City of Vienna City Council met April 5.

The City Council of the City of Vienna met in regular session, Wednesday, April 5, 2023 at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the March 15, 2023 council meeting minutes and the Warrant ($28,970.73). Alderman Tuey seconded the motion. All in favor, motion carried.

Jennifer Jacobsen was present to discuss details of the upcoming Junque Jamboree, Saturday, April 22. Jacobsen requested approval to schedule the fall Junque Jamboree for Saturday, September 16, 2023. Council gave consent.

Alderman Tuey made a motion to approve the employment of Debbie Kerley for the Depot Coordinator position. Alderman Moore seconded the motion. All in favor, motion carried. Debbie Kerley was present to thank council for the opportunity.

Alderman Pitts made a motion to Authorize and Approve scoreboard installation costs at the city ballpark, $2,000 (General Funds). Alderman Hill seconded the motion. All in favor, motion carried.

Council discussed the Johnson County Fall Fest budget. Alderman Racey made a motion to Authorize and Approve $2,500.00. Alderman Pitts seconded the motion. All in favor, motion carried. Wright noted that costs would be split between community, tourism, and general funds.

PUBLIC COMMENT

Dewayne Anderson was present to express complaints to the mayor and council.

ELECTED/APPOINTED OFFICIALS

Wright said that Massac Memorial Hospital would be providing a mobile healthcare unit at the city park every Tuesday 9:00-3:30 p.m. beginning Tuesday, April 18th.

City Supt, Racey commented on increasing turn on fees for meter shut-offs for non-payment due to monthly repeat offenders. Racey also discussed the conditions of old bathrooms at the city park. Council members said they would inspect the bathrooms.

Fire Chief Williams said he obtained bids for tire for the department's brush truck. The lowest state bid was received from Heartland Ag at $831.32.

Alderman Owen said he would be purchasing a thundercloud plum tree to plant at the city park near a memorial monument marker.

Alderman Moore expressed appreciation for all volunteers for a successful community easter egg hunt. Moore said 137 kids had signed up. Moore also discussed traffic/parking issues at the ballpark soccer fields. Council discussed.

Alderman Pitts commended city park workers on trash pick-up. Pitts noted an area inside the park that was holding water and suggested digging a trench.

Alderman Tuey said he was questioned by a local business concerning the Illinois smoke free law and if patrons could possess alcohol while smoking outside of the establishment. Council suggested a designated enclosed smoking area.

Mayor Penrod commended Alderman Moore for organizing a successful community easter egg hunt.

Penrod briefed council on amendments to an IDOT agreement concerning the 146 East project. The city would be responsible for electric costs of lighting for the roundabout. Also, IDOT would not maintain a section of land that was outside of the state right of way. Penrod said the water and sewer relocation work for this project would soon be put out for bids.

Penrod said a meeting was scheduled with Horner & Shifrin to discuss the Redbud Road upgrade project.

As there was no further business to discuss, Alderman Owen made a motion to adjourn. Seconded by Alderman Moore. Mayor Penrod adjourned the meeting at 7:13 p.m.
