Coal City Village Board met April 20.

Here are the minutes provided by the board:

At 5:30 p.m. on Thursday, April 20, 2023 in the boardroom of the Village Hall, Mayor Terry Halliday called to order the Special Meeting of the Coal City Village Board. Roll call-Trustees Dave Togliatti, Ross Bradley, Dan Greggain, Dave Spesia, Tim Bradley and Sarah Beach. Also in attendance were Mike Perry and Ryan Hansen from Chamlin Engineering, Matt Fritz, Village Administrator, and attorney Mark Heinle. In addition attending were representatives from Municipal Well & Pump, Michael Ling! from Indiana- Illinois-lowa Foundation for Foundation for Fair Contracting and Tyler Valiente, Coal City water/wastewater operator.

All present recited the Pledge of Allegiance.

PUBLIC COMMENT

Michael Lingl, Indiana-Illinois-lowa FFC

Mr. Lingl stated that the Village of Coal City is considering contracting with Area Well & Pump for their bid for the new Well #7 in the Village. He stated that in 2004 they were issued a violation order regarding Certified Payroll through IDOT. It was also found that they underpaid employees on recent projects.

Mr. Fritz reported that the Water & Sewer Committee has reviewed the bid comparisons and that the IEPA (Illinois Environmental Protection Agency) has reviewed the bids that comply with the requirements of the State of Illinois, and have approved the submitted bid. The IDOL (Illinois Department of Labor) enforces the Prevailing Wage Act. Certified Payrolls are submitted to IDOL. Chamlin Engineering sent a FOIA (Freedom of Information Act) request to the IDOL requesting any violation by Municipal Well & Pump. IDOL responded that there is no record of any violations. The Board responded that the Indiana-Illinois-lowa FFC's claims were unfounded and verified per the FOIA requested by Chamlin Engineering.

Mr. Fritz reported on the recent bid letting for the water treatment plant expansion, construction of Well #7, as well as the Well #7 well head improvement. Along with those bids were Change Orders to be approved and accepted at this meeting. The Bid Letting summary is thus:

Water Treatment Plant Location Expansion

Four bidders submitted namely:

D Construction $5,600,000

Vissering Construction $5,976,000

Integrall Construction $6,103,200

John Burns $6,829,000

The apparent low bidder is D Construction in the amount of $5,600,000. R. Bradley moved to award the lowest responsible bidder for completion of the Water Treatment Plant Expansion to D Construction due to their submitted base bid of $5,600,000. Second by Togliatti. Roll call-Ayes; Togliatti, R. Bradley, Greggain, Spesia, T. Bradley and Beach. Nays; none. Motion carried

Mike Perry explained the Change Order #1 to the Water Treatment Plant Expansion which deducts one bare softener tank and freight, Cummins 350kw Generator and 800A Transfer Switch for a total of $284,810. Greggain moved to accept Change Order #1 provided by D Construction, which will deduct $284,810 reducing their total expected cost downward to $5,315,190, second by R. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

Well #7

R. Bradley moved to award the lowest responsible bidder for completion of newly installed Well #7 to Municipal Well & Pump due to their submitted base bid of $818,650, second by Togliatti. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

Well #7 Alternative Bid

An alternate bid of $122,397 will reduce the original base bid by Municipal Well & Pump to $696,253. Greggain moved to accept the alternative provided by Municipal Well & Pump within their bid, which shall deduct $122,397 reducing their total expected cost downward to $696,253, second by R. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

Well #7 Well Head Improvement

Two bids were submitted, namely:

Gene Wren Construction $414,041.35

Integral Construction $453,200

The apparent lowest bidder is Gene Wren Construction. Greggain moved to award the lowest responsible bidder for completion of the Well #7 Head Improvement to Gene Wren Construction due to their submitted base bid of $414,041.35, second by Spesia. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

Change order #1 to Well #7 Head Improvement Bid

Fire Station #1 located on DeWitt Street has recommended the location for the Well #7 Head to be located in a shed/storage garage located near the fire department property in order to have access to raw water, rather than the construction of a new well head. The amount of the change order is $231,350. Spesia moved to accept change order #1 provided by Wren Construction, which shall deduct $231,350 reducing their total expected cost downward to $182,690.52, second by R. Bradley. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

T. Bradley moved to adjourn the meeting, second by Beach. Roll call-Ayes; Togliatti, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried. The meeting was adjourned at 5:49 p.m.
