City of Vienna City Council Met Aug. 18.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:
ELECTED/APPOINTED OFFICIALS PRESENT: Steve Penrod, Mayor Melissa Hill, Alderman

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Owen made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the August 4, 2021 council meeting minutes, Treasurer's Report (July) and the Warrant ($24,988.83). Alderman Hill seconded the motion. All in favor motion carried.
Kathy Poole was present to update council on the Brayden King Memorial Baseball Tourney that had taken place Saturday, August 7, 2021. Poole said a total of $12,000.00 was raised between the tournament and donations and that funds would be used for both Goreville and Vienna ballparks. Poole presented playground equipment she intended to order for the Vienna ballpark, reviewing
location with council. Council approved. Alderman Racey mentioned the city assisting with leveling the area and rock purchase. Alderman Owen added to place item on the next agenda for the city to assist with landscaping/rock. Poole said she contacted JCYL and was approved to hold the tournament the following year June 4-5, 2022.
Aaron Trover was present to continue discussing his desire to open a hemp/vape shop in town. Trover said he was undecided on a location at this time. Mayor Penrod explained the zoning hearing process to Trover concerning the location/zoning regulations. Trover continued to discuss the benefit of hemp products. Trover requested to be placed on the September 1st agenda.
Mayor Penrod discussed a water plant telemetry project that was required for the city to have the water tower inspected. Penrod said that on behalf of the city, Clarida & Zeigler would apply for financial assistance through an Ameren Illinois program which could cover 80% of the pump and motor costs.
Alderman Pitts made a motion to Authorize and Approve the City of Vienna to proceed with the water plant telemetry project. Alderman Moore seconded the motion. All in favor, Motion carried.
Alderman Hill made a motion to Authorize and Approve the city to split costs with VGS, VHS, and JCYL for the repair/repainting of field #2 scoreboard in the amount of $125.00, additionally the city would pay the full invoice of $500.00 to Goddard's and be reimbursed by the other organizations. Alderman Moore seconded the motion. All in favor, motion carried.
Penrod noted he was contacted by a Pepsi representative in regards of funding a new scoreboard in exchange of Pepsi products being sold at the ballpark concessions.
Alderman Racey made a motion to Authorize and Approve a change order amending the 08-04 21 approval of bid from Mott Excavating, LLC for watermain location on Rt 146 East, from $40,610.00 to $45,338.00. Alderman Pitts seconded the motion. All in favor, motion carried.
Alderman Owen made a motion to Authorize and Approve a Hedging Agreement by and between Utility Gas Management and the City of Vienna, Illinois, a Project Participation in the PEFA, Inc. Gas Prepayment Transaction. Alderman Tuey seconded the motion. All in favor, motion carried.
PUBLIC COMMENT
Jennifer Jacobsen thanked Supt. Racey for assisting with installation of antique store signs at the city park,
ELECTED/APPOINTED OFFICIALS
Wright announced that the fall city cleanup was scheduled for Monday, October 18th. Wright said she had advertised for skid steer bids through August 27, 2021. Bids would be opened at the next scheduled council meeting.
Police Chief Miller said probation workers had stained the depot building at the city park.
Fire Chief Williams said ninety cases of canned water was donated to the fire department by Anheuser Busch. Williams said they would distribute cans to other local departments. Williams said the department was working on putting together a memorial walk around the square fort the twentieth anniversary of 9/11, honoring the 343 firefighters that lost their lives.
Alisa Sowers, Depot, said an estimated 800 runners were signed up for the 50/100 mile run to take place in November.
Alderman Owen also commented on the 50/100 mile run concerning parking and the city providing fruit and bottled water to runners.
Alderman Moore said the parade policy provided by the Jo. Co. Elks would be finished this week. Moore also questioned the status of trenches at the ballpark.
Mayor Penrod said he had received a call concerning the Industrial Park needing mowed. Alderman Racey said per the recent Jo. Co. 2000 meeting, it would be taken care of. Penrod mentioned the ribbon cutting for KF Meats being a success, also announcing an upcoming ribbon cutting ceremony for the Art Gallery to take place Saturday, August 28th at noon.
Penrod said vandalism had taken place at the city park new restroom facility as two soap dispensers were stolen from the men's restroom.
Penrod said he was contacted by a resident concerning a sewer issue on Hess Street where the resident currently ties in. Supt. Racey was working on locating the sewer line on Sixth Street for the resident to alternately tie in. Penrod said the city may have to hire a company to assist with locating the lines.
Penrod said the city had received the first installment of the American Rescue Plan Funds. Southern Five Planning District informed the city they could manage the funds and reports for a $2,000.00 fee. The city was undecided at this time.
Penrod said he had received a letter from Cape Electric Supply concerning a program to install charging stations for electric cars in Vienna. Council had brief discussion of possible locations. Penrod said he would get more information.
As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Tuey seconded the motion. Motion carried.
Mayor Penrod declared the meeting adjourned at 7:25 p.m.
