II. Public Portion 

Administrator George Gray read a letter from Julie Newhouse of Spoon County regarding the Resolution to Protect Local control of Zoning for Wind Farms. Julie stated she was glad Grundy County has a resolutions to oppose control of land use, and hopes others will join. 

III. Approval of Minutes 

1. Land Use Committee/ - Regular Meeting - Mar 24, 2021 2:30 PM 

Motion carried 5-0.

IV. Land Use Department 

A. Official Business 

1. Resolution to Protect Local Control of Zoning for Wind Farms

Miller reviewed the Resolution and the difference between Grundy County and the Resolution that the State is proposing. A motion was made by Muffler, and seconded by Vota to forward to the full County Board.

2. Resolution to Support SB 345 Carpet Recycling Stewardship 

Miller reviewed the Resolution. Miller asked for a positive recommendation to the County Board to support Resolution SB345 Carpet Recycling Stewardship. Motion made by Vota, and seconded by Dyer. Rudman had concerns about the cost of this recycling program being passed down to the consumer. Rudman advised the Board to take a look at this Legislation at a later date. Gray noted that if we paused, it would not meet the legislative restrictions. Muffler noted that Miller and Rudman could work together and clean up the language and present to the whole County Board in May. The motion was passed with the stipulation that Miller and Rudman work together to clean up the language before it is presented in front of the full County Board. Motion carried 5-0.

B. New/Old Business 

1. Text Amendments for Process in May 2021 

Miller reviewed the proposed text amendment, which included changes for Apiaries, livestock, gun ranges, and table 8-2-2-1a, and the Commercial General designation. This will be brought before the Zoning Board of Appeals on May 18th. 

C. Monthly Reports 

1. April Monthly Report for Land Use Department 

Gray reviewed the budget. 

Miller noted that the shredding event was a huge success, because of its' success it will no longer be held in the parking lot of the Administration Center. The rest of the shredding events will be held at the parking lot on Lynn Road north of Animal Control.  

Miller stated that the e-waste event was a huge event too. Miller noted that we should meet the 17,000 lb requirement to avoid any additional charges. 

Earth Day we gave promotional items away to the libraries.  

Our office will be participating in the Family Fest in June, we have ordered promotional items to give away for this event.

Miller noted that a mobile home park in Grundy County built a new sanitary sewage system. Miller stated that if anyone is interested in touring the plant they have extended an invitation for anyone who would like to tour the plant.

Gray reviewed the Land Use Budget for this year. No problems were noted.
