City of Vienna City Council met March 2.

Here are the minutes provided by the council;:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Steve Penrod, Mayor Angela Moore, Alderman Richard Owen, Alderman Austin Tuey, Alderman Alan Racey, Alderman Ron Pitts, Alderman Shane Racey, Superintendent Brent Williams, Fire Chief Aleatha Wright, City Clerk

ELECTED/APPOINTED OFFICIALS ABSENT: Melissa Hill, Alderman Jim Miller, Police Chief Michelle Meyers, Treasurer

GUESTS None

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the February 16, 2022 council meeting minutes and the Warrant ($20,681.11). Alderman Moore seconded the motion. All in favor motion carried.

Alderman Pitts made a motion to Authorize and Approve sponsorship for Arrowleaf 10k/5k & fun run to take place Saturday, April 2, 2022. Silver sponsor-($125.00/Community Funds). The motion was seconded by Alderman Owen. All in favor motion carried.

Wright discussed project plans to submit to Southern Five for an AARP Challenge grant. Wright said the project would focus on revamping the play area at the southwest end of the park for instllation of ADA compliant playground equipment and surfacing. Wright said the grant was 100% but asked council to consider financially assisting if the city was approved but not awarded the full amount requested.

Alderman Pitts made a motion to Authorize and Approve $5,000.00 (General Funds) towards an AARP Challenge grant project. Alderman Tuey seconded the motion. All in favor, motion carried.

Mayor Penrod reviewed a New Home Development Program application with council submitted by developer, John Tanner, to construct a new home at the location of 506 North 5th Street. Penrod said he had previously met with Supt. Racey, Tim Elliot (Zoning Board), and the developer to review plans and zoning setbacks. All were approved.

Alderman Moore made a motion to Authorize and Approve the application and agreement submitted by developer, John Tanner, for participation in the New Home Development Program. Alderman Tuey seconded the motion. All in favor, motion carried.

Mayor Penrod presented several options for review of welcome signs, to be placed inside the roundabout that will be constructed at the intersection of Hwy 146/Redbud Road and Old Metropolis Road, for the upcoming IDOT project. Penrod said he would obtain estimates from T Ham sign company, located in Marion for fabrication. Penrod mentioned contacting the VHS shop class for assistance on lettering for the sign.

ELECTED/APPOINTED OFFICIALS

Wright informed council that the city auditor would be present at the next meeting for review of the fiscal year 2021 audit. Wright also said the workers compensation insurance audit was recently completed.

Wright said the citywide spring cleanup was scheduled for Monday, April 25th. Residents that have city trash service can place bulk items curbside for pickup. Wright also said she was working with the city's utility billing company on setting up email billing.

Supt Racey said during a water leak repair on Main/5th Street a gas line was discovered that also needed repaired. Racey discussed possibly using motor fuel tax funds for the concrete cost of the repair.

Fire Chief Williams said he had received a verbal quote on rear tires for engine #7 for $3,200.00 and was waiting for a few more quotes.

Mayor Penrod thanked Chief Miller for having community service workers pick up trash at the I 24 interstate ramp as well as installing a third surveillance camera at the city park outside of the new restrooms. Penrod also said Miller was getting a start on enforcing the new nuisance ordinance to clean up properties. Alderman Moore made mention of a property in her ward that needed to be inspected.

Alderman Moore commented on the Fall Fest and parade, mentioning setting date at the next meeting.

Alderman Racey mentioned increasing wages for city park maintenance workers. Council discussed. The item would be placed on the next meeting agenda for action.

Alderman Racey presented several pictures from a property on 6th street that poses a safety concern. Council reviewed and discussed the condition of the property. Penrod said had contacted the home owner. Penrod also mentioned several other dilapidated homes. Penrod said the city attorney was contacted for information on the process of condemning homes.

Penrod mentioned Alderman Owen and Tuey attending the recent zoom emergency preparedness management tabletop exercise through Southern Seven held at the Johnson County ambulance service. The city looks to implement an emergency plan based off the county plan.

Penrod said the city has yet to receive its $100,000.00 grant reimbursement from IDNR (Illinois Department of Natural Resources) for the completed park amphitheater/restroom project. Penrod said after several attempts to contact IDNR, he reached out to Senator Dale Fowler and State Representative Patrick Windhorst to assist.

As there was no further business to discuss, Alderman Pitts made a motion to adjourn, Seconded by Alderman Tuey.

Mayor Penrod declared the meeting adjourned at 7:37 p.m.
