Village of Diamond Village Board of Commission met July 11.

Here are the minutes provided by the commission:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 11th day of July 2023.

The scheduled meeting of the Diamond Village Board was held on Tuesday, July 11, 2023, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were, Jeff Kasher, Dean Johnson, and Dave Warner. Absent: Mark Adair

Approval of 06-27-2023 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 06/27/2023 regular meeting minutes and place on file. All Ayes: Motion Carried.

Approval of July 11, 2023, Bill List and Additional Bill List

MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve the July 11, 2023, bill list and additional bill list and place it on file. All Ayes: Motion Carried.

Approval of the June 2023 Treasurer’s Report

MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve the June 2023 Treasurer’s Report and place it on file. All Ayes: Motion Carried.

Public Comment

Resident Jan Berta was in attendance. Berta voiced her concern about the grass, weeds etc. at exit(s) off I-55 and the overgrowth of grass/weeds etc. and inquired who oversaw maintaining those areas. Mayor Kernc stated that IDOT is responsible for the grass mowing, etc. however, the village has cut grass on the southbound exit and Braidwood has cut the north bound exit enough for those vehicles exiting so they can see when turning onto IL Route 113.

New Business

Waive Competitive Bidding for Wash Press

Commissioner Warner stated he is waiting for the proposal for the cost to rebuild the current one therefore, this item was passed until proposal is received. Warner would like to compare the cost of new vs. rebuilding to make the most cost-effective decision.

Approve Wash Press Replacement Proposal from Gasvoda & Associates, Inc. Item Passed

STP Partner Letter

Mayor Kernc stated this item was given consensus at the June 27, 2023, meeting however, it needs formal approval. MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to approve the STP Partner Letter for distribution. All Ayes: Motion Carried.

Approve IDOT Letter

Mayor Kernc stated she contacted IDOT requesting the one lane at the #236 exit ramp off I-55 south where the temporary signal is, to make it into two lanes; one for left turning vehicles and one for those turning right onto IL Route 113. She also requested changing the existing temporary signal into a permanent signal. This request was required to be in writing. The letter was presented to the board. Kernc needs approval to proceed to mail the letter to IDOT. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve Mayor Kernc to mail the letter to IDOT. All Ayes: Motion Carried.

Safe Routes to School Grant

Mayor Kernc stated there is a new Safe Routes to School Grant available to apply to in the amount of $250,000 with no local match required. However, there is only 1 grant per school district allowed. Kernc reached out to The Village of Coal City and to the Coal City School District regarding it. Kernc would like to utilize a portion to install a sidewalk from McGinty St at IL 113 to Berta Road. This would allow those utilizing the bike path to utilize a sidewalk to cross at the stoplight at Berta Road. Kernc would like to proceed to continue in the process of applying for the grant. Commissioner Kasher voiced a concern of a house at the corner of McGinty St. and IL Route 113 and didn’t feel that a sidewalk would be able to be constructed there due to the elevation and possible drainage issue. Village Engineer Mike Perry will investigate the concern. MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to allow Kernc to proceed in applying for the safe routes to school grant. All Ayes: Motion Carried.

Old Business

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated nothing out of the ordinary for Will County Sheriff’s Monthly Report. Kernc discussed issues within Diamond. Windows broken out on a vehicle, windows broken at a company, the benches on the bike path destroyed etc. Kernc reached out to the newspaper regarding the vandalism within the village. Additional surveillance is being added by the Grundy County Sheriff's Office. Kernc would like residents to report any information they may have and to report to the Sheriff's office if they witness any occurrences within the village.

Public Works Department Updates

Public Works Supervisor Jim Dunning stated the water meter located at Yes Communities must be replaced. The cost of a new one is $4,300.00 and to rebuild is $3,300.00. A short discussion regarding the benefits of a new meter to rebuilding the existing one took place. Dunning will move forward with the purchase of a new one. The meters for the Lead Line Water Meter Replacement will be shipped on August 11. CIS will be at the plant on Friday to install the new screens/controls.

Commissioner Kasher

Commissioner Kasher inquired to Village Engineer Mike Perry if Synagro was going to knife in the bio solids onto the farmer field. Perry stated he believed so, however was not 100% positive. Kasher was not happy with the letter which Synagro sent to those residents in the application area. He asked if the letter could be clearer of what the product is which is being used as fertilizer. Perry did not see the letter. Village Clerk Lori Holmes will email Perry a copy of the letter and reach out to Synagro to discuss.

Mayor Kernc

Mayor Kernc stated paving throughout the village is in progress. Jewel-Osco desire to have everything under roof by wintertime.

Adjournment to Closed Session: 2(c) (1) Employment/Employee

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to enter closed session at 6:43 p.m. All Ayes: Motion Carried.

MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to enter open session with no action taken at 7:43 p.m. All Ayes: Motion Carried.

Commissioner Johnson stated a resident approached him regarding non- license plated vehicles on roads. The resident has a four-wheeler and feels his son should be allowed to ride it on village streets. Johnson stated to the resident that it is against the law for both a licensed and unlicensed driver to ride any non-plated vehicle on any village streets. The resident is not happy and will be looking further into the matter.
