There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Mayor Penrod noted that the warrant included costs for emergency roof repairs at the water plant totaling $5,700.00.
Alderman Pitts made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the March 16, 2022 council meeting minutes and the warrant ($52,620.58). Alderman Racey seconded the motion. All in favor motion carried.
Kathy Poole was present to announce dates of the Brayden King Memorial baseball tournament for June 11-12th. Poole said there were thirteen teams currently signed up. Games would start at 8 a.m. on June 11th, with tournament games on the 12th. The city agreed to provide porta potties for the event. Poole added there would be concessions, raffles and other activities.
Mayor Penrod expressed appreciation for work performed by Sean Whitnel, Owen Whitnel, and Max Hook rebuilding the pitching mound on the high school boy's baseball field.
Alderman Moore made a motion to Authorize and Approve Tax Increment Financing Redevelopment Agreement between the City of Vienna and SIL Properties, LLC Alderman Owen seconded the motion. All in favor, motion carried.
Alderman Racey made a motion to Authorize and Approve Resolution 22-02, A Resolution Authorizing an Agreement with SIL Properties, LLC for Redevelopment of Property Utilizing Tax Increment Financing located at 209 North 1st Street. Alderman Pitts seconded the motion. All in favor, motion carried.
Alderman Moore made a motion to employ David Craig for part time mowing maintenance. Alderman Tuey seconded the motion. All in favor, motion carried.
Mayor Penrod said he contacted Aaron Hale, with Modern Woodmen, concerning sponsorship for the Fourth of July fireworks display. Penrod said Modern Woodmen will be sponsoring the city in the amount of $7,500.00. Penrod and council expressed appreciation. Penrod said that Aaron Hale was looking to also provide helicopter rides during the event. Wright added that Jamie Simmons agreed to DJ the Fourth of July event.
Alderman Tuey made a motion to Authorize and Approve Starfire Corporation quote of $13,500.00 (Tourism Funds) and DJ costs of $250.00 (Community Funds) for the July Fourth event, scheduled for Saturday, July 2nd. Alderman Moore second the motion. All in favor, motion carried.
Fire Chief Williams also thanked Modern Woodmen for a $2,500.00 match to the fire department auxiliary's recent gun raffle.
Mayor Penrod discussed final details of the city welcome sign and the roundabout design for the upcoming Hwy 146 East project. Penrod said he received a quote for the welcome sign from T. Ham signs for $13,900.00. The city could also opt to have the VHS shop class fabricate the sign and have the lettering done by T.Ham signs. Council also discussed the roundabout and were in agreement on brown colored concrete with a rock option in the center for minimal upkeep.
Council discussed setting a fall fest date as the annual carnival would not be part of the event this year. After discussion, the council was in consent to keep the first Saturday in October for the parade/fall fest date. Alderman Hill mentioned Eagle House ministries would be hosting the annual Run for Hope 5k event the Friday evening before.
Phil Morris was present to give an update on the 2022, 50/100 mile run. Morris said he contacted the race director, on behalf of the city, to request a $5.00 parking fee be added to each registered runner. Morris said around 300 runners were already signed up.
PUBLIC COMMENT Jennifer Jacobsen was present to announce the date of the fall Junque Jamboree for September 17th Jacobsen said the farmers market event she is coordinating on the city square, will be the third Saturday of May through August instead of the second.
ELECTED/APPOINTED OFFICIALS
Wright announced Arrowleaf's "Child Prevention month Walk around the Johnson County Courthouse” scheduled for Friday, April 29th from 9:00 a.m. to 9:00 p.m. Wright said Arrowleaf requested Mayor Penrod to read a Proclamation at the event.
Supt. Racey mentioned the upcoming Hwy 146 East project concerning boring under the highway to relocate a water line and water meter. Racey said the city would need to coordinate with Acee's Food & Fuel, as their water line would also need to be relocated.
Alderman Owen said he was in the process of working on an emergency plan for the city. Owen said Harris, city administrative assistant, was gathering information for a contact list of current officials and department heads.
Alderman Moore expressed appreciation for all the generous donations received for the community easter egg hunt, scheduled for Saturday, April 16th at the city park.
Alderman Racey commented on Mayor Penrod speaking at a recent Business and Community Leader event at V.H.S.
Mayor Penrod said he contacted Trico Roofing for a quote on the fire department roof repair receiving a quote of $16,000.00 to coat the entire roof. Council discussed alternative options for repair.
Penrod said the city library was in need of updated computers. Penrod reviewed a quote from Hi Tech Computers, that included five refurbished Dell computers and printer. The quote would be placed on the next agenda for approval.
Penrod reviewed a memorandum from the city attorney on the process of demolition/condemning dilapidated homes. Council had discussion.
Penrod said he was informed that the Hodge's buildings on West Vine were for sale. Penrod also mentioned Wildfire's restaurant had announced they were closing.
As there was no further business to discuss, Alderman Owen made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod declared the meeting adjourned at 7:32 p.m.
