The April 20, 2022 Board of Health Meeting was called to order at 6:30 PM with the pledge of the flag. Also attending were: Michelle Pruim; Public Health Administrator, Megan Black; Director of Office Management, Kathryn Harrison; Director of Nursing, Laura Wells; Director of Environmental Health, Darcy Jasien; Director of Behavioral Health and Tania Schwer; Director of Senior Programs.

V. Health Department Operations Report

Administration: We currently have two nursing vacancies; one full-time Public Health Nurse position and one part-time Psychiatric Nurse position. Additional vacancies that are available are for the Care Coordinator position, the Information and Assistance position and the Safety and Emergency Response Coordinator position. Interested candidates should apply online through our county website. The county continues to move forward with allotting a portion of the American Rescue Plan Act funding for a county building that the Health Department is intended to occupy. Michelle participated in a meeting with county leadership to move forward to speak about space for programmatic and site needs. There was an update provided by the Illinois Department on Aging during a meeting that discussed recruitment and retention funding for our senior programs division staff. There has been brainstorming on how best to use these funds to recruit new employees and ways to retain our current employees. Also, there was discussion on alleviating needs within the Health Department by additional support for administrative duties, compliance and surveyors to allow the leadership team to focus on programmatic and supervisory responsibilities. We are continuing vaccination efforts with mass vaccination clinics, as needed. Within the last month, we've had two mass vaccination clinics with approximately 100 residents vaccinated per clinic. We are fortunate for the opportunity to staff our mass vaccination clinics with temporary nurses and volunteers.

Nursing: The division filled the vacant part-time Public Health Nurse vacancy on April 11, 2022. The new employee will assist with immunizations, communicable disease and lead case management. On Friday April 22, 2022 we will have a COVID-19 booster clinics from 9am-12pm at the Administration Building. The division has received an increase in phone calls regarding the second booster shot for COVID-19. It was discussed that, per the Center for Disease and Control, the primary age to receive your second Pfizer or Moderna COVID-19 booster shot is fifty years old and above. Currently, the Johnson and Johnson second booster isn't approved. Interested residents who are seeking their second booster who received Johnson and Johnson previously, should receive a second booster for Moderna or Pfizer.

Environmental Health: The Environmental Health division remains fully staffed. They are currently looking for an Environmental Health Intern to assist with West Nile Virus services during mosquito season. The mosquito season runs from May to October. The division is offering a larvicide class on April 26 for interested local municipalities. The division will also be holding a Food Management class on May 10 for interested employees in the food industry who would like to obtain their certificate. In June, the division will have their Local Health Protection Grant program review.

Behavioral Health: Many changes continue to happen on a federal, state and local level for the implication of the Mental Health Crisis Response program. Darcy Jasien, Behavioral Health Director and Michelle Pruim, Public Health Administrator have reached out to local entites and are attending meetings in regards to what the federal, state and local implications may look like for our public health department. We've learned that one of our main priorities working with the new program is to be utilized as a, 'warm hand-off. A warm hand-off is when residents utilize our services for behavioral health following their crisis that has taken place at locations identified as 'living rooms'. The living rooms are apart of the crisis model where residents can go if they are in a crisis, however are not a danger to themselves or others around them. New intervention efforts have been considered for local teens and young-adults. We've recently received an endowment from the community foundation that allows our therapists to travel to schools and provide therapy on-site to students. Since the endowment has started, we've provided services to twenty-six students and have worked with them for approximately 100 service hours.

Senior Programs: Temporary Medicaid Changes were made to respond to the COVID-19 pandemic and Public Health Emergency. The Families First Coronavirus Response Act (FFRCA), signed into law March 2020, provided states with an increase in the amount of federal funding contributed to their Medicaid programs provided they agreed to certain requirements surrounding Medicaid eligibility and enrollment. In exchange for accepting the extra federal dollars, FFRCA prohibited states from disenrolling anyone from their Medicaid programs (with limited exceptions). This continuous coverage provision included in the FFCRA is not indefinite and will end with the public health emergency. IDoA has shared we will have 12 months to evaluate the eligibility of everyone in a Medicaid program. The Senior Division is preparing for the upcoming changes so that Seniors continue to receive the supports and services they need without disruption.
