City of Highland Industrial Development Commission met March 2.

Call to Order:
The meeting of the Industrial Development Commission was called to order at 12:02 PM by Chairman Jim Meridith.
Roll Call:
Members present: Chairman Jim Meridith, Vice-Chairman Diane Korte-Lindsey, Marshall Rinderer, Josh Kloss and Treasurer Jon Greve
Also present: Mayor Kevin B. Hemann, City Manager Chris Conrad, Economic Development Coordinator Mallord Hubbard, Director of Chamber of Commerce Hillarie Holzinger, SIUE Intern Gretchen Arnold and Recording Secretary Jackie Heimburger.
Approval of Minutes:
Marshal Rinderer made a motion to approve the minutes of the January 5, 2022, Regular Session meeting of the Industrial Development Commission; seconded by Josh Kloss. All members voted aye; none voted no; the motion carried.
Reports:
Treasurer’s Report – Jon Greve
Jon reported, the balance in the IDC account at First Mid Bank as of December 31, 2022, was $56,544.93 There was one transaction for $500.00. Jon stated there is still an outstanding obligation once it is invoiced of $3624.82 towards the “Welcome” billboard. Diane Korte-Lindsey made a motion to approve the treasurer’s report; seconded by Marshall Rinderer All members voted aye; none voted no; the motion carried.
Update on Highland Communication Services – Mallord Hubbard
City Manager, Conrad reported on Director Imming’s behalf stating Highland Communications has 2639 current customers. Since December 1, 2021 they have lost 11 customers; 7 moved, 1 passed and 3 went to a competitor. They also had four new installs last week and two new installs scheduled for this week. Highland Communication is also starting to see some Charter Communication customers moving to Highland Communication Services.
Chris also reported that part of the budget includes using some of the ARPA funds to finish some of the next phases needed for Highland Communication Services Chris stated they are hoping to start construction for the last three phases in in the summer.
New Business – Chris Conrad:
Chris reported Faith Country Side Homes has entered into the next phase of bankruptcy and a judge hiring of an auctioneer for the property. We have had a couple companies doing their due diligence on the structure since that has happened. Chris stated this took place a couple weeks ago.
Dow Jones informed the City that approximately on March 10th, 2022 it will be the last day of operation printing at the wall street journal locally. Chris stated they do not currently have plans on the building.
Discussion on Commercial & Single Family Building Permits Report:
Mallord reported on behalf of a request of an Industrial Development Commission member, I have provided a summary of Commercial & Single Family Home permits issued for the years 2020 and 2021.
Diane asked about the rentals.
Mallord informed Diane that rental numbers are rental inspections every time someone moves out and then moves in..

Marshall Rinderer made a motion to adjourn; seconded by Josh Kloss All members voted aye; none voted no. The motion carried and the meeting adjourned at 12:29 PM.
