Village of Diamond Village Board met Sept. 13.

Here are the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa Kernc presiding. Upon roll call Commissioners present were Mark Adair, Dean Johnson, Jeff Kasher, Dave Warner.

Approval of 8-23-2022 Minutes 

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the 08/23/2022 regular meeting minutes and place on file. Ayes: Adair, Johnson Kasher, Kernc. Abstain: Warner; Motion Carried. 

Approval of September 13, 2022, Bill List 

MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve the September 13, 2022, bill list and place on file. All Ayes: Motion Carried.

Approval of the August 2022 Treasurer’s Report 

MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to approve the August 2022 Treasurer’s Report and place on file. All Ayes: Motion Carried.

New Business 

Knights of Columbus Tootsie Roll Drive September 16,17,18, 2022 

Mayor Kernc presented the date for the annual drive. There is no longer a Proclamation for the annual drive. MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to approve the dates for the Knights of Columbus Tootsie Roll Drive September 16,17, 18 2022. All Ayes: Motion Carried. 

Mack and Associates Fiscal 2022 Audit Presentation 

Mayor Kernc welcomed Lauri Pope from Mack and Associates. Pope stated the audit process was seamless and the village has a good collaboration within the departments. Pope thanked Village Treasurer Wendy Herbert and the staff at the village for providing all necessary documents needed. Pope highlighted the report to the board. Pope was happy to report which again was another clean unmodified opinion. The village is very transparent. Everything looks good. MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to accept the report and place on file All Ayes: Motion Carried. 

Approve purchase of John Deere Gator HPX615E, with (JD M665 Mowers $1,000.00 trade-in),  total purchase price $14,625 which includes delivery 

Mayor Kernc stated this was discussed at the previous meeting which now needs official approval. Commissioner Kasher stated the delivery will be March/April of 2023. MOTION was made by

Commissioner Kasher, SECOND by Commissioner Adair to approve purchase of John Deere Gator HPX615E, with (JD M665 Mowers $1,000.00 trade-in), total purchase price $14,625 which includes delivery. All Ayes: Motion Carried. 

Public Works Dig Depth Policy 

Mayor Kernc is concerned with the dig she oversaw on Will Road and Girot Lane for a watermain leak. She is concerned with the safety of the employees since she viewed the walls collapsing during the dig. She would like a dig depth policy in place. Commissioner Warner asked if it would be in the best interest to purchase a trench box and the cost of one. Public Works Supervisor Jim Dunning stated, on this dig, a trench box would not work due to the “T” intersection. Dunning started there is one other area in the village which the main is located deep. Most of the main is located at a depth of 4-41/2 feet. Commissioner Johnson is concerned with the training which would be involved if the village owned a trench box. Having another company who is experienced with utilizing a trench box etc. would be in the best interest for the village. The times which would require a trench box does not justify the purchase of one. Commissioner Kasher stated he doesn’t agree with Mayor Kernc. He trusts the decision making of the Public Works Supervisor. He should be the person to make the call whether a trench box would be needed. Kasher spoke with the employee who was in the hole when the walls started to give way and he didn’t feel it was a life-or-death situation. Kasher doesn’t want to see the public works department on a dig and then get into a specific depth and decide to stop due to the depth. He would like to give the discretion to the Supervisor to make the determination to stop and call out a company to continue the dig if necessary. Kasher stated there are different soils, sizes of the digs, etc. which will factor into the need to call out assistance. Commissioner Warner agreed with Kasher. Warner researched what the OSHA requirement is when trench box is required, and it is 5 feet. After further discussion, decision was made that a dig of 5 feet or deeper and/or if conditions warrant at a lesser depth, then the public works supervisor will call out a company to complete the dig and/or repair. A procedure will be placed in the public works procedure manual. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher if the public works department dig depth of 5 feet or deeper and/or if conditions warrant at a lesser depth, then the public works supervisor will call out a company to complete the dig and/or repair. All Ayes: Motion Carried. 

Old Business 

Grundy and Will County Sheriff’s Monthly Update 

The Will County Sheriff's Office report was presented. Increase of calls however, nothing out of the ordinary.

Engineer Updates 

No Report

Public Works Department Updates 

Public Works Supervisor Jim Dunning stated the raw pumps are in with the exception of the one. The old pumps will be retained for emergencies. All but 7 of the clam shells on light poles on the north side of IL 113 have been completed. A new door for shop has been ordered since it is a special order due to the size. The bucket truck will be IDOT tested next month. The public works department will be completing maintenance on the plows etc. to prepare for the upcoming winter over the next month.

Commissioner Johnson inquired the date of the village’s e-waste day. Village Clerk Holmes stated it was Saturday, September 17, 2022, from 8:00am-Noon. Holmes stated a smart message will be broadcasted regarding the event day.
