Village of Coal City Village Board met April 27.

Here are the minutes provided by the board:

At 7:04 p.m. in the boardroom of the Village Hall, Mayor Terry Halliday called to order the regular meeting of the Coal City Village Board. Roll call-Trustees Dave Togliatti, Ross Bradley, Dan Greggain, Dave Spesia, Tim Bradley and Sarah Beach. Also in attendance were attorney Mark Heinle, Police Chief Chris Harseim, Ryan Hansen from Chamlin and Associates and Matt Fritz, village administrator.

All present recited the Pledge of Allegiance.

The minutes of the April 13, 2022 meeting were presented. Togliatti moved to approve the minutes as written, second by T. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

The warrant list for the April 27th meeting were presented. R. Bradley moved to approve the warrants as presented, second by Greggain. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

There was no Public Comment at this meeting.

Clerk Noffsinger swore in the two new Police Officers, Brandon Larson and Connor Goron. Chief Harseim presented each of them with their official badges. Mayor Halliday and the Board welcomed the new officers to the force. The police department and the Fire & Police Board of Commissioners were thanked for their speedy efforts in obtaining a Police Academy position for Officer Goron and the lateral hiring of Officer Larson.

Resolution 22-09 designating a portion of South Carbon Hill Road as "Megan Bugg Way" was presented to the Board. The section named in her honor will run from the Coal City High School north to the BNSF Railroad crossing. Mayor Halliday read the accolades and awards presented to Megan during her short 20 years and her loss to the community. Spesia moved to adopt Resolution 22-09 designating a portion of South Carbon Hill Road as an Honorary Roadway-Megan Bugg Way, second by Beach. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried. Her parents, Dr. Kent and Debbie Bugg were in attendance and presented with a copy of the street sign noting "Megan Bugg Way" Dr. Bugg thanked the Board for this humbling gesture of recognition.

Ordinance 22-05, adopting the FY23 Annual Budget was presented to the Board. A Finance Committee meeting was held prior to tonight's meeting for a final review before adoption. Mr. Fritz gave a brief summary of the budget. T. Bradley moved to adopt Ordinance 22-05 adopting the Fiscal Year 2023 Budget, second by Spesia. Roll call Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

Ordinance 22-06 authorizing the issuance of bonds for the WWTP modernization project was reviewed by the Board. Mr. Fritz stated that prior to this meeting, the Finance Committee determined that the actual cost of the project would be closer to $2.3 million, still less than the not-to-exceed amount of $4 million as stipulated in the ordinance. A $5 monthly surcharge will be added to each resident user's bill to be used for debt payment. May 25th is the date for the final cost of debt and details with the Bond Council. This Ordinance is one of the steps in the process in obtaining Alt Rev Bonds. R. Bradley moved to adopt Ordinance 22-06 authorizing the issuance of up to $4 million in Alternate Revenue Bonds for the sanitary modernization project, second by T. Bradley. Roll call Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried,

Mayor Halliday.noted that the left turn lane at the intersection of Broadway and Division Streets is presently closed for construction on the southwest corner. He thanked the Board for the memorial road name in honor of Megan Bugg.

Beach announced that the CBA (Coaler Business Alliance) is sponsoring a "May is for Momma's" event and raffle. She encouraged everyone to shop local and enter the raffle with purchase.

T. Bradley congratulated Clerk Pamela Noffsinger on her recent retirement from the position of Village Collector. He wished Trustee Dave Spesia a Happy Birthday. Bradley also announced that he as well as Trustee Spesia will not be available for the next Board meeting on May 11th,

Spesia requested a Street & Alley Committee meeting on Monday, May 2nd at 5 p.m.

Greggain thanked Chief Harseim, and the Fire & Police Board of Commissioners for their assistance in obtaining the two new officers sworn in at tonight's meeting.

Attorney Heinle stated that in light of the honorary road designation tonight, he will research and present a criteria for and if any other requests are every submitted.

Chief Harseim distributed flyers regarding the Grundy County Law Enforcement Managers Association Memorial Service to be held at Chapin Park in Morris, Illinois at 10

May 19th. The key note speaker is Sheriff Ken Briley. He encouraged attendance. He then thanked Sgt. Logan and Sgt. Clark for their hard work in orchestrating the hiring of the two new officers.

Mr. Fritz stated that the Sulfur Springs Gleaners are interested in participating in a tree planting event in the Village on either May 14th or May 21st. He invited everyone in possession of a shovel to attend and assist with the project. He also stated that May 14th is the Village's annual garage sales. He asked Trustee Beach to report on the Meadow Estates Park survey.

Trustee Beach stated that several residents attended the last Park Board meeting to express their opinions regarding the future park in Meadow Estates Subdivision. The surveys were reviewed and the consensus is in favor of a playground. She stated that the opinions and feedback were well taken.

T. Bradley moved to adjourn the meeting, second by Greggain. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried and the meeting was adjourned at 7:31. p.m.
