City of Vienna City Council Met Aug. 4.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:
ELECTED/APPOINTED OFFICIALS PRESENT: Steve Penrod, Mayor Melissa Hill, Alderman Richard Owen, Alderman Alan Racey, Alderman Angela Moore, Alderman Ron Pitts, Alderman Jim Miller, Police Chief Shane Racey, Superintendent Brent Williams, Fire Chief Aleatha Wright, City Clerk
ELECTED/APPOINTED OFFICIALS ABSENT: Michelle Meyers, Treasurer; Austin Tuey, Alderman
GUESTS: Brian Zeigler; Hayley Ing; Aaron Trover; Jordan McBride; Joseph Emery; Jennifer Jacobsen
There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Pitts made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the July 21, 2021 council meeting minutes, Treasurer's Report (June) and the Warrant ($36,512.13). Alderman Owen seconded the motion. All in favor motion carried.
Alderman Moore made a motion to Authorize and Approve Resolution 21-07, A Resolution to
IDOT requesting a permit for the City of Vienna to construct, occupy, and maintain an 8-inch raw watermain along and under Rt. 146 East. Alderman Hill seconded the motion. All in favor, Motion carried.
Mayor Penrod reviewed the bid cost with council as the scope of the project had increased from the original bid. Alderman Racey made a motion to Authorize and Approve to accept bid from Mott Excavating, LLC for watermain location on Rt 146 East for $40,610.00 (TIF Funds)
Alderman Pitts seconded the motion. All in favor, Motion carried.
Alderman Hill made a motion to Authorize and Approve Resolution 21-08, A Resolution for Participation in the State of Illinois Federal Surplus Property Program. Alderman Owen seconded the motion. All in favor, Motion carried.
Brian Zeigler and Haley Ing with Clarida & Zeigler were both present to discuss the city pursuing a U.S. Department of Agriculture Rural Development grant/loan for cast iron water main replacements throughout town as well as water tank improvements. Zeigler said project costs were estimated to be around 2.3 million dollars and will likely be bid out in 2022 after preliminary engineer reports, design and right-of-ways are obtained.
Alderman Racey made a motion to Authorize and Approve the City of Vienna to apply for a U.S. Department of Agriculture Rural Development grant/loan for watermain/water tank improvements. Alderman Pitts seconded the motion. All in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve Preliminary Engineering fees to Clarida & Zeigler for U.S. Department of Agriculture grant/loan. $20,000.00 (General Funds). Alderman Owen seconded the motion. All in favor, motion carried.
Mayor Penrod updated council that the city was registered for the American Rescue Plan Funds and that the following ordinance was recommended by the Illinois Municipal L to execute federal documents to DCEO (Dept of Commerce and Economic Opportunity).
Alderman Hill made a motion to Authorize and Approve Ordinance 21-06, An Ordinance Pertaining to the Coronavirus Local Fiscal Recovery Fund for the City of Vienna, IL. Alderman Moore seconded the motion. All in favor, motion carried.
Alderman Pitts made a motion to Authorize and Approve for the city to advertise for bids for a rubber track Skid-steer. Alderman Racey seconded the motion. All in favor, motion carried.
PUBLIC COMMENT
Jennifer Jacobsen was present to announce the upcoming Junque Jamboree, Saturday, September 18th. Jacobsen also said she is planning the spring Junque Jamboree with a date of Saturday, April 23, 2022.
Aaron Trover was present to discuss with council his interest opening a business called “In Nature's Hands" within city limits which would offer a variety of hemp wellness products. Trover
would attend the upcoming August 18th meeting with more information.
ELECTED/APPOINTED OFFICIALS
Supt Racey updated council that North 6th Street stop signs would be installed the following week. Racey also updated council on the Jon Simons memorial bench project, as it has been postponed due to rain the week it had been scheduled. Racey said he hoped to start the project soon.
Mayor Penrod said Chief Miller was working on locating abandoned/inoperable cars in town. Penrod also mentioned getting in contact with Southern Five Planning District concerning an upcoming safe route to school grant. Penrod updated council on a standing water issue on Peach Street. It was determined no action would be taken at this time.
As there was no further business to discuss Alderman Pitts made a motion to adjourn the meeting. Alderman Moore seconded the motion. Motion carried.
Mayor Penrod declared the meeting adjourned at 7:15 p.m.
