Village of Diamond Village Board of Commission met Aug. 8.

Here are the minutes provided by the commission:

The scheduled meeting of the Diamond Village Board was held on Tuesday, August 8, 2023, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were, Jeff Kasher, Dean Johnson, and Dave Warner. Absent: Mark Adair

Approval of 07-25-2023 Minutes

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the 07/25/2023 regular meeting minutes and place on file. All Ayes: Motion Carried.

Approval of August 8, 2023, Bill List

MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve the August 8, 2023, bill list and place it on file. All Ayes: Motion Carried.

Approval of the July 2023 Treasurer’s Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the July 2023 Treasurer’s Report and place it on file. All Ayes: Motion Carried.

New Business

Resident 1520 E Clark St.

Mayor Kernc stated the resident decided he wasn’t going to attend the meeting. Kernc stated she knows the topic he was going to discuss was the flock cameras-license plate readers. Kernc stated she has received approval from IDOT for a flock camera to be installed on the south side of Route 113 in front of the Shell Station which will be able to capture vehicles going east bound. She would like a consensus for this additional camera to be installed. A camera for those vehicles heading west bound has been installed on Route 113 by Gas N Wash and there is a camera at Berta Road which captures vehicles heading west. After this final installation, the village will have 3 flock cameras. All Commissioners were in favor of the installation of the additional flock camera. This item will be placed on the August 25, 2023, agenda for formal approval.

Approve Training for WTP/WWTP Employees (Thursday Plaza A)

Mayor Kernc presented the training available. Commissioner Warner supports the training for both employees at the WWTP/WTP. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to Approve Training for WTP/WWTP employees for the Thursday Plaza A. All Ayes: Motion Carried.

Approve Resolution #2023-05; To Accept Planning Technical Assistance Services Delivered by the Chicago Metropolitan Agency for Planning

Mayor Kernc stated this item was given consensus and formal approval is needed. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Resolution #2023-05; To Accept Planning Technical Assistance Services Delivered by the Chicago Metropolitan Agency for Planning. All Ayes: Motion Carried.

Approve Contract for T & J Water Wastewater Solutions LLC

Commissioner Warner stated he, Commissioner Johnson and WTP/WWTP operator trainee Mike Jenke met with T & J today. The services they would be able to provide are the same as the village receives from Test, Inc. They don’t have training, they would provide oversite of the plants, which would be after hours. They do not have structured training at this present time. This would not be beneficial for the village. Warner would like to expand our existing contract with Test, Inc. for mentorship and add 1 hour each time they come to the plant to work with the WTP/WWTP staff. Warner will contact Test, Inc. to discuss additional services and cost.

Approve Synagro Change Order #2 for WWTP Sludge Disposal

Village Engineer Mike Perry stated the change order should be #3 which was discussed at the July 25, 2023, meeting. This change order was required since the total amount of sludge has increased from the original contract 2 years prior. This allows an additional ½ million gallons of sludge. The change order is an additional $39,950.00 to the total price. The total price would be $119,875.00. MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to Approve Synagro Change Order #3 for WWTP Sludge Disposal for additional not to exceed $39,950.00 for a total contract price of $119,875.00. All Ayes: Motion Carried.

Approve Ordinance #2023-05; An Ordinance Repealing and Replacing Chapter 110, Alcoholic Liquor Dealers, of the Code of Ordinances of the Village of Diamond

Mayor Kernc thanked Village Attorney John Gallo and Clerk Lori Holmes for their work on this. Kernc stated she likes the breakdown into numerous categories which limit video gaming and expand opportunities for other businesses. Gallo stated he added Class H which would only be used for those video gaming establishments. Our current classifications are too broad, which allows those establishments the ability for a full-service license. The businesses which currently hold a liquor license will need to re-categorize when their renewal is due. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to Approve Ordinance #2023-05; An Ordinance Repealing and Replacing Chapter 110, Alcoholic Liquor Dealers, of the Code of Ordinances of the Village of Diamond. All Ayes: Motion Carried.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated nothing out of the ordinary for Grundy. Kernc was pleased with the Will County report.

Public Works Supervisor Jim Dunning was not in attendance however Mayor Kernc stated the clam shells have been painted and ready for pick up.

Commissioner Johnson voiced his concern regarding the amount of traffic which was generated on Girot Lane during the construction of the culverts.

Mayor Kernc

Mayor Kernc was contacted and asked the Commissioners if anyone would like to attend the Slammers game on August 15, 2023, since complementary tickets are available. If so, contact her. Kernc stated the JJC tour went well. JJC did not previously consider an I-55 corridor location only an I-80 corridor location. They did like 2 of the properties in Diamond, one next to the Morris Hospital Diamond location and another property on IL Route 113 owned by Weitendorf. Kernc spoke to Jewel and TBS regarding the tour, and they are requesting 2 sites on their property be considered as a location also. Kernc did submit the request. Kernc gave an update on Jewel and stated on the 18th, a request will be submitted for a $3 million advance from Jewel for onsite concrete work. They would like to be under roof by January 2024 and would like to be opened for business before Thanksgiving 2024.
