Illinois State Senate University Senates Conference Met April 28.

Professor Wade, Chair, called the meeting to order at 10:00 a.m.
I. Meeting with President Killeen and Executive Vice President Wilson
Professor Wade welcomed the guests from the Discovery Partners Institute (DPI). Joining the meeting for the first hour were Bill Jackson, Executive Director; Phyllis Baker, Director of Academic Affairs; and Omowale Casselle, Director of Pritzker Tech Talent Labs.
President Killeen said that the state legislature is in session. Many bills are being considered; some that the University of Illinois supports, including bills that the system has helped write, and some that we do not support. The system requested an increase in funding, while the Governor has proposed flat funding. There is strong support for increasing the MAP award and for strengthening the Aim High and the Illinois Commitment programs. The U of I is requesting an appropriation for a statewide bridge program for underrepresented students. UIC has demonstrated that bridge programs can be very successful. The President discussed other bills relating to issues such as grant reporting, procurement, and investing, that would allow the system to move more expeditiously. He noted that there is an Illinois Connection activity on May 3.
President Killeen provided updates on various issues. He commented that he is excited to see capital projects in the innovation agenda close to being ready to move forward. The system is working on recruiting and collaborating efforts with India. The appointment of the person to fill the new position of Vice President of External Relations and Communications will go to the Board in May. There is a search in process for filling the UIC Provost position. COVID-19 management is going well with positivity rates being very low and vaccination rates of the student body going up. Planning for fall continues as we are seeing announcements from each university. There are new NIH clinical trials in which various parts of the system are participating. Both SHIELD Illinois and Shield T3 are expanding rapidly.
Bill Jackson said that the Discovery Partners Institute is working to make the business plan that was developed in 2019 a reality. There are nine initiatives in the plan. Omowale Casselle is leading the Pritzker Tech Talent Institute and Phyllis Baker works on academic initiatives and social impacts on the workforce. Mr. Jackson commented that there is unbelievable talent and much research and development in the state and its universities. We cannot be successful broadly when there are barriers to talent development. He discussed DPI programs that provide community education and training for teachers, and programs that reach out to students to engage them in tech talent fields.
Mr. Casselle provided an overview of the Pritzker Tech Talent Labs, which aims to build an innovation system that is inclusive, data‐driven, and focused on results where Illinois is positioned to win. There are programs that build high school to career pathways, provide immersion experiences, offer upskill and reskill opportunities for adults, and focus on cybersecurity, software development, and machine learning. The four guiding principles are cultural-sustaining, competency-based, thinking curriculum, and learning science-rooted. Programs must be scalable, sustainable, and compelling. Mr. Casselle discussed the Tech Scholars Program, where students live and learn in Chicago and pair with workforce.
Mr. Jackson said that there are eight sectors of DPI: Food and Agriculture; Water, Environment, and Climate; Transportation and Logistics; Finance and Insurance; Health and Wellness; Infrastructure; Information Technology; and Digital Government. DPI has science teams, which include students, that work to secure grants, provide seed grants, and help build businesses by providing development plans and mentoring. Mr. Jackson discussed ways in which DPI is tied to the Illinois Innovation Network (IIN). He recognized that the humanities play an important role in DPI.
Dr. Baker indicated that she is working with the universities to create deeper connections with DPI. She is also working on faculty membership.
Mr. Jackson said that he is working with Vice President Ghosh on ICR questions.
President Killeen discussed the importance of providing on-ramps so people are not left behind. He said that this is an appropriate role for land-grant institutions. He also discussed the important role of the Arts and Humanities. DPI is an opportunity to design something different from a typical research park; something that provides deeper thinking about societal uplift and racial inequalities.
Executive Vice President (EVP) Wilson mentioned several existing programs at the universities that provide opportunities for professional leadership and growth. She commented that faculty need to feel invested in their universities and we need to tap into their unique talents. The group also discussed how faculty leadership and public engagement might fit into promotion and tenure.

Professor Jenkins moved to approve the minutes. The motion was seconded by Professor Dutta and approved unanimously.

V. USC Committee of the Whole Discussion: Follow-up items from morning session
USC discussed the need for regular updates from DPI, which would include data on metrics and outcomes. In addition to providing information to USC, the group felt that more communication with the universities was needed. USC also felt that the list of DPI faculty members should be available for anyone to be able to view. There was a suggestion that DPI provide policies or strategies that demonstrate the institute is committed to preventing discrimination and encouraging participation from everyone.

VI. Old Business - Action Items
1. ST-86. Proposed Revisions to the Statutes, Article III, Sections 3 and 5, and Article VI – Dean, Director, or Campus Librarian. Passed UIUC Senate 4/27/20. Transmitted to UIC and UIS Senates 5/1/20. Passed UIC Senates 10/21/20. Passed UIS Senate 4/9/21.
Professor Maher said that that process in the UIUC Senate began in August 2018, but it took a while to get to the senate floor. The senate decided that there should be a process for initial appointments, as the Statutes only include a process for reappointments. The revisions provide consistency for both processes.
Professor Wade asked USC members if they were ready to move on transmitting the proposed statutory revisions to the President. By voice vote, USC approved.
VII. New Business
2. OT-381. Review of the Process for Revising the Statutes.
Professor Wade reported on a meeting with EVP Wilson and some members of the USC Executive Committee to discuss the process for approving revisions to the Statutes. EVP Wilson felt it would be beneficial to loop in the President and EVP earlier in the process when statutory revisions are being proposed. She also thought that it should be clear
whether the chancellors and provosts support the changes before the proposal is sent to the President. EVP Wilson recommended that multiple proposed statutory revisions be packaged and sent to the Board only once a year or so.
Professor De Groote said that the USC Executive Committee members participating in the meeting clarified that USC has always followed the process outlined in the Statutes for proposing revisions. Everyone has the ability to see what is being proposed by the senates.
Professor Maher commented that there have been highly exceptional circumstances when the President and EVP were included earlier in discussions, such as the continued failure to solve academic freedom issues and the overall revisions to the Statutes. He thought that the expectation to do this on a regular basis would run directly counter to the role the senates and USC have in shared governance and could silence concerns. Professor Wade said that USC leadership and the SGC would work on navigating these concerns.
3. OT-27. Nominating Committee for 2021-2022 Officers, Executive Committee, and USC Committees.
Professor Wade discussed the members of the Nominating Committee, indicating that Professor De Groote would serve. Professor Varden volunteered to serve on the committee. Professor Wade said that she would find a member to serve from UIS.
VIII. Chancellor Karen Whitney and UIS Student Government Association President Aislinn Diaz
Chancellor Whitney commented that she has been in the interim chancellor role for 9 ½ months. Her approach is finding out people’s interests and determining how she can be helpful. She mentioned that she issued ten goals last July 1. Her appointment was for one year but has been extended to two years. She felt that this was wise since there should be a better pool of candidates next year. Chancellor Whitney indicated that she would not be a candidate for the search nor part of the search process. She believes her role as interim allows her greater clarity on guiding UIS forward than that of someone with a permanent appointment.
Getting UIS through the pandemic has been the top priority this past year. She feels the university has done a good job of managing the situation. Parents have expressed their appreciation. Every Thursday at 1 p.m. there has been a highly attended covid briefing.
Summer plans will be announced soon, and the fall operating approach is still being discussed.
Chancellor Whitney said that anti-racism and social justice issues were also of great importance. UIS has been looking at its policies with an anti-racist lens. There are ongoing discussions to make sure policies are not contributing to systemic racism.
Enrollment numbers have been in decline for a while now. UIS is trying to figure out how to re-energize itself through campus reorganization and alignment. The process will conclude during her appointment. More academic programs are under development. They are looking at a 14% increase for summer enrollment. The winter session went well. Pre-pandemic, one half of UIS enrollment was online. They are looking at major trajectories and new pipelines. Chancellor Whitney said that she has suggested that there be a simpler pricing approach moving forward with in-person and online tuition rates. Students want a certain educational experience that includes different teaching modalities. The business and administration of the equation should not be a barrier.
Chancellor Whitney commented that mental health issues were relevant before the pandemic and are even more so now. She discussed how UIS has stepped up access for student counseling and the need for leading with compassion. If students need to step away, they will be supported and welcomed back when ready. She felt that there has not been enough support for faculty and staff mental health.
Aislinn Diaz, President of the Student Government Association (SGA) joined the meeting. She said that one important goal of SGA is to make the student voice highly valued at UIS. SGA has created ways for students to voice their opinions, such as on COVID policies.
SGA has been given a direct contact with the chancellor and other administrators. Students have been heavily involved in giving their opinions on policies, which is important for policies to work. Professor Wade said that the UIS SGA has become very involved and active in the senate. She commented that she is very proud of SGA.
Ms. Diaz said that there has been a lot of confusion to students about the difference between online and remote classes. Students need a stable learning environment and the right learning style to succeed. They need to be careful not to overload themselves and lose motivation. There needs to be more exploration of what works for students.
Chancellor Whitney commented that faculty should think about the best teaching modality for themselves, but also listen to students. She expressed appreciation for the hard work of the students, faculty, and staff.

Professor Wade commented that the next report would be May 20. Professor Razfar said that the group working on the report is gathering slides for the presentation.

Professor Wade commented that there have been discussions about the need to recognize activities that have not always been included in the promotion and tenure process, such as public engagement and serving underrepresented students. USC felt that this item could be removed from the agenda.

12. University Updates.
Professor De Groote reported that UIC is searching for a new provost. An interim has been appointed. 13. OT-142. External Groups with USC Representatives: Discovery Partners Institute Executive Committee (Jeffrey Eric Jenkins, Aria Razfar); Enrollment Management Policy Council (Magic Wade); President’s Executive Leadership Program (Sandra De Groote); Student Mental Health Services Summit Working Group (Cecil Hunt); System-wide Digital Accessibility Policy (Magic Wade); U of I System Going Forward: Excellence Amid COVID-19 Steering Committee (John Dallesasse).
DPI EC: Professor Razfar said that the group has had one meeting, which was similar to the presentation given to USC during the morning session. Professor Jenkins said that the meeting discussion focused on DPI’s business plan and tech development. Professor Stroscio, who is an elected member of the DPI EC, said that the group plans to meet once a month and still needs to elect a chair. The DPI Bylaws indicate that the role of the DPI EC is to advise the Executive Director. Professor Jenkins thought that DPI is now focusing on moving forward in other ways besides addressing the pandemic. He commented that the arts provide so much in the way of jobs and can be social mobility for change.
Excellence Amid COVID-19: Professor Dallesasse discussed the decision process for COVID testing related to summer camps.
PELP: Professor De Groote said that the group has only met online. A decision has not been made as to whether there will be in-person sessions in Chicago and D.C.
