Principals Jennifer Kenney and Travis Johnson will be in attendance to recognize Middle School and High School State Track qualifiers.

The following people have asked to address the Board regarding health care services: Jessica Opyd, Matt Melvin and Marianne Melvin.

2. A thank you was received from Grundy County Economic Development, thanking the Board of Education for their partnership in keeping the Dresden Nuclear Power Station open.

Month-in-Review:

• We have been celebrating the end of the school year with the ABC Countdown! Each day has a different theme and we have had “BINGO Day,” “Pajama Day,” “Outside Day,” “Visit another Classroom Day,” and “Watercolor Day,” etc. The students especially love “New Name Day” where they can choose a new name for the entire day!

• For the first time in two years, we will be celebrating Field Day again at the ECC. On Tuesday, May 31st, students will enjoy time outside with all sorts of fun activities including bounce houses and popsicles! Parents will also be at the building volunteering and playing with the students. It is always a fun way to end the school year!

• On June 1st, we will say goodbye to our 1st graders and send them off to CCES! The 1st grade students had an opportunity to visit 2nd grade on the afternoon of May 25th. The students were able to walk through a few classrooms and enjoy a popsicle while playing on the new playground!

Recognition:

• Thank you to Emily Nolan, our new school nurse! She has stepped into the role of keeping our little ones healthy and safe and done an amazing job! She is an asset to our team as she works very well with staff and enjoys the students when they visit her office.

• Congratulations to Amy Aichele on her retirement when the school year ends on June 2nd! Her absence will leave HUGE shoes to fill. We wish her nothing but the best in her next adventure.

• Congratulations to Kara Claypool as she will soon deliver her third baby and next year take on the most important job a person can have - Mom!! Enjoy these years with your littles as they go in the blink of an eye.

• Best of Luck to Kari Lukancic as she will leave us at the end of the school year as well. She has been an awesome member of our team the past two years during the most difficult of school years. We wish her the best of luck in whatever the future holds.

B. ELEMENTARY SCHOOL REPORT

CCES Happenings and Recognitions:

● We are continuing our ABC countdown. We only have a few days left such as ‘T’hank a School Staff Member Day, ‘V’isit Another Classroom Day (when our students are participating in their step-up days).

● Our end of year Carnival takes place on June 1st. We have a lot of exciting activities for the students. It is going to be so much fun.

● Congratulations to Katie Sobin and her husband, Derek. They welcome a baby girl, Marley Marie Sobin, on Monday, May 16th. Mom and baby are doing well.

● I want to thank the Coal City Police Department and the Coal City Fire Department for assisting our 2nd grade students on their walk to Lyons Park this month. This community is so amazing!!

● I would also like to thank Tracy Carlson and Amanda Davidson for helping me navigate the end-of-year requirements. They keep me on track and make sure I don’t forget anything. The entire administrative team has been so supportive this year and I really appreciate everyone’s help as I transitioned to the Elementary School.

Previous Month in Review:

• We celebrated Teacher Appreciation Week the first week of May. I am very grateful for and proud of the time my staff puts in beyond their contractual work day. They volunteer for our special events. All staff were treated to breakfast, lunch, an ice cream smorgasbord, walking tacos, and a Coal City umbrella.

• On May 2nd we practiced an Evacuation Drill.

• The 5th grade Beginning Band had their Spring Concert on May 3rd. They did a fantastic job and have made so much progress.

• Our 4th graders went to CCMS on May 4th to hear the Jazz Band and Concert Band perform. Mrs. Bontrager also explained each instrument and had a band student play a short solo so the 4th graders could hear what each instrument sounds like in order to get them excited for Beginning Band next year.

• Mrs. Vignocchi organized a Book Fair the week of May 9th.

• The 4th grade students watched the Growing Up video and had a discussion on May 13th.

• On May 16th each 4th grader was able to try playing a couple of band instruments during music class in order to get them excited for Beginning Band next year. Mrs. Bontrager hosted a parent meeting later that evening to provide families more information about signing up for band.

• During the week of May 16th, Mrs. Vignocchi walked each class to the Coal City Public Library during their scheduled library time, so the students could hear about the summer reading program offered by the public library.

• On May 18th, 19th and 20th CCIS held “Muffins with Me” from 7:30-8:30 a.m. Our students were able to bring 2 guests to enjoy some time together while they ate their muffins. Milk and coffee were also served. This was a free event that the students and their guests really enjoyed!

• The 5th Grade Music Concert was held on May 19th at CCHS. The students had so much fun singing the songs they chose to perform under the direction of Mrs. Bajt.

• On May 24th Mrs. Bontager gave our 5th and 6th grade band students the opportunity to perform one more time in a recital held at CCMS. The students who participated are listed in the Student Recognition section below.

• The 3rd grade students came to CCIS on May 25th for Step Up Day. Our 4th grade Student Council members helped out by giving the 3rd graders a guided tour of the building and sharing what they love about CCIS.

• We had our 5th grade cookout and water balloon fight during lunch/recess on May 25th.

• CCIS Girls Candyland Dance was held on May 25th from 6:00-7:30 p.m. We had 176 people attend. The decorations were amazing as were the girls’ dance moves along with their special guests. We had many compliments on the event.

• On May 26th the 5th grade students visited CCMS for Step-Up Day. They also ate lunch there.

• CCIS Boys Candyland Dance was held on May 26th from 6:00-7:30 p.m. We had 174 people attend. The decorations were still amazing, and boys and their special guests had a lot of fun.

• During ASAP (After School Assistance Program) students receive homework help from 3:00-4:00 three days a week from Mrs. Cowherd or Mrs. Rink. We ended the school year with 18 students in ASAP; eleven in 4th grade and seven in 5th grade.

Student Recognition:

• We are so proud of the following 5th grade band students who performed a solo or a duet at the CCMS Band Recital: Owen Burla, Penny D'Arcy, Milania Lowe, Nina Olson, Kendall Shute, and Reagan Stupak.

• I want to recognize the following CCHS Coalers with Character students, who helped at the CCIS dances: Ethan Scrogham, Nolan Berger, Ashton Harvey, Kylee Kennell, Lilly Fiesley, Wyatt Wickiser, Ava Houston and D’Arcy Ness.

• CCMS had multiple Fine Arts performances in the months of April/May to showcase and highlight the skills of our students both vocally and instrumentally.

• On April 28, the 7th Grade Chorus held their spring concert.

• On May 17, the 8th Grade Chorus performed their spring concert.

• Congratulations to both Choruses and to Mrs. McDowell on their performances.

• On May 3 and 5, Lynnae Bontrager and the CCMS Bands held their concerts in the CCHS Auditorium. All of the bands (5th Grade, 6th Grade, 7/8 Concert Band, Jazz Band) did an outstanding job and would like to commend Lynnae on the job she has done this year with the band program and the improvement her students have shown since the beginning of the school year.

• CCMS students participated in the Spring Aimsweb Benchmark Testing the week of May 2 – 6 to see what type of progress they have made in their reading and math skills.

• On May 14, CCMS Track and Field had an outstanding weekend at the IESA Watseka 3A Sectional. The Warriors qualified 16 athletes to the IESA State Finals on May 20 and 21 in East Peoria, IL.

• On April 28, the Guardian Angel of Will County Erin’s Law, sexual abuse and positive relationships.

• On May 13, CCMS 8th graders held their 8th Grade Celebration Dance. The dance theme was Carnival Night and the students had a great night of food and fun. Thanks to the CCMS 8th Grade parents who helped with the planning of this end of year event.

• On May 18, the following 7th grade students earned a day of learning by shadowing a Grundy County government official tomorrow:

• On May19, CCMS held their final BLT Meeting of the school year to look at interventions, data and make plans for the 2017-18 school year.

• CCMS held 5th Grade Step Up day on May 26. 5th grade students came to CCMS and were able to eat lunch, meet with Office Staff and get a guided tour from our new WEB Leaders during their time in the building.

• On May 26, 8th Grade went to Six Flags Great America for their class trip.

E. HIGH SCHOOL REPORT

Month in Review:

• May 2nd – 6th was Teacher Appreciation Week. We held a few games and enjoyed some treats. Thank you to our truly amazing teachers for all that you do to make CCHS a great place to be!

• May 2nd – 3rd, we conducted our Spring Benchmark testing through Aimsweb. The team will utilize this data to determine intervention help for the upcoming school year.

• May 2–12 was AP testing at CCHS. Over 150 AP tests were taken this year by our students. A special thank you to Allison Peterson and Erin Dransfeldt for proctoring the 11 exams.

• May 16-18, Mr. Leman hosted JJC and their annual ALEKS testing at CCHS. This testing helps our students to earn JJC credit for their dual credit math courses.

• On May 15th, we held our high school graduation ceremony. Thank you to all that were a part of this special occasion as we sent 151 students off on their next journey.

F. SPECIAL POPULATIONS REPORT

Director Krippel reported:

Coaler Academy Update:

Michelle Painter will be in attendance at the June Board meeting to provide the school board with an update on Coaler Academy along with Mr. Krippel. Since the beginning of the program, Coaler Academy has evolved to serve numerous students with various needs. The move to Coal City High School has also been very beneficial to the students of the district as it allows for hybrid scheduling and the ability to serve more students. Mrs. Painter and Mrs. Manietta have been instrumental in the success of the program and deserve the highest recognition for their daily efforts.

Preschool for All (PFA) Monitoring Evaluation:

Because our district receives the Preschool for All (PFA) grant, the Illinois State Board of Education requires a monitoring visit each year. This year’s visits took place on April 11th and April 13th. The attachments below provide our scores based on five categories. Our program scored highest in the “program structure” with a combined score of 6.67 out of a possible 7 points. The area in which the program needs some improvement is the “space and furnishings” category where we received a combined score of 4.57. The feedback provided by the state indicated that not all the furniture within the classroom was appropriate for preschool students. For example, some of the chairs were too large and did not allow students’ feet to touch the ground. This will be the focus of our improvement plan that will be submitted to the state and then implemented for the 2022-2023 school year. PFA funds will be used to purchase additional or more appropriate furniture if necessary.

Request For Proposals - Before and After School Child Care Provider: The district has received proposals from Step-by-Step Child Care Center and the local YMCA. The proposals will be reviewed by the Director of Special Populations and Board Member Mary Gill. The RFP’s are attached for the board’s review below.

Talented and Gifted Plan (TAG):

The TAG team completed their evaluation and amendment process of the TAG plan. The updated plan will include the following changes:

● The TAG program previously included grades 3-8. After meeting with the team numerous times, the consensus was that it is more appropriate to begin the program in grade 4. The main reason for not including grade 3 is because students do not take a standardized test (IAR) until the end of grade 3. Without a standardized score, accurately determining TAG students is challenging and ultimately unreliable.

● Students who qualify for the TAG program in grade 4 will remain in the TAG program in grade 5 as well. All students will then be reevaluated for the program prior to entering grade 6 at the middle school. Previously, students were reevaluated each year for the TAG program. This change provides more stability to the program and more importantly, gives students an extended opportunity to be exposed to the TAG program.

● Adjustments were made to the evaluation criteria used to identify TAG students. Overall, more weight was given to standardized assessments such as the IAR. Aimsweb assessments for math and reading will continue to be used but composite scores will be used rather than percentiles in the past. This will further narrow the students who receive points on the TAG matrix which will provide more accurate identification of students. The draft of the TAG plan is available below:

G. CURRICULUM REPORT

Director Elledge reported:

Professional Development

Departments and buildings have had an opportunity to suggest ideas for professional learning for next year. We will formulate our plan for professional learning after the board strategic session has been held so we’ll have an opportunity to incorporate all ideas before setting our plan.

Spring Testing

Standardized testing has concluded for the year. We have raw preliminary scores from the IAR. We will have scores for PSAT and SAT this Friday. We will not have clean data until mid-summer or comparison data until the Fall.

For the first time in a couple of years Summative Designations will be reinstated for each of our school buildings. As a reminder there are 4 labels possible: Exemplary, Commendable, Targeted and Comprehensive. Our middle school and high school were last designated as commendable and our smaller buildings were all exemplary. What each of those designations mean is shown below:

*Exemplary – Schools performing in the top 10 percent of schools statewide with no underperforming student groups.

*Commendable – A school that has no underperforming student groups, a graduation rate greater than 67 percent, and whose performance is not in the top 10 percent of schools statewide.

*Targeted – A school in which one or more student groups is performing at or below the level of the “all students” group in the lowest performing 5 percent of schools.

*Comprehensive – A school that is in the lowest-performing 5 percent of schools in Illinois and any high school with a graduation rate of 67 percent or less.

Department News

We will begin summer curriculum work this Friday. Nearly all departments will be working at least the first week of June to improve their assessments. As always, a huge thanks goes out to the department leaders that lead this process during the summer. Improvement would be impossible without their leadership.

H. SUPERINTENDENT’S REPORT

Mr. Spencer reported:

1. At the April 6, 2022 Board meeting, the Board authorized the Superintendent to employ personnel as needed due to current candidate shortage. The following will be employed for the 2022 – 2023 school year, pending satisfactory completion of all state requirements:

Certified Staff:

Richard Taylor – Science Teacher the High School – Mr. Taylor will replace Mr. Welzen who is resigning at the conclusion of the 2021 – 2022 school year.

Transfers:

Tricia Hall – 8th Grade ELA Teacher at the Middle School – Ms. Hall is transferring to the Intermediate School as the 5th Grade Teacher. Ms. Hall is replacing Ms. Bormet who is transferring to the 2nd Grade Teacher position at the Elementary School.

Moree Harney – Assistant Secretary at the Intermediate School – Ms. Harney will transfer to a full-time Classroom Aide for 5th Grade for the 2022 – 2023 school year.

I. GRUNDY AREA VOCATIONAL CENTER REPORT

Mr. Lander reported:

1. Director Copes reported that GAVC will begin a process for choosing architectural services.

2. FY23 student enrollments remain at a historical high. All staffing needs for FY23 have been addressed.

3. The FY23 budget process is still in progress. Member districts will see an increase in costs due to the impact of the new collective bargaining agreement and the impact of a larger student enrollment. More information will be shared at the June Board meeting.

4. Approved Brian Wright as the new Building Trades instructor.

5. Approved Roger Nelson as the Welding Classroom Assistant.

6. Accepted the resignations of Mike Ringa (Part-Time Fire Science Instructor) and Mary Lopez (Building Trades Teaching Assistant).

7. Approved R. Craig Ortiz as the FY23 BOC chairperson and the FY23 meeting dates as presented.

8. Approved the posting of the part-time Fire Science Instructor position.

A. DISCUSSION/ACTION ON REQUEST FOR PROPOSALS FOR BEFORE AND AFTER SCHOOL CHILD CARE PROVIDER SERVICES

In 2014 – 2015, the Board implemented a before and after school child care program for grades K - 5. A request for proposal for the 2022 – 2023, 2023 – 2024, and 2024 – 2025 school years was available on the district website. Proposals from Step-by-Step and YMCA were opened on May 26, 2022.

The Board of Education needs to establish the fiscal year of the district and the meeting dates for the fiscal year. Since January 2013, the regular Board meetings have been held on the first Wednesday of each month and the Board Study Session of the Whole meetings have been held on the last Wednesday each month. The Board previously stated that Board meetings should not be held on holidays.

C. DISCUSSION ON FY23 KINDERGARTEN ENROLLMENT

At the April 27 Board Study Session, the Board discussed possibly adding a 7th section at the Early Childhood Center for Kindergarten based on enrollment numbers. Mr. Spencer will provide the Board with an update on Kindergarten enrollment numbers and discuss possibly adding a another section at the Early Childhood Center.

D. DISCUSSION ON FY23 BOARD STRATEGIC PLANNING PROCESS

PRESS Plus provides suggested policy updates to district policies through a password protected online site dedicated to the board’s policy manual. The annual subscription will start July 1, 2022 through June 30, 2023.

It also offers reduced fee for-service programs such as executive searches, policy services, in-district and regional workshops, and the annual conference.

E. DISCUSSION/ACTION ON APPROVAL OF LEASE FOR COPIER EQUIPMENT WITH PROVEN IT

CSBO Jason Smith is recommending entering into a 4-year agreement with Proven IT for the lease of Toshiba copier equipment. Proven IT has been providing copiers for the district for the last 4-years and has provided quality service. They offer Toshiba equipment as a price savings alternative which is being recommended for Board consideration.

CSBO Jason Smith has made a recommendation to enter into an amended lease agreement with American Capital for the lease of new equipment. This amended agreement would cancel the current lease eliminating the $68,758.96 payment, and create a new lease of three annual payments of $82,854.69 per year.

H. DISCUSSION/ACTION ON THE MEMO OF UNDERSTANDING BETWEEN THE COAL CITY COMMUNITY UNIT SCHOOL DISTRICT #1 BOARD OF EDUCATION AND THE COAL CITY COMMUNITY EDUCATION ASSOCIATION/IEA/NEA

This Memorandum of Understanding aligns the Retirement Incentive language of the current Collective Bargaining Agreement (CBA) with current State statute regarding retirement under the Teacher Retirement System (TRS). Specifically, there is no longer a requirement of at least 35 years of creditable service with TRS to avoid a TRS penalty to the school district.
