City of Vienna City Council met Nov. 3.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Steve Penrod, Mayor Melissa Hill, Alderman Angela Moore, Alderman Richard Owen, Alderman Austin Tuey, Alderman Alan Racey, Alderman Ron Pitts, Alderman Shane Racey, Superintendent Aleatha Wright, City Clerk Jim Miller, Police Chief Brent Williams, Fire Chief

ELECTED/APPOINTED OFFICIALS ABSENT: Michelle Meyers, Treasurer

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the October 20, 2021 council meeting minutes, the Warrant ($20,796.06). Alderman Tuey seconded the motion. All in favor motion carried.

Hill made a motion to Authorize and Approve a 14 page advertisement for the City of Vienna in the 2022 Southern Illinois Scout magazine ($225.00 Tourism Fund). Alderman Tuey seconded the motion. All in favor motion carried.

Alderman Hill made a motion to Authorize and Approve Holiday ham/turkeys for the City of Vienna employees. Alderman Racey seconded the motion. All in favor, motion carried.

PUBLIC COMMENT - None

ELECTED/APPOINTED OFFICIALS Wright updated council that the city's auditor received an extension on the audit and would look to attend a meeting in the near future to review the 2021 fiscal year audit with council.

Supt Racey and Mayor Penrod both commented on the water tower inspection that took place earlier in the week that involved the tower being drained and refilled. Penrod thanked public works for their efforts. Racey said there was no structural issues found but the water tank would eventually need to be sandblasted and painted inside and out. Brief discussion was had on ideas for possible water tower murals.

Police Chief Miller said he had issued a last notice for removal of inoperable vehicles on North 4th Street.

Phil Morris was present as he would be filling in for Sowers at the Depot to assist with the annual upcoming 50/100 mile run, Saturday, November 13th. Morris updated council the he had placed the order through Miles Brothers for water and fruit and would work through the weekend keeping the Depot building open for runners. Morris also mentioned the annual meal put on by the Masons to take place at Vienna High School commons area Friday evening, November 12th. Morris also said there would be an additional run on Sunday, November 14th, following the 50/100 mile run.

Alderman Moore and Pitts updated council per their recent meeting of reviewing the city's current nuisance ordinance in comparison with the City of Anna's weed and garbage/debris ordinances. Council discussed possibly adopting Anna's ordinance completely. Many changes discussed included fines paid through city hall, utility shut-off for unpaid fines, incorporating fines for trash cans left at the curb, and details on abatement. Wright would contact city attorney and discussion would resume at the next scheduled meeting.

Alderman Tuey thanked Supt. Racey for setting up barricades for Halloween trick or treating. Tuey said it was a successful Halloween night. Tuey also said he received a complaint on odors from the sewer treatment plant.

Mayor Penrod said the city engineer was working on obtaining easements concerning relocation of utilities for the upcoming project on 146 East.

As there was no further business to discuss Alderman Pitts made a motion to adjourn the meeting. Alderman Owen seconded the motion. Motion carried.

Mayor Penrod declared the meeting adjourned at 7:40 p.m.
