Village of Diamond Village Board of Commission met June 27.

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 27th day of June 2023.
The scheduled meeting of the Diamond Village Board was held on Tuesday, June 27, 2023, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Mark Adair, Jeff Kasher, Dean Johnson, and Dave Warner.
Approval of 06-13-2023 Minutes
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 05/23/2023 regular meeting minutes and place on file. All Ayes: Motion Carried.
Approval of June 27, 2023, Bill List
MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to approve the June 27, 2023, bill list and place on file. All Ayes: Motion Carried.

New Business
Mack and Associates-Audit Presentation
Mayor Kernc welcomed Tonya Mack to the meeting. Mack presented the fiscal 2023 audit to the board. After the presentation and the audit review, MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to Accept the report as presented. All Ayes: Motion Carried.
Approve Water Restrictions
Mayor Kernc stated due to the drought, water restrictions should be in effect on residents in the village. MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to Approve Water Restrictions to be placed in Effect in Diamond. All Ayes: Motion Carried.
Approve Wash Press Replacement Proposal from Gasvoda & Associates, Inc. Commissioner Warner presented information of the wash press which is currently causing issues. This press would replace the existing press. After further discussion of press, Warner questioned what would be replaced on the Huber. Public Works Supervisor Jim Dunning will reach out to Gasvoda to schedule a call with Warner and himself to explain what the recommended replacement would entail. Commissioner Kasher asked if there were other vendors which carry Huber parts etc. for comparison pricing. Dunning was not sure of other vendors and would investigate the matter further. This item was passed.

Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc stated nothing out of the ordinary for Will County Sheriff’s Monthly Report. Kernc discussed the issue of broken glass bottles all over the village park/pavilion and in the mulch in the playground.

Public Works Department Updates
Public Works Supervisor Jim Dunning stated D Construction has begun various locations of road work in the village. Synagro is scheduled to haul out the bio solids next week. The trail camera has been installed on the bike path.

Commissioner Comments
Commissioner Adair
Commissioner Adair is concerned about the grass/weed on the lot west of KFC/Taco Bell if we could reach out to the owner to cut. Adair would like to have flags installed on the stop sign on Will Road so that drivers can see the stop sign better due to the construction project. Dunning will have the public works department place flags on the stop signs.

Commissioner Warner stated there is an “S” hook missing on one of the child swings in the playground.
Mayor Kernc
Mayor Kernc stated the STP2 IL Route 113 roadwork grant has bene closed out. She would like to send a letter to those property owners who partnered with the village waiving the monetary portion only. A consensus was given for the distribution of the letter. Village Attorney John Gallo will assist in the letter. Kernc stated several residents called complaining of the dust/dirt when the construction of Jewel started. Kernc reached out to the project manager for the project, and they instituted dust control measures, however, Kernc wanted to do something for those affected so Kernc purchased 35 car wash passes and was also given 35 car wash passes from Gas N Wash for distribution. The car wash passes were for those residents living on Will Road and Girot and 1 duplex on Border St. A complaint was received from a resident on Calkey St. wanting car wash passes also due to the dirt on her cars and pool cover. Kernc stated she doesn’t feel more car wash passes should be distributed and asked the board if they felt additional passes should be distributed. Commissioners Kasher, Warner and Johnson said no and felt no passes should have been distributed to any resident. The project manager took the necessary construction dust control measures which is a standard procedure for projects. Kasher stated we are in a drought and are 6 inches below normal rainfall. The construction firm did what they needed to do by spraying the field with water to control the dust. Warner added, a farmer can be turning his field at the right time and the dust will blow onto cars and houses. Kernc added, the plans for the Jewel construction have changed. If all goes as planned, they will be working on the parking lot in September and would like to have the building under roof by the holiday season.
