City of Vienna City Council met June 21.

The City Council of the City of Vienna met in regular session, Wednesday, June 21, 2023 at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS 

Alderman Moore made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the June 7, 2023 council meeting minutes, the Warrant ($42,054.68), and the May Treasurer's report. Alderman Tuey seconded the motion. All in favor, motion carried.

Julio Blanco was present to discuss the J.C.Y.L soccer program and use of fields. Blanco requested the soccer field be protected from firework display debris. Blanco explained that the youth league and Southern FS had both funded improvements to the fields. Blanco also expressed the youth leagues interest in further developing the soccer fields into a permanent complex with a similar setup as baseball fields with concessions. Blanco requested electric and water saying the league had contacted Ameren and Southeastern Electric about light and pole installation. The topic would be revisited.

Alderman Racey made a motion to Accept and Approve Notice of Bid Award for the 146 East Project to S&W Line Contracting for the watermain relocation, $540,403.00 and S&W Line Contracting for the sewer main relocation, $246,664.00. Alderman Pitts seconded the motion. All in favor, motion carried. Haley Ing, Horner & Schifrin, said the city would need to approve a Notice to Proceed at the next scheduled meeting.

Alderman Moore made a motion to Authorize and Approve an Engineering Service Agreement between the City of Vienna, Il and Horner and Shifrin Inc. for Professional Services for: 150,000- gallon Elevated Storage Tank Repairs, Watermain Replacement, and Water Treatment Plant Repairs. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve a quote from Utility Safety and Design, Inc for a 3" IPS Central underload clamp for installation of gas lines-$663.25 (TIF Funds). Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve a quote from Flo-Systems Process Equipment, Inc for an 8" GA #250D air cushioned check valve lever- $4,660.00 (TIF Funds). Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve an engagement letter between Beussink, Hickam & Kochel, P.C. and the City of Vienna to conduct the 2023 FY Audit. Alderman Hill seconded the motion. All in favor, motion carried.

PUBLIC COMMENT -None

ELECTED/APPOINTED OFFICIALS 

City Attorney, Addam Holder was present to discuss revisions needed to current ordinances, including Chapter 91-Stray dogs and Chapter 97- Open burning. Holder suggested the city adopt Metropolis's animal ordinance. Holder also discussed the city adopting a general penalty ordinance for fines to be paid over the counter at city hall. Penrod inquired of the city needing an ordinance prohibiting individuals requesting donations from motorists in city streets due to a recent incident. Holder would prepare all ordinances to be approved at a future meeting.

Clerk Wright informed council that the Revive Vienna committee requested a support letter for a grant they were applying for that included a dog park project in the city park. Council requested further information.

Supt. Racey updated council on gas line work concerning the 146 East Project. Racey also reported the upcoming installation of a main water meter at the water plant that would entail shutting off water for the entire town. Notice would be given to residents before scheduled work.

Fire Chief Williams reported emergency repairs to engine #4 and scheduled repairs to engine #7.

Williams said an updated resolution for mutual aid agreement (MABAS), would need to be placed on the next meeting agenda for approval.

Alderman Moore said Modern Woodmen would be supporting the city by funding two handicapped swings at the city park. Location to be determined. Alderman Hill also mentioned extending the current basketball court at the city park. Council discussed future park projects.

Mayor Penrod said per the last meeting, he had contacted County Commissioner McCuan for discussion concerning the county ambulance service.

Penrod said the city auditor informed him that the Sewer District Board had the ability to levy taxes in the city.

Penrod said the city had responded to EPA concerning recent audit recommendations.

Penrod said Revive Vienna had a tentative schedule of events for the 2024 Solar Eclipse, Saturday April 6-8th. Council had discussion.

As there was no further business to discuss, Alderman Hill made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod adjourned the meeting at 7:48 p.m.
