons was available to DJ for the July Fourth event. Council gave consent.
Wright also said she was contacted by Dale Russell to inform council that Arrowleaf would be hosting a continuous 24 hour walk around the Courthouse to observe Child Abuse Prevention month. The walk would start at noon on Thursday, April 29th. Wright said city officials could sign up for the walk to show support.
Police Chief Miller said he applied for school resource officer waivers through the state training board.
Fire Chief Williams said the department purchased and would receive the rescue truck in a few weeks. Williams also said the Vienna Fire Dept Auxiliary has held recent fundraisers as new SCBA equipment we needed. William requested the city split the cost for the new equipment which is estimated to be around $7,500.00. Council was in consent to place on the next agenda for action.
Alderman Hill welcomed Angela Moore, who was recently elected to the city council. Hill also thanked Moore for her efforts in organizing a successful Easter egg hunt in the park that was hosted by the Jo. Co. Elks and Masons.
As there was no further business to discuss Alderman Tuey made a motion to adjourn the meeting. Alderman Hill seconded the motion. Motion carried.
Mayor Owen declared the meeting adjourned at 7:08 p.m.
