Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 11th of April 2023.
The scheduled meeting of the Diamond Village Board was held on Tuesday, April 11, 2023, at 6:00 p.m. with Mayor Teresa Kernc presiding. Upon roll call Commissioners present were Dean Johnson, Jeff Kasher, Mark Adair and Dave Warner.
Approval of 03-28-2023 Minutes
MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the 03/28/2023 regular meeting minutes and place on file. All Ayes: Motion Carried.
Approval of April 11, 2023, Bill List and Additional Bill List
MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve the April 11, 2023, bill list and additional bill list and place on file. A question was asked about Animal Quest and Mayor Kernc explained it was for the Diamond Fall Fun Fest. All Ayes: Motion Carried.
Approval of March 2023 Treasurers Report
MOTION was made by Commissioner Kasher, SCOND by Commissioner Adair to
March 2023 Treasurers Report. All Ayes: Motion Carried.

Grundy and Will County Sheriff's Monthly Update
Mayor Kernc stated nothing out of the ordinary to report with the exception of the fatal accident yesterday on IL 113 near Higgins, all commissioners were already aware of the details. She also reported that at the prior public informational meeting Sarah Beach of Sunshine Garden, advised that when she called for police services her call gets bounced around and it sometimes takes approximately 15 minutes for a Will County Deputy to arrive. Commissioners discussed having the phone provider properly configure 911. Mayor Kernc will follow-up.

Engineer Updates
Engineer Mike Perry advised that they were present for the Will Road Public Informational Meeting held immediately prior to this meeting. The Street Maintenance work is going out to bid with bid opening May 4, 2023, at 10:00 a.m. at village hall. Mayor Kernc advised that the Village would pay approximately not to exceed $15,000 for Chamlin's work to put this out to bid,which Chamlin reduced. It does not include construction engineering. Mayor Kernc will attend the pre-construction meeting and request she be contacted during construction with questions and/or concerns by the contractor.
Public Works Department Updates
Public Works Department Supervisor Jim Dunning stated IEPA is requiring lead service line inventory due for all water systems in 2024. Engineer Perry reiterated this requirement. Currently the village is doing this inventory in LOCIS. Mayor Kernc advised the IEPA paperwork for the water meter replacement loan was received and requested Engineer Mike Perry coordinate with Clerk Holmes to make sure the Village complies with all requirements. Supervisor Dunning advised that a transducer head went out in a lift station and he is ordering one for the replacement and one for inventory, also that generator repairs are complete, and that he ordered screens for the sewer plant ($8,000). Finally, that grass cutting will begin Thursday or Friday. Commissioner Kasher asked if we had hired a temporary part-time public works employee and Mayor Kernc advised that we had. Another application was due to come in and would also be considered for a second temporary part-time public works employee.

Mayor Kernc
Mayor Kernc advised we were awarded the ITEP Sidewalk Replacement Grant for $520,000 and our local match is 10%, not 20%. 6' Sidewalks will go in next summer. Supervisor Dunning mentioned timing is good as the watermain replacement project this summer will damage some sidewalks so they can be replaced with the grant. The grant will raise some areas of low sidewalk that currently flood. Engineer Mike Perry advised that raising of manholes and drains will be part of restoration. Mayor Kernc answered questions on Diamond Jacks regarding the new owner and his plan regarding the building and parking lot. Mayor Kernc complimented Clerk Holmes on her work on the Diamond Fall Fun Fest and explained the sponsor letter which outlined sponsorships that were available and would be sent out to some of our local businesses. The Fall Fun Fest is September 9, 2023.
