City of Vienna City Council met July 5.

The City Council of the City of Vienna met in regular session, Wednesday, July 5, 2023 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor Angela Moore, Alderman Alan Racey, Alderman Ron Pitts, Alderman Austin Tuey, Alderman Melissa Hill, Alderman Tim Elliot, Alderman Aleatha Wright, Clerk Michelle Meyers, Treasurer Brent Williams, Fire Chief

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the June 21, 2023 public hearing meeting minutes, June 21, 2023 regular meeting minutes and the Warrant ($33,038.52). Alderman Racey seconded the motion. All in favor, motion carried.

Brenda Kreuter with Revive Vienna Committee was present to discuss the planning of a bike-a- thon and entertainment at the city park to be scheduled in April, 2024. Kreuter also reported that Revive Vienna had applied for a grant to beautify areas of the courthouse lawn and square.

Alderman Racey made a motion to Authorize and Approve Resolution 23-06, A Resolution Authorizing an Intergovernmental Agreement for Participation in the Mutual Aid Box Alarm System. Alderman Moore seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve of quote from All Service Contracting Corp. for Filter Rehab Project at the city water plant- $78,110.00. In this motion an additional amount was approved to cover additional parts and/or unknown emergent issues with the project.

Total amount- $100,000.00 (Tax Increment Funds). Alderman Moore seconded the motion. All favor, motion carried.

Mayor Penrod and Treasurer Meyers reviewed a tentative Annual Appropriation Budget with council. Meyers noted accounts in which she would contact the city auditor for changes. The Appropriation Ordinance would be placed on the July 19th agenda for review/approval.

ELECTED/APPOINTED OFFICIALS

Fire Chief Williams reported that the fireworks display was successful. Williams noted the site for fireworks was moved slightly due to dry grass conditions.

Alderman Moore discussed estimates for extending the existing basketball court at the city park. Moore also discussed fall fest themes and parade route. Moore said road blocks would need to be placed in front of the shopping center on 45 North to keep traffic from interfering with the parade as the route ends at Vienna High School.

Mayor Penrod reported that city attorney was currently working on ordinance revisions.

Penrod said he received a letter from EEI concerning plant closure plans. A letter of support in opposing the removal of ash was requested due to long term effects it would cause in the area.

Penrod said he would meet with Ameren on July 7, for discussion of extending electric from the baseball fields to soccer fields. Penrod noted the city pays an estimated $2,600.00 annually for the ballpark.

Penrod said on Tuesday, July 11, notice to proceed agreements would be signed for the 146 East sewer and water relocation project.

Penrod said J.C.Y.L requested use of the old concession stand for equipment storage. Council gave consent.

Penrod said Millstone was continuing to work on a proposal to supply water to the city. He would meet with Millstone board on July 18, for more information.

At 8:10 p.m. Alderman Tuesy made a motion to go into closed session for review of closed session minutes pursuant to 2.06 of the Open Meetings Act as per 5 ILCS 120/2(c)(21). Executive Minutes from 12-21-22. Alderman Hill seconded the motion. Motion carried.

At 8:12 p.m. Alderman Moore made a motion to resume the regular council meeting. Seconded by Alderman Tuey. Motion carried.

Alderman Pitts made a motion to approve 12-21-22 closed session minutes for content and release as confidentiality no longer exists. Alderman Tuey seconded the motion. All in favor, motion carried.

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod adjourned the meeting at 8:12 p.m.
