University of Illinois System Senate Committee on Student Discipline met April 11.

Here are the minutes provided by the committee:

Present: Carolyn Beck, Arne Fliflet, David Forsyth, Pat Gill, Merinda Hensley, Marius Junge, Yuan-Xiang Pan, Hannah Thomas, Patrobas Wafula, Ashley Winters, and Rony Die (ex officio)

Staff: Eric Gorecki, Debra Imel, Abisola Smith, Robert Wilczynski, and Mariah Young

Absent: Meghan Burke, Darin Eastburn, Anushya Iyer, Alison Green, Zackary Landers, January Boten, and Justin Brown

1. Call to Order

A regular meeting of the Senate Committee on Student Discipline was called to order at 3:22 p.m. with Chair Pat Gill presiding.

2. Approval of Minutes

The minutes of the March 28, 2022, meeting were approved as distributed by roll call vote. Forsyth motioned to accept the minutes, Beck seconded.

Yes: Beck, Fliflet, Forsyth, Gill, Hensley, Junge, Pan, Wafula and Winters

No: None

Abstain: Thomas

3. Public Comment

No requests received.

4. Chair’s Remarks

Chair Gill and Die had no opening remarks.

5. Old Business

a. Spring 2022 Subcommittee Selection

Die introduced the list candidates to be offered a membership with the Subcommittees on Student Conduct (see attachment 1). An offer was made and accepted by a student member currently on the Undergraduate Subcommittee to move to the Sexual Misconduct Committee. Each member will participate in a robust training prior to participating in a hearing. Die proposed to accept the candidates listed. Junge motioned to approve the list. Pan seconded.

b. Academic Integrity Procedure – Draft Changes

Die asked if further discussion was needed (see attachment 2). Forsyth motioned to approve the changes. Winters seconded.

No: None

6. New Business

a. Procedural Change for Hearings from in-person to on-line.

Wilczynski proposed procedural change from in-person hearings to online hearings (see attachment 3).

Junge expressed concern for participants that may not have proper equipment to participate on-line. Winters commented that it may be difficult for student with disabilities to participate online. Wilczynski remarked that accommodations would be made. Wafula and Forsyth requested grammatical changes. A vote was taken on proposed revisions to proposal. Forsyth motioned to accept revisions. Gill seconded.

Proposal to accept procedural change with revisions (see attachment 4). Gill motioned to approve. Beck seconded. (Forsyth left at 4:11 and did not participate in vote.)

b. Sanctioning for failure to follow Fire Safety Protocol

Gorecki proposed the addition of sanctioning guidance for failure to exit a building during a fire alarm (see attachment 5). There is currently no sanctioning guidance. Gorecki remarked several occurrences happen each semester where students do not comply with the protocol of exiting the building during an active fire drill (while the alarm is still sounding). Junge and Gill inquired about sanctioning for false alarms. Imel commented that non-compliance incidents would be investigated. Hensley motioned to accept the sanctioning guidance. Gill seconded. (Beck left at 4:19 and did not participate in vote.)
