Village of Diamond Village Board of Commission met March 28.

Here are the minutes provided by the commission:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 28th of March 2023.

The scheduled meeting of the Diamond Village Board was held on Tuesday, March 28, 2023, at 6:00 p.m. with Mayor Teresa Kernc presiding. Upon roll call Commissioners present were Dean Johnson and Jeff Kasher. Absent: Mark Adair and Dave Warner.

Approval of 03-14-2023 Minutes

MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve the 03/14/2023 regular meeting minutes and place on file. All Ayes: Motion Carried.

Approval of March 28, 2023, Bill List

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the March 28, 2023, bill list and place on file. All Ayes: Motion Carried.

New Business

Approval of Resident Grachan Permission to Remove Parkway Tree

Mayor Kernc stated this item was given consensus at the March 14, 2023, meeting and needs official approval. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve Grachan to remove parkway tree in front of his home. All Ayes: Motion Carried.

Flock Camera-Will Road and Route 113

Mayor Kernc stated this item will be passed. She is still having issues with IDOT for the installation of the camera. Kernc added that she has submitted a safety grant for the installation of 4 additional flock cameras and a radar speed sign. If approved, additional cameras would be installed at Berta Road, Frontage Road and 2 at Will Road. This would enable the capture of vehicles east and west bound on Illinois Route 113.

Approve Proclamation, Proclaiming May 31, 2023, as Grundy County Historical Society Day Mayor Kernc stated May 31, 2023, is the 100th anniversary of the Grundy County Historical Society and in recognition of this historical day, proclaim it as Grundy County Historical Society Day. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve the proclamation proclaiming May 31, 2023, as Grundy County Historical Society Day. All Ayes: Motion Carried.

ComEd Grant for Energy Saving Light Fixtures for Village Hall

Mayor Kernc stated Nicholas Skokna from Twin Supplies reached out to her regarding the grant. Skokna prepares the grant, which was approved. The new lighting has been installed in the village hall and in the building at 1752 E. Division St. The cost to the village was $1,400.00.

Approve Bob McGuinn Removal of Trees in the amount of $9.500.00

Mayor Kernc stated the total has changed from $9,500.00 to $10,000.00 due to additional trees and trimming being added to the list. Kernc stated Public Works Supervisor Jim Dunning, McGuinn and herself determined the 8 trees which need to be removed as well as many others which require trimming for safety reasons. Commissioner Kasher inquired if the village should receive an additional quote for comparison purposes. Kernc stated, based on the discount McGuinn gave, the rate is very competitive. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve Bob McGuinn for the Removal and Trimming of Trees in the amount of $10,000.00. All Ayres: Motion Carried.

2023 Village Asphalt/Sidewalk/ADA Project

Mayor Kernc stated the village has identified streets where the pavement is failing and needs to be asphalted. Kernc distributed a map of highlighted streets. She would like to install ADA ramps at the corner of those streets so they will be compliant. Kernc would like approval to allow Chamlin and Associates to prepare the bid for this project. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve Chamlin and Associates to prepare the bid process for the 2023 Village Asphalt/Sidewalk/Ada Project. All Ayes: Motion Carried.

2024 Fiscal Budget Review

Mayor Kernc and Village Treasurer Wendy Herbert prepared the fiscal budget. The budget is an accurate budget which includes the grants and the partnership with Jewel on the Will Road project. Herbert will move forward with the budget process.

Kernc informed the board on April 12 from 4pm-6pm, she will be hosting an informative meeting for those property owners on Will Road to discuss the STP3 project and any impact which may occur to their property.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated nothing out of the ordinary to report. Kernc stated she spoke with Grundy County Sheriff’s Department, and they stated they have utilized the flock cameras on many occasions, and they are a valuable tool for law enforcement.

Public Works Department Updates

Public Works Department Supervisor Jim Dunning stated the generators will be serviced next week by Rush. The batteries need replacement. Commissioner Kasher stated it would be cost effective if the village purchases new batteries for the generators instead of Rush purchasing them. Dunning added, the sewer doors have a bad mechanism in them and Wunderlich Doors will be out to fix it. Cold patching is scheduled this week when the warmer temperatures are predicted. The village trucks are getting undercoated, and the new grapple bucket is on the skid steer.

Clerk Updates

Village Clerk Lori Holmes stated a homeowner who is past due in payments and their water was to be interrupted cannot be shut off due to a b-box issue. B-box is in the concrete driveway and concrete must to cut in order for the shut off. Public Works Supervisor Dunning stated that the project would entail cutting concrete and then repaving it. This type of project would need to take place in warmer months. A lien is being placed onto the account.

MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to enter closed session at 6:40 p.m. All Ayes: Motion Carried.

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to enter open session with no action taken at 6:55 p.m. All Ayes: Motion Carried.

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to release the following closed session minutes: February 10, 2015, May 18, 2018, April 12, 2022, July 12, 2022, and February 14, 2023. All Ayes: Motion Carried.
