Village of Diamond Village Board of Commission met June 13.

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 13th day of June 2023.
The scheduled meeting of the Diamond Village Board was held on Tuesday, June 13, 2023, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Mark Adair, Jeff Kasher, Dean Johnson, and Dave Warner.
Approval of 05-23-2023 Minutes
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 05/23/2023 regular meeting minutes and place on file. All Ayes: Motion Carried.
Approval of June 13, 2023, Bill List
MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to approve the June 13, 2023, bill list and place on file. All Ayes: Motion Carried.
Approval of the May 2023 Treasurer’s Report
MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve the May 2023 Treasurer's Report and place it on file. All Ayes: Motion Carried.

New Business
Approval of Amendment No. 1 to Agreement for Engineering Services for Watermain Improvements & Lift Station Upgrades-2023
Mayor Kernc stated the change is from $16,000 to $ 32,500 which includes Phase 2 Engineering and Construction. This will include upgrades at the three Village sanitary sewer lift stations. MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to Approve Amendment No. 1 to Agreement for Engineering Services for Water Main Improvements & Lift Station Upgrades. All Ayes: Motion Carried.
Engineering Agreement Chamlin Engineering for ITEP IL 113 Sidewalk Replacement Project Mayor Kernc stated this is for Phase 2 for sidewalk removal and replacement in the amount of $70,000.00. The grant will pay 90% of the total cost. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to Approve Engineering Agreement Chamlin Engineering for ITEP IL 113 Sidewalk Replacement Project. All Ayes: Motion Carried.
Approve Putting License Plate Reader on Village Owned Property on IL 113-Division St. Mayor Kernc stated IDOT has placed a moratorium on permitting LPR’s on state rights-of-way therefore, we are not allowed to install the license plate readers on their rights-of-way until the litigation is over. Therefore, Kernc is trying to get approval to utilize the Gas N Wash property for the LPR to be installed on their property. She has Claypool approval. If she is unsuccessful getting the permission to place the reader on private property, she would like permission to place it on village property at the Miner’s Memorial property. By doing so, the village will have another LPR to capture license plates coming into town. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve Mayor Kernc to place the license plate reader at the Miner’s Memorial property is she is unsuccessful with obtaining permission from private a property owner. All Ayes: Motion Carried.

Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc stated nothing out of the ordinary for Will County Sheriff’s Monthly Report. Kernc also stated there was a fatal fire in the village over the weekend.

Public Works Department Updates
Public Works Supervisor Jim Dunning stated new doors were installed in the boardroom today. The chlorinator at the water plant is having some issues. Synagro will be at the sewer plant at the end of the month to clear the lagoon.
Clerk Updates
Village Clerk Lori Holmes stated Little Joe’s is closed however a new business will be opening called Chi-Town Dawgs. Holmes stated a solicitor was reported to Grundy for not having a permit. The solicitor was ticketed however, the individual immediately came into the village hall and completed the necessary paperwork for the permit. Holmes presented the item which was found on the road which punctured several tires of automobiles in the village.

Commissioner Kasher
Commissioner Kasher stated he was aware of the interviews which were scheduled for the water/sewer plant and would like to have those individuals have a CDL. Mayor Kernc stated she did not feel that was necessary. The focus will be at the water/sewer plant and having a CDL is not a requirement. After further discussion, the CDL is not a requirement, nor will it be a requirement for the individual to obtain that position.

Kernc stated Midland Bank wasn’t required to install sidewalk on IL 113 because of the ditches etc. and Kernc stated she takes full responsibility. However, there is an individual looking at the property where the bank is currently located. They would buy the building and property. This business hires disabled individuals which many would walk to work. Kernc would need to have a sidewalk installed
for workers as well as pedestrians along Division St. Kernc reached out to the Midland Bank personnel requesting installation of sidewalk on IL 113. The village would share the cost of the sidewalk.
Kernc was informed there will be a new safe route to school grant coming out which would be 100% funded. She would like to apply for the grant which would be used to install sidewalk from McGinty St. to the new sidewalk in front of the Midland Bank. It will include a culvert extension at the Claypool ditch. Kernc will present this in more detail at the next meeting.
