Village of Coal City Village Board met June 9.

Here is the minutes provided by the board:

At 7 p.m., Mayor Terry Halliday called to order the regular meeting of the Coal City Village Board in the boardroom of the Village Hall. Roll call-Trustees Dave Togliatti, Ross Bradley, Dan Greggain, Dave Spesia, Tim Bradley and Sarah Beach. Also in attendance were attorney Mark Heinle, Ryan Hansen from Chamlin Engineering, Police Chief Tom Best and Matt Fritz, village administrator. 

All present recited the pledge of Allegiance. 

The minutes of the May 26, 2021 meeting were presented. Following review, Togliatti moved to approve the minutes as written, second by Spesia. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried. 

The warrant list was presented. Following comments and questions, Greggain moved to approve the warrant list as presented, second by Spesia. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried. 

There was no Public Comment at this meeting. 

Megan Hamann came before the Board to request permission to hold a Block Party on July 3, 2021 from 1:30 p.m.-7:30 p.m. from Trotter Drive to Kate Lane. She is also requesting that the street be closed for safety. Chief Best said she should contact Sgt. Harseim to make those arrangements and that barricades will be placed during the closure. The event is for the residents of that area only. A port-a-let has been rented by a resident. The Board approved the request. 

A request for payment #1 to Chamlin Engineering for the engineering on the water treatment plant expansion through the end of April 2021 was submitted. The amount requested is $157,200. The engineering expenses will be included in the IEPA loan when the project is funded. R. Bradley moved to authorize payment #1 to Chamlin Engineering for $157,200 for work completed through the end of April 2021, second by T. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried. 

An Engineering Agreement between the Village of Coal City and Chamlin Engineering regarding the sanitary treatment facility rehabilitation design project was presented to the Board. A grant request for the ReBUILD Illinois grant was submitted for the sewer treatment plant upgrade of which the village is still waiting for approval of the grant. The Agreement is for engineering services for the Huber room and the blower fans, which need to be repaired/replaced immediately. The Board discussed financing for this project without funding from the grant. The Agreement with Chamlin Engineering will allow engineering to begin immediately and is expected to cost $72,000. R. Bradley moved to authorize Mayor Halliday to enter into a contract with Chamlin Engineering for sanitary treatment facility rehabilitation design, second by Togliatti. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried. 

Mayor Halliday reported on the status of the Energy Bill presently before the Senate in Springfield and if approved will keep the Dresden Nuclear Station in operation. Mayor Halliday announced that he would not be at the June 23rd meeting. He also congratulated the Coal City High School Baseball team on their recent win at Sectionals. 

T. Bradley reported on the Energy Rally held recently in Springfield which was well attended and that he was pleased by the turn out. He reported on the status of the housing rehab project. 

Spesia gave an update on the South Broadway Reconstruction project: 

• Planters have been leveled and filled and need to be watered regularly by the Village American Flags will remain on the light poles until after the 4th of July IDOT punchlist has not been prepared and the final walk-through has not yet been scheduled 

Attorney Heinle gave updates on: 

• Police Bill has still not been signed, and to clarify points of discussion 

1. Body cameras 

2. Obstruction of police officers 

3. Training requirements 

4. Head locks-choke holds 

5. Police departments being allowed to view their own body cameras 

• No update regarding the UP railroad crossing 

• Will not be in attendance at the next Board meeting but a representative will attend in his place Ryan Hansen reported that the street program is being reviewed by IDOT and that the bid letting will take place on June 29th at 10 a.m. in the Village Hall. 

Mike Perry from Chamlin Engineering gave an update on the water treatment plant expansion. Drawings and plans for the project were distributed to the Board. He noted particulars of the drawings and plans: 

• Layout of the old plant and addition to the new plant 

• Brink tanks, aerator 

• New electrical room . 4 additional softeners . Moving road north of building 

• HMO filters-remove radium & corrosive issues 

New well by the end of June on DeWitt next to Fire District 

• Submission to EPA by the end of June 

• Project is on budget and on schedule 

January-March of 2022 before expecting notification from the EPA for the expansion The Board thanked Mr. Perry for the update. 

Mr. Fritz distributed a letter from IDOT regarding the ticket "forgiveness" plan for Illinois Tollway violations. 

At 7:37 p.m. Togliatti moved to adjourn into executive session to discuss personnel per ILCS 5 120/2(c)(1), second by T. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried. 

Following executive session, Greggain moved to provide a letter to the Board of Fire & Police Commissioners regarding the promotion of a sergeant to the Coal City police force, second by T. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried. 

Greggain moved to adjourn the meeting, second by T. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none, Motion carried. The meeting was adjourned at 8:39 p.m.
