V. Health Department Operations Report

1. Action: Health Department Operations Report

Michelle Pruim, Public Health Administrator, updated the present Board of Health Members with Administrative operations. The Grundy County Health Department has the following vacancies: Information & Assistance Specialist, Public Health Nurse (Behavioral Health, Part-Time and Nursing, Full-Time). County Leadership and Health Department Leadership have completed the programmatic assessment portion for building space to be used by the Health Department. With the completion of the programmatic assessment portion, there has been transition from working with the architectural firm, Kluber Architects + Engineers, to working with the construction company, Leopardo Companies. There will soon be information from Leopardo Companies on the floor plan, estimated cost and timeline for the new county facility. After the plans are delivered, they will be presented to the County Board at the next meeting. A flow chart from the Center for Disease Control (CDC) was outlined about what public health does collectively to help society. Local agencies; Morris Lions Club, Big Brothers Big Sisters, and the Community Nutrition Network (CNN) were discussed on how our health department is collaborating with these agencies. We plan to provide assessments related to reading ability for all ages with the Morris Lions Club, we plan to help outreach mentoring and referral processes for bigs and littles apart of the Big Brothers Big Sisters program, and we plan to work with CNN, who delivers meals to homebound residents and has spear-headed a community effort for senior citizens to be provided a discounted meal at select restaurants. Michelle and Tania Schwer, Director of Senior Programs, presented Health Department information to the County Board earlier in April of these efforts. Also present at the County Board to discuss collaboration efforts between the Health Department and other agencies were Grundy County Sheriff, Ken Briley and Regional Superintendent of Schools, Chris Mehochko. With the collaboration efforts, further goals to focus on prevention strategies and leveraging early intervention to avoid crisis will continue for the goals of maintaining a resilient community.

Kathryn Harrison, Director of Nursing, updated the present Board of Health Members with Nursing operations. The Illinois Department of Public Health (IDPH) issued a press release throughout the state and midwest region that indicates an increase in group A Streptococcus (Strep) infection. The release was to remind members of the public, two vaccines that may help prevent the infection are the Influenza vaccine and the Varicella vaccine. If you or a loved one experience a sudden onset of a fever, swollen lymph nodes or sore throat, it's encouraged to be checked by a primary care physician, as soon as possible. The state has updated local entities on changes relating to the Children's Health Insurance Program (CHIP) and the Vaccines for Children (VFC) program. The CHIP program will be discontinued throughout the state, however, all children that were covered under the program will migrate to the VFC program. There are hopes that the merge will provide parents more locations of provider's who carry vaccines covered under that state VFC program.

Laura Wells, Director of Environmental Health, updated the present Board of Health Members with Environmental Health operations. The division is fully staffed and has been carrying out environmental health duties as usual. The division wrapped up their annual permit season by collecting all permit balances at the end of February. Laura stated that increased efforts were placed on sending reminder emails and calling businesses to make sure they pay each fee on time to alleviate the chance of having to pay a late fee, passed March 1st, 2023. Laura has been working with Illinois Department of Public Health (IDPH) to undertake more responsibility within their division for the Safe Water Act Program, to ensure safe drinking water for the public. There was discussion on different types of transient non community water systems and non-transient non community water systems. Transient non community water supplies may include campgrounds, gas stations and restaurants while non-transient non community water supplies may include factories, hospitals, schools and office buildings. The division has taken on approximately twelve new water systems to assist with the program. Staff members from the division will be completing virtual training next week to continue the Food and Drug Administration (FDA) Retail Food Standards Program. These trainings will allow staff members to adhere to recommendations set forth by the FDA's Retail Food Standards Program and will allow them to be mentors for neighboring Health Departments. This opportunity also allows for grant dollars to be awarded to our health department, as the program is designed to meet grant deliverables. The division started the retail food program training in 2018 as standard one affiliates and they are now working on completing standard two.

Darcy Jasien, Director of Behavioral Health, updated the present Board of Health Members with Behavioral Health operations. Darcy and selected staff members have been interviewing candidates for the vacant psychiatric provider position. They've interviewed a potential candidate, in hopes to hire on, too alleviate a provider gap for clients. In efforts to prevent violence and to build a resilient community, collaboration with outside agencies have continued to grow. The demand for traditional therapy services have continued to increase, especially within the child and adolescent programs.

Tania Schwer, Director of Senior Programs, updated the present Board of Health Members with Senior Program operations. In regards to AgeGuide counseling grants, Tania continues to learn about the grant deliverables and how to best services seniors citizens within the community. There have been many collaborative conversations amongst the leadership team on how to best address the grant. Agenda Item: New Position/Job Description: Senior Programs - Counselor is the result of the conversations that address standards set forth by Age Guide and the Illinois Department on Aging (IDOA). To prepare for the kick-off of Older Americans Months and the Senior Expo, efforts made from the Senior Programs division and outside agencies continues. The event is for seniors, hosted by seniors. They've reached out to previous donors and volunteers to help on Expo Day to boost participation. If you know of anyone who would like to volunteer for the Senior Expo Event, please reach out to Tania Schwer. The Senior Expo will be from 9:00am-12:00pm on Wednesday, May 31st, 2023.
