Coal City Community Unit School District #1 Board Study Session of the Whole met Jan. 26.

Here are the minutes provided by the board:

Roll Call.

President Miller called the Study Session meeting to order at 6:00 p.m. in the Coal City Community Unit School District #1 District Office Boardroom. In attendance were Board members Robert Bianchetta, Mary Gill, Shawn Hamilton, Quint Harmon, and Ken Miller. Also, in attendance were Superintendent Kent Bugg, CSBO Jason Smith, Director of Special Populations Luke Krippel, Director of Curriculum and Instruction Tammy Elledge, Principal Christopher Spencer, and Board Secretary LaWanda Gagliardo. Board member Chuck Lander arrived at 6:04 p.m., and Board member Steve Rogers was absent. President Miller led the Board and others present in reciting the Pledge of Allegiance.

Discussion on Grundy County Board of Review Decisions

In accordance with the past practice of the school district, the Board of Education authorized Whitt Law to intervene on behalf of the school district on two tax objections requesting a reduction in assessment of over $100,000. Dr. Bugg received the Board of Review’s Notice of Final Decisions and provided the Board with an update on those decisions.

Discussion on GE Hitachi Hearing

Dr. Bugg provided an update on the January 6 Grundy County Board of Review hearing regarding the property tax assessment of the GE-Hitachi facility. The assessed value of the GE-Hitachi property almost doubled to $6,131,868, but the valuation is significantly lower than the attorney’s hoped. Dr. Bugg and the Board agrees that filing an appeal with PTAB would be the next best step. The Board will discuss the matter further at the February Board meeting.

Discussion on Property Tax Negotiations with Exelon

Dr. Bugg provided an update on the status of property tax negotiations with Exelon in regards to the Dresden Nuclear Power Station. FY22 is the last year in the current tax agreement with Dresden. Dr. Bugg is still in negotiations with Exelon Reps, and feels the talks are going well. Dr. Bugg will provide the Board with an update at the February Board meeting.

Discussion on Recent Changes to COVID19 Exclusion Guidance

Mr. Kripple provided information on the most recent changes to the CDC/IDPH COVID exclusion guidance for PreK-12 schools.

Discussion on FY23 School Calendar

Mr. Spencer provided a draft of the FY23 school calendar, which was developed to align with the GAVC calendar as much as possible. The Union has also provided input into the development of this calendar. GAVC will vote on their calendar this week, and Mr. Spencer will present a final FY23 calendar for action to the Board at the February Board meeting.

Discussion on Prioritized Capital Projects for FY23

CSBO Jason Smith discussed capital projects that are priority for FY23. Mr. Smith discussed the second phase of the Facility Assessment Plan, and how projects have been reprioritized. Some of the mechanical projects include: the second phase of HVAC units at the ECC, flooring at the Middle School, asphalt projects throughout the district, along with a few others. Mr. Smith also discussed going out for bid for the mechanical project and that action will take place at the February Board meeting.

Finance Reports

Bank statements, monthly revenue, expenditure summary reports, check reconciliation report, and cleared check report for December were enclosed for review. Detailed reports were available in the Business Office for review prior to the meeting. The Treasurer’s report, investment report, and lunch report for December were also enclosed for review.

Closed Session

At 6:48 p.m. a motion made by Mr. Lander and seconded by Mr. Harmon to go into closed session for the purpose of considering information regarding the appointment, employment, compensation, discipline, performance, dismissal of specific employees, and collective bargaining matters.
