City of Vienna City Council met June 7.

The City Council of the City of Vienna met in regular session, Wednesday, June 7, 2023 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the May 17, 2023 council meeting minutes and the warrant ($37,956.04). Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Pitts made a motion to Authorize and Accept a bid proposal from the 5/23/23 MFT material bid opening from Energy Culvert in the amount of $12,991.17. Alderman Moore seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize a quote from L&P Carpet, In for the amount of $4,049.84 (General Funds) for outdoor carpet replacement at the city library. Alderman Tuey seconded the motion. All in favor, motion carried.

Mayor Penrod reviewed a New Home Development Application submitted by Ryan and Cassie Newcomb for construction of a new home in Hickory Ridge subdivision on Old Bloomfield Road. Motion to approve application and agreement made by Alderman Racey. Seconded by Alderman Hill. All in favor, motion carried.

PUBLIC COMMENT - None

ELECTED/APPOINTED OFFICIALS

Clerk Wright updated council that the IHDA grant was submitted by Southern Five on June 5th. Wright gave council a memo from Depot Coordinator, Debbie Kerley on happenings at the depot.

Supt. Racey reported gas line installment progress on highway 146 East.

Alderman Hill expressed concerns of the Johnson County ambulance service.

Alderman Tuey said he had received several donations from local businesses for the Fourth of July fireworks display.

Alderman Racey mentioned looking into purchasing a truck with a spreader from the Illinois Tollway for the public works department.

Alderman Moore mentioned the city planning for the solar eclipse event in April, 2024. Moore discussed the soccer field entrance issue at the ballpark. Moore also said she had received requests from residents of needing a slow-down children at play sign on Galeener Street. Supt. Racey said the city had one available to install.

Mayor Penrod reviewed a letter submitted by the city's attorney concerning revisions to city ordinances. Discussion would continue at the next regular scheduled meeting with city attorney present.

Penrod reported that IDOT put the 146 East project out for bid, to be awarded July 1. Bid opening for the city's water/sewer portion of the project would take place at city hall Tuesday, June 20. Penrod said Johnson County 2000 would grant the city an easement in the Industrial Park for the relocation of utilities for this project.

Penrod reported that the water plant had an EPA audit performed. Penrod said the filter media project that is included in the rural development grant, may possibly need to be replaced sooner.

Penrod said Millstone Water was continuing to working on a proposal to provide water to the city.

Penrod updated council on topics discussed at the recent mayor's association meeting including TIF extensions, building codes and Illinois video gaming. Penrod also said he would attend the Southern Five meeting concerning delta regional authority grant funds on Wednesday, June 15th.

As there was no further business to discuss, Alderman Hill made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod adjourned the meeting at 7:26 p.m.
