Village of Minooka Planning & Zoning Commission met Feb. 8.

CALL TO ORDER 

Meeting was called to order by Chairman Dan Friant at 6:00 PM

PLEDGE OF ALLEGIANCE 

ROLL CALL 

Present: Chairman Dan Friant, Commissioners Mike Clemmons, Bruce Miller, Bob White and Dan Wittenkeller

Absent: Commissioners Mark Skwarczynski and Bob Wilson

Also Present: Village Administrator Dan Duffy, Village Attorney Michael Santschi, Village Engineer Sean Kelly, and Deputy Clerk Jessica Harvey

CHANGES TO MEETING AGENDA 

Per Village Attorney recommendation, motion was made by Commissioner Clemmons to Strike 7B from the Agenda. Commissioner Wittenkeller seconds.

Ayes: Clemmons, Miller, White, Wittenkeller

Nays: None

Abstain: None

Absent: Skwarczynski, Wilson

Motion carried. 

REVIEW OF PREVIOUS PLANNING & ZONING COMMISSION MEETING MINUTES Motion was made by Commissioner White to approve the January 11, 2022 Planning and Zoning Commission Meeting Minutes. Commissioner Miller seconds.

Ayes: Miller, White, Wittenkeller

Nays: None

Abstain: Clemmons

Absent: Skwarczynski, Wilson

Motion carried. 

BRIEFING ON VILLAGE UPCOMING AGENDA ITEMS 

Village Administrator Duffy spoke to the Commission about two large upcoming projects anticipated to be reviewed at the March or April meeting. On Holt Road the Conor Project could bring in a 1.2 million square foot logistical spec building with utility component and Molto with a recommendation to rezone two small parcels into their blueprint.

OLD BUSINESS 

Continuation of Public Hearing discussing 2021-4 to rezone land from Grundy County Agriculture to Village of Minooka M2 “Manufacturing District on certain property located at the northwest corner of Grainger Way and Minooka Road (Unlimited Carriers – Helland Site) 

Motion was made by Commissioner Clemmons to reconvene the Public Hearing at 6:09 PM. Commissioner White seconds.

Ayes: Clemmons, Miller, White, Wittenkeller

Nays: None

Abstain: None

Absent: Skwarczynski, Wilson

Motion carried. 

The Joliet Herald News, Morris Herald News and Kendall County Record had published a notice on December 23, 2021 and surrounding properties were also notified via mail as reflected in the January 11, 2022 Planning & Zoning Commission Meeting Minutes.

Village Attorney Mike Santschi stated on a preliminary note that the documents included in agenda item 7B that were previously stricken were for a concept plan and was included in the packet for informational purposes for the Commission’s review. It is anticipated to be part of an annexation agreement. Documents indicate the Village and the applicant’s intentions for preparing the preliminary and final subdivision plats moving forward. It was recommended to be stricken from the Agenda as there was no independent action to be taken on it.

Unlimited Carrier representatives were sworn in by Chairman Friant during the Public Hearing.

Administrator Duffy gave an overview stating Unlimited Carriers, a logistics company currently operating in 48 states, is under contract to purchase 90 acres commonly known as the Helland parcel (PIN: 03-03-200-009). Applicant is seeking to rezone farmland currently zoned Agriculture to M2. Subject to rezoning, applicant anticipates developing property into the headquarters for Unlimited Carriers, Inc. Staff recommends Case 2021-4 to rezone land from Grundy County Agriculture to Village of Minooka M2.

Village Engineer Sean Kelly stated developer responded to all items missing. All documents have been received to review this concept plan for the proposed use and he finds it meets all the Village requirements for rezoning the use of this site.

Petitioner George Banakis reiterates Minooka would be the home of the new headquarters for Unlimited Carriers, Inc. They plan to build a cross-dock warehouse with office space and truck maintenance facility with total investment now close to $50,000,000.00. It would employ approximately 150 employees consisting of 60 administrative staff, 60 warehouse, and 30 mechanics, half being new hires. Development would be consistent with what is in the surrounding area.

Administrator Duffy noted on the revised layout that the buildings were shifted with detention on the corner of the property due to floodplain issues.

Developer will heavily landscape to provide a buffer to neighboring residential property.

No other questions from the Commissioners or public were received.

Motion was made by Commissioner Miller to close the Public Hearing at 6:28 PM. Commissioner Wittenkeller seconds.

Absent: Skwarczynski, Wilson

Motion carried. 

NEW BUSINESS 

Consideration of Case 2021-4 to rezone land from Grundy County Agriculture to Village of Minooka M2 “Manufacturing District on certain property located at the northwest corner of Grainger Way and Minooka Road (Unlimited Carriers – Helland Site) 

Based upon the evidence presented and the reasons set forth in the Planning and Zoning Meeting and recommendation sheets, motion was made by Commissioner White to recommend to the Village Board the approval of Case 2021-4 to rezone land from Grundy County Agriculture to Village of Minooka M2, specifically per site plan dated 2/22/2022 contingent upon engineering and legal review. Commissioner Wittenkeller seconds.

Ayes: Clemmons, Miller, White, Wittenkeller

Nays: None

Abstain: None

Absent: Skwarczynski, Wilson

Motion carried. 

AS APPROPRIATE 

Administrator Duffy anticipates if all documentation is received for notices regarding the previously mentioned upcoming Agenda items, there will be a March meeting.

ADJOURNMENT 

Motion was made by Commissioner Clemmons to adjourn the Planning and Zoning Commission meeting at 6:33 PM. Commissioner Miller seconds.

Motion carries with all ayes.
