Village of Diamond Village Board met Sept. 14.

Here are the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioner’s present were Mark Adair, Dean Johnson, Jeff Kasher and Dave Warner. Face masks along with social distancing was required.

Approval of 08-24-2021 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 08/24/2021 minutes and place on file. Ayes-Johnson, Kasher, Kernc, Warner. Abstain: Adair; Motion Carried.

Approval of September 14, 2021, Bill List

MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to approve the September 12, 2021, bill list and place on file. All Ayes: Motion Carried.

August 2021 Treasurer’s Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the August 2021 Treasurer’s Report. All Ayes: Motion Carried.

New Business

Approve Larry Grachan Public Works Change of Status/Employee Rate Increase Mayor Kernc stated a consensus was received at the August 24, 2021, meeting and it needs formal approval. MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to Approve Larry Grachan, Public Works Change of Status/ Employee Rate Increase. All Ayes: Motion Carried.

Old Business

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc presented the Will County Report. Nothing out of the ordinary is reported. Kernc stated she reviews the Grundy County Sheriff’s Report which has a lot of activity but nothing major to report.

Azavar Government Solutions Quarterly Report

Mayor Kernc presented the report. There has been recovery of small amounts which add up.

Engineer Updates

Village Engineer Mike Perry stated a public hearing regarding both the project Summary and Preliminary Environmental Impacts Determination for IEPA Loan Project is moving forward. Midland States Bank project is moving forward. The sludge removal bid is having more interested parties to submit bids than anticipated. The bid submittal date is being extended; therefore, Perry will have the bid submittal information at the October board meeting. Perry added, because of permitting schedules, the scope of work will not be scheduled for this fall, it will be 2022. The scope of the service can be completed in one part or divided into 2 parts. Perry presented information regarding Overton Road. There are several concepts to get this road properly located as a village roadway. Perry discussed the options and the board stated to move forward with reaching out to each owner asking for 50ft of property. This would allow a village right of way and roadway. Therefore, by doing this, it would give public access to the properties located behind and adjacent to the old EZ Living property. Consensus was given to move forward to reach out to the current owners.

Public Works Department Updates

Acting Public Works Supervisor Jim Dunning stated unground directional boring on Berta Road for a service line will take place on Thursday. Dunning discussed the cost difference of copper line vs. poly pipe. The board would like to use the poly. Dunning stated a shut off valve will be installed on the water line which allow work on the watermain without interrupting a larger amount of residents water service. There is an issue with sediment in the water at a home on Will Road. This dwelling is on the smaller service line which is a dead-end line. Public Works will extend the water line and tie the dwelling onto the 8-inch line. Dunning stated the gate has been installed at the WWTP and remaining fence will be installed tomorrow.

Clerk Updates

Village Clerk Lori Holmes stated a leak was detected at a dwelling at 20 N Daly St. during the water meter reads. The owner was contacted, and he found a leak in the crawl. A credit for sewer will be placed on the September 28, 2021, agenda. Holmes discussed a complaint was received of individuals dumping their lawn waste into the detention pond on the Morris Hospital property. A smart message was sent to homeowners in the surrounding area. The Grundy County Sheriff’s Department was contacted by an individual who saw someone dumping into the detention pond. The Sheriff’s Department located the address of that individual. Mayor Kernc contacted the individual regarding the issue. Kernc also spoke with Morris Hospital and they will be placing a no trespassing, no dumping sign on the property.

Commissioner Kasher went with Acting Public Works Supervisor Jim Dunning to follow up on a complaint regarding concrete work completed by the Public Works Department. Kasher stated the steps which they will take to solve the issues however, if it is unsuccessful, the concrete work will be torn out and redone.
