Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 26th day of September 2023.
The scheduled meeting of the Diamond Village Board was held on Tuesday, September 26, 2023, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Jeff Kasher and Dave Warner. Absent: Mark Adair and Dean Johnson.
Approval of 09-12-2023 Minutes
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 09/12/2023 regular meeting minutes and place on file. All Ayes: Motion Carried.
Approval of September 26, 2023, Bill List and Additional Bill List
MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the September 26, 2023, bill list and additional bill list and place it on file. All Ayes: Motion Carried.

New Business
Grundy County Transit Support
Mayor Kernc stated the village has supported this in the past and recommends continuing supporting the Grundy County Transit. Village residents do utilize the transit system. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to contribute to the Grundy County Transit System in the amount of $1,000.00. All Ayes: Motion Carried.
FEMA Grant Application/NCICG
Mayor Kernc stated the application is for the northside stormwater management program. It includes a 5-acre detention at Valerio Road and Will Road and a total conveyance for the entire northside-the complete project. Originally, this was a phased project but when Kernc spoke to the FEMA representative and was approved for the pre-application and/or sub application, they would prefer to have a complete project for the application process. Tim Hejny from Chamlin and Associates combined all the phases into one large project which includes all the engineering, grant writing, administration along with the project totaling $2.4 Million. The local match would be 25%. Kernc stated Claypool believes they would consider contributing $25,000.00 as long as detention is included, which it is. Kernc stated this project is 4-5 years out and the village will start saving for the project and looking for additional partners. She would like to see this project in the pipeline and at any time the village can withdraw from it. She would like approval from the board to move forward with the application process. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to allow Mayor Kernc to proceed with the FEMA Grant Application Process for Northside Storm Water Management. All Ayes: Motion Carried.
Not to Renew NRG Contract for Energy Curtailment
Mayor Kernc stated when the village must shut the plants down for energy curtailment, there is a negative impact to the affluent discharge. This affects the samples with the EPA. The village doesn’t receive enough money from this energy saving shutdown to offset the negative effect to the plant. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher Not to Renew NRG Contract. All Ayes: Motion Carried.

Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc stated nothing to report.
Legal Counsel
Village Attorney John Gallo stated he has completed the clarifier repainting bid packet. If placed in the newspaper next week, the village must allow 3 weeks for bids to be submitted. This will put the painting of the clarifiers too late in the season due to the temperatures required for painting. After discussion, the decision was made to postpone the bid process until April 2024.
Engineer Updates
Village Engineer Mike Perry has reached out to North Central for grant terms so he can move forward with the watermain work. Perry also met with business owner Galatte regarding property located on Will Road to discuss draining issues.
Public Works Department Updates
Public Works Supervisor Jim Dunning stated he reached out the Grundy County for the price of road salt for the upcoming year. The brine tank has been fixed. Public Works employees have been repairing numerous b-boxes needed for the water meter replacement project. They are also working on taking all bricks, pavers, etc. out at the memorial and at the village hall for the sidewalk widening project which will take place next spring. Part-time employees will be working through the month of October.

Commissioner Kasher stated United Meters completed his water meter and wanted to share the positive experience he had. The worker was very professional and completed the work efficiently.
Commissioner Warner
Commissioner Warner had a meeting at the WWTP with Metrocloud to discuss the SCADA system their company offers. Warner stated their system was impressive however, he wants to discuss the Gasvoda system. Water Plant Operations Mike Jenke spoke with Warner regarding cloud-based access for the plant. Warner is also concerned with security on phones via WIFI connection at
employees’ residents. After discussion, Warner would like Holmes to investigate the security/anti virus software from Verizon for all employees’ phones.
